CHARLES, MISSOURISt. Charles County is seeking Statement of Qualifications for Engineering and Design ofSundust Preserve at the Park at New Melle Lakes (400 Foristell Road, New Melle, MO63365). The County reserves the right to terminate the contract for reasons of violations bythe successful proposer of any term or condition of the contract by giving thirty (30) dayswritten notice stating the reasons therefore and giving the party ample time to remedy thedeficiencies.INSTRUCTIONSOne original and one [1] signed copies of the statement of qualifications must be received in asealed envelope plainly marked RFQ 26-066 Engineering and Design of Sundust Preserve atthe Park at New Melle Lakes with the due date and time in the lower left corner of the envelope.An authorized representative of the company/person submitting the statement of qualificationmust sign it in blue ink.Statements of Qualifications must be submitted to the St. Charles County Finance Department,201 North Second Street Room 541 St. Charles MO 63301 prior to 04/09/2026 at 11:00 AM.St. Charles County reserves the right to accept and/or reject any and all proposals.Bid results may be obtained by going to our St Charles County Government website @http://www.sccmo.org/Bids.aspx click on “show Closed/Awarded/Cancelled bids”, select bidand click on “related documents”. No phone calls please. All Qualifications will be considered final as submitted. No additions, deletions,corrections, or adjustments will be accepted after the time of Qualificationopening. County reserves the right to make inquiries to Consultants submittingqualifications to clarify its understanding of the Consultant’s submittal. The electronic version of this Request for Qualifications is available upon request.The document was entered into WORD for Microsoft Windows. The PurchasingOffice does not guarantee the completeness and accuracy of any informationprovided in the electronic version. Therefore, respondents are cautioned that thehard copy of this Request for Qualifications on file in the Purchasing Officegoverns in the event of a discrepancy between the information contained in or onthe electronic version and that which is on the hard copy. Consultants are required to clearly identify any deviations from the specificationsin this document. An authorized officer of the company submitting the Qualification mustsign all Qualifications, in blue ink. Consultants must submit one [1] signed hard copy of their Qualification.Additionally, an electronic version of the Qualifications shall be included on a flashdrive with the submission. St. Charles County will not award any contract to an individual or business havingany outstanding amounts due from a prior Contract or business relationship with theCounty or who owes any amount(s) for delinquent Federal, State or Local taxes,fees, and licenses. Qualifications received after the designated time of the receipt of the sealedQualifications will be considered as “Non-Responsive”, and “Void”, and will not beopened nor evaluated. The successful Consultant is specifically denied the right of using in any form ormedium the names of St. Charles County or any division, department, or bureau ofSt. Charles County for public advertising unless express written permission isgranted. Award will be made to the Consultant with Qualifications which will best serve theCounty. Award is dependent upon successful negotiation of price. If the parties failto agree on price, the County reserves the right to negotiate with the next mostqualified Consultant. The Consultant agreed to execute a County provided non-disclosure agreementat the time of contract execution. The contract language is provided in Exhibit A.26-066Engineering and Design of Sundust Preserve at the Park at New Melle Lakes (400 Foristell Road, New Melle, MO 63365Page 4 of 22Parks_________________________________________Name of Company or individualInsuranceWorker's Compensation and Employer's Liability: Statutory WC limits as required by theStatutes of the State of Missouri (or a qualified self-insurer) and Employers Liability in anamount of no less than $1.0 million.Automobile, General Liability and Property Damage: The Contractor shall maintain thefollowing minimum amounts of automobile, general liability, and property damage insurancecoverage during the life of the contract:$1,000,000 for bodily injury or death to any one person and $3,000,000 per occurrence forautomobile and general liability coverage; and property damage coverage of at least$1,000,000. A Combined Single Limit Policy in the amount of $3,000,000 is an acceptablealternative. Automobile coverage must include non-owned vehicles.The Automobile & General Liabilities policies shall be endorsed to include the County as anadditional insured including the following language: Nothing in this endorsement shall serve tooperate as a waiver of the County’s Sovereign Immunity or broaden the liability of the Countybeyond the provisions of Sections 537.600 to 537.610 of the Revised Statutes of Missouri. Vendorshall provide for 30 days advance written notice of any material change. A Waiver ofSubrogation in favor of the County shall be endorsed on each of the policies. The requiredinsurance shall be primary insurance with respect to any other insurance or self-insuranceprograms maintained by the County.A Certificate of Insurance evidencing the above coverage(s) together with a copy of therequired endorsements shall be provided to the County prior to the commencement of anywork.It shall be the contractor's responsibility to keep the respective insurance policies andcoverages of any sub-contractor current and in force for the life of the contract.Architects/Design Engineers: Errors and Omissions (Professional Liability): with limits of notless than 1,000,000.000 per claim/$3,000,000.00 aggregate covering all services providedby the Contract.
