Invitation to Bid-Posted DateRoof Replacement4202 23rd AvenueEDPL 1-2026IntroductionThe City of Rock Island is requesting bids from contractors for a rehabilitation project at a house locatedat 4202 23rd Avenue. This owner-occupied property will be undergoing rehabilitation using Housing andUrban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shallbe subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who areinterested in this project will need to schedule a site visit with the homeowner, Alexandria Engman-VanMeter, by calling them at 309-558-9674, prior to submitting the bid. Sealed bids must be receivedon or before January 29th by 2p.m . They shall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: 4202 23rd Avenue BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 1/29/2026 at 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bidsmay attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliance with allapplicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. Theplan must include a clear project timeline and budget with line item costs. The contractor shall act as thegeneral contractor for the project using subcontractors as required. Subcontractors that will be requiredshould be clearly identified in the project plan.Remove existing shingles from the roof down to the roof sheathing. Check for excessively wide gaps inthe roof planking. The back side of the roof should be inspected for water damage. Some framingmembers may need to be addressed once the roof has been stripped down. There may beappropriate and approved repairs at this time. Preferred method would be to repair and install fromthe top side of the roof instead of tearing the ceilings down. This maybe cause the roof to be acomplete re-sheath. Install that Ice and snow guard in all of the valleys and lower edges of the roofline. This must cover 2’ higher than the exterior plate line. Approved water barrier over the remainroof sheathing. Install new 2’ style D roof edging throughout. Install 35-year architectural shingles ofthe homeowner’s choice. Install a shingle over ridge vent following manufacture’s instruction. Allowmaximum cut back of the ridge line for ventilation. Install new plumbing flashing boots, extend theplumbing vents if less the 12” on the shallow side. Patch all the turtle vent holes with approvedsheathing material. Install all head flashing and new step flashing at the wall lines where required.On the flat roof pitched will need to be a rolled roofing product installed to manufacturespecification’s for overlaps and end terminations. There is a bath fan roof vent that will need installedthrough the roof line and new vent connector to the existing fan in the bath room. The Contractorwill need to have a roof vent installed penetrated through the roof line to the gas dryer. InstallCo2/smokers with a ten-year lithium battery in the appliance area and in the hallway near thesleeping rooms. Install new gutters and downs in white aluminum secured to the fascia with minimumof ¼” of fall per foot. Downs will need two wall straps no further then 9’ apart. Tailpipes will need toall be hinged and 4’ in length draining away from the foundation. Watershed must not be directedtowards neighboring property or to a low area that is susceptible to holding water. Building Permitsmust be pulled and Paid for before work begins.Alternative specifications shall be considered only if they are clearly justified, cost effective, and meetall project objectives. The contractor shall have 30 days to complete the work from the date of contractsigning. Change work orders over the course of the project are strongly discouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meetingall local, state, and federal requirements to perform requested work. Contractors mayberequired additional plans upon permit submittals.3. Bidders must have and provide proof of General Liability, Vehicle, and Workers CompensationInsurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearlylabeled with “ENCLOSED: 4202 23rd Avenue.” The bid must clearly address all requirements asdescribed above. The cost of the work must be separated into line items with individual costs in additionto providing a total project cost. Labor costs and material costs must be clearly delineated. The companyname, federal tax ID number, SAMs entity number, contact person, email, phone number, and a datewith signature are all required as well.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bidsshall be reviewed for pricing, experience, previous work history, references, State Licenses, StateRegistration, insurances, bonds, subcontractors, equipment owned, equipment rented, operatorexperience, and financial stability. The City at its sole discretion shall decide after a review whichcontractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken bythe City in regard to this project shall be consistent with the City’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditionsrelating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, andrestrictions associated with acceptable execution of requested work. Failure or omission of the bidder toacquaint themselves with site conditions shall in no way relieve them of any obligation with respect totheir bid or subsequent contract.Federal, State, and Local Reporting ComplianceThe contractor shall provide financial and programmatic information as required by the City of RockIsland to comply with all Federal, State, and local law reporting requirements.
