The Wilmington & Beaches Convention & Visitors Bureau (CVB), in partnership with the City of Wilmington, North Carolina, invites qualified sign fabricators and installers to submit sealed bids for Phase 1 – Gateway & Parking Signage Fabrication and Installation for the Downtown Wilmington Wayfinding Program.

Sealed bids for furnishing all labor, materials, equipment, fabrication, finishes, hardware, transportation, and installation required for the work described herein will be received until 5 pm EST on June 29, 2026 at which time bids will be publicly opened and reviewed.

Bids received after the stated deadline will not be accepted.

The Owner reserves the right to reject any or all bids, waive informalities, and accept the bid deemed to be in the best interest of the project.

Introduction
The Downtown Wilmington Wayfinding Program is a comprehensive signage initiative intended to improve
navigation, strengthen Downtown identity, support parking and mobility, and create a more welcoming
visitor experience throughout Downtown Wilmington.
Developed through a collaborative planning and design effort led by the Wilmington & Beaches Convention
& Visitors Bureau and the City of Wilmington, the program establishes a cohesive sign system to guide
residents and visitors to destinations throughout Downtown while reinforcing Wilmington’s unique
character and sense of place.
This bid package represents the first phase of implementation, focused on gateway and parking signage
improvements.
Scope of Work
The selected contractor shall provide all labor, supervision, materials, fabrication, coatings, finishes,
engineering, foundations, mounting systems, transportation, permitting coordination as required, and
installation necessary to complete the work identified in the contract documents.

protection of adjacent streetscape improvements during construction
punch list completion and closeout

Contractor Qualifications
Contractor shall be properly licensed to perform work in the State of North Carolina.
Bidders shall demonstrate experience in the fabrication and installation of custom exterior signage projects
of similar size and complexity. Preferred qualifications include:
municipal or downtown wayfinding signage experience
gateway monument fabrication
installation in active public rights-of-way
aluminum and steel fabrication
powder-coated and durable exterior finish systems
dimensional letter fabrication and installation
retrofit attachment to existing poles or structures
coordination with municipalities and public agencies
Site Visit / Field Verification
Bidders are strongly encouraged to visit the project area and verify existing site conditions prior to
submitting a bid.
Submission of a bid constitutes acknowledgment that the bidder has reviewed the project documents and
understands existing field conditions affecting the work.
Bid Submission Requirements
The Wilmington & Beaches Convention & Visitors Bureau will accept sealed bid submissions electronically
via email to Kim Hufham no later than 5 pm EST on June 29, 2026. Please confirm receipt by reply email
upon submission. Late submissions may not be accepted.
Required Submission Materials
Bidders shall submit one (1) complete electronic PDF labeled:
Downtown Wilmington Wayfinding Program – Phase 1 Bid Submission – [Company Name]
containing the following information:
Completed Bid Form signed by an authorized representative of the company.
Base Bid Pricing for all sign types identified in the bid package.
Completed Bid Worksheet with unit pricing for individual sign types, including fabrication and
installation costs where applicable. Must complete the enclosed Bid Worksheet (MS Excel).
Proposed Fabrication and Installation Schedule, including:
o anticipated shop drawing/submittal timeline
o fabrication lead time
o estimated delivery timing
o anticipated installation duration
Company Qualifications, including summary of relevant experience in fabrication and installation
of exterior wayfinding, gateway, or municipal signage projects of similar scale.
References for a minimum of three (3) comparable projects completed within the last five years.
List of Proposed Subcontractors, if applicable.
Certificate of Insurance meeting minimum project requirements.
W-9 Form
SAM Registration / Unique Entity Identifier (UEI) documentation, if required under ARPA funding
compliance provisions.
Acknowledgement of Addenda, if any addenda have been issued during the bidding period.
Questions and Clarifications
Questions regarding the bid package shall be submitted in writing to Kim Hufham no later than June 18,
2026. Responses will be distributed to all registered bidders through written addendum.
Incomplete submissions or submissions received after the deadline may be deemed non-responsive and
may not be considered.

This project is funded in part through the American Rescue Plan Act (ARPA). Contractor shall comply with
all applicable federal, state, and local requirements associated with project funding, including but not
limited to:

conflict of interest requirements
certification regarding lobbying

Reservation of Rights
The Wilmington & Beaches Convention & Visitors Bureau and the City of Wilmington reserve the right to:
reject any or all bids
waive technicalities or informalities
request clarification from bidders
accept alternates
award contracts in whole or in part
postpone award
negotiate with the selected bidder as necessary in the best interest of the project

ARPA Funding and Project Schedule Requirements
This project is funded in whole or in part through the American Rescue Plan Act (ARPA) and is subject to
applicable federal funding requirements, including compliance provisions outlined in the contract
documents.
The Wilmington & Beaches Convention & Visitors Bureau and the City of Wilmington intend to obligate
available project funding prior to September 30, 2026, and therefore timely contracting and procurement
are critical to this project.
Bidders shall provide anticipated lead times for:
shop drawing and submittal preparation
material procurement
fabrication duration
delivery
installation duration
Bidders are encouraged to identify any long-lead materials, fabrication constraints, or scheduling
considerations that may affect the project timeline.
The Owner intends to award and execute a contract as quickly as practical to meet project funding deadlines.
Fabrication and installation may continue beyond the contract award date in accordance with the approved
project schedule and contract requirements.
