SCOPE OF WORKProject OverviewThe City of Bullhead City is soliciting bids from qualified contractors for the rehabilitation of two potable water storage tanks located at the North Mohave Site 1 (south tank), and North Mohave Site 2 (west tank). The intent of this project is to restore both tanks to full operational and aesthetic condition, ensuring long-term protection, compliance with potable water standards, and service reliability for the City’s water system.
Work DescriptionThe work shall include complete surface preparation, cleaning, and coating of both the interior and exterior of the tanks. This includes incorporating the City Utilities logo on both tanks, repairing the manual level indicator on the Site 2 Tank, and painting the electrical conduit and outer band to match the new exterior coating. All coatings and materials shall comply with AWWA D102-24 and be NSF61 certified for potable water use.
The interior coating system shall consist of a 100% solids epoxy applied in a two- or three-coat system. The exterior coating system shall include a zinc-rich primer, an epoxy or urethane intermediate coat, and an aliphatic polyurethane finish. Coating products shall be sourced from Sherwin Williams or Tnemec, and coating application procedures shall conform to SSPC-SP1, SP2, and SP3 surface preparation standards.The contractor also agrees to have the Bullhead City Utilities logo painted on each tank.

CLARIFICATION - the solicitation seeks bids for: 1) the south tank on NorthMohave Site 1 (adjacent to Pegasus Ranch Road); and 2) and the west tank onNorth Mohave Site 2 (adjacent to McCormick Blvd). Any reference to the east tankat Site 2 (bolted tank) was erroneous.2. Question: The bid listed Mixers in the scope of work. Do you need mixers?Answer: Mixers are NOT needed.3. Question: Are you planning to blast down to bare steel?Answer: Only the interiors of the tanks will need to be taken to bare steel.4. Question: In regard to spot repair, are you requiring zinc or epoxy?Answer: Epoxy.5. Question: Do the tanks have Cathodic protection?Answer: Yes.6. Question: In the specification Article 11 - Technical Specification there is nothing.Answer: There are no documents.7. Question: Will a drawing of the tanks be provided if possible and the coatingrequired?Answer: There are no of drawings of the tanks. Coating required will be answeredin question: 11.8. Question: What kind of mixer and what specifications are you looking for?Answer: The mixers are REMOVED from the scope.11. Question: What type of coatings are required? What specification?Answer: Coatings (interior and exterior) shall conform to AWWA D102-24. InteriorCoating System (ICS) for tank shall be 100% solids epoxy (ICS-3). Outside CoatingSystem (OCS) for tank shall be zinc-rich primer + epoxy/urethane intermediate andaliphatic polyurethane finish (OCS-4). All coatings shall be NSF61 certified.12. Question: What type of overcoatings are required? What specification?Answer: City to confirm (overcoatings used if tank is sound and work is not blastingto bare metal). Interior recommendation is 100% solids epoxy overcoat. Exteriorrecommendation is aliphatic polyurethane or fluoropolymer overcoat.13. Question: Is the exterior of the tanks being re-coated for the logo?Answer: Yes.14. Question: Are the water tanks for potable water?Answer: Yes.15. Question: Is there any sitework?Answer: No.16. Question: Do you know the last time it was coated and if so when? Asking for leadabatement.Answer: Unknown.17. Question: How is the mixer going to be powered?Answer: N/A. Mixer REMOVED from the scope.18. Question: AWWA has two standards for the interior coating. Do we want two orthree coats on the inside?Answer: 3 coats.19. Question: What kind of coating does the exterior need to be? Just clean, prime andtop coat?Answer: Exterior Cleaning and Surface Preparation: Clean and recoat the exteriorof the tank as follows in accordance with SSPC-SP1, SP2 and SP3 as needed.26-U-002Addendum No. 2Sites 1 & 2 Tank Restoration RebidFebruary 6, 2026Page 4 of 6SSPC-SP1: A method in which solvents such as water, mineral spirits, xylol, toluoletc., are used to remove solvent-soluble foreign matter from the surface of ferrousmetals. Rags and solvents must be replenished frequently to avoid spreading thecontaminant rather than removing it. Low-pressure (1500 - 4000 psi) high volume(3-5 gal/min) water washing with appropriate cleaning chemicals is a recognized"solvent cleaning" method. SSPC-SP2: A mechanical method of surfacepreparation involving wire brushing, scraping, chipping, and sanding. Not the mostdesirable method of surface preparation but can be used for mild exposureconditions. Optimum performance of protective coatings should not be expectedwhen hand tool cleaning is employed. SSPC-SP3: A mechanical method of surfacepreparation widely used in the industry and involving the use of power sanders,wire brushes, power chipping hammers, abrasive grinding wheels, needle guns etc.Although usually more effective than hand tool cleaning, it is not consideredadequate for use under severe exposure conditions or for immersion applications.Exterior Coaling System: Will be from the Sherwin Williams Company or Tnemec.Coaling pages shall be provided upon request. 1) Spot Primer: Modified Poly-Amidoamine Epoxy, Off-White in color and applied at Four to Eight (4-8) mils dryfilm thickness. 2) Intermediate Coat: Industry Approved Acrylic Polymer Coatings,Owner’s Choice of Colors and applied at Two-Four (2-4) mils dry film thickness. 3)Finish Coat: Industry Approved Acrylic Polymer Coatings, Owner's choice of colorand applied at Two-Four (2-4) mils dry film thickness. Total Mils: Shall not be lessthan Four to Eleven (4-11) mils Dry Film Thickness.20. Question: Is the outer band included with the tank rehabilitation?Answer: Yes.21. Question: Can both tanks be down concurrently?Answer: No.33. Question: On the bid schedule “item 6 D102” is this for interior recoating?Answer: Yes, those are AWWA standards for this project.34. Question: On the bid schedule “item 7 D102” is this for exterior painting?Answer: Yes, those are AWWA standards for this project.35. Question: On bid schedule line items 6 & 7, do we include the price for both tankcoatings & painting?Answer: Yes.36. Question: Can the interior pitting be filled with any epoxy filler designed for pitfillings?Answer: Yes, but it has to meet NSF/ANSI 61 and align with AWWA D102.37. Question: Is this a Davis Bacon or prevailing wage project?Answer: Neither. This is a city funded project.
