Articles 1 through 7 of the Code are incorporated by reference as if set forth verbatim in
the attached bid document, including the use of security and bonds, required and
forbidden contract terms, etc. As stated in the Code, by submitting a proposal, the vendor
agrees that the Code governs this procurement from solicitation through completion of
the resulting contract, including disputes, if any. ACCESS TO CODE. For 24/7 access
to the Orangeburg County Procurement Code which governs this procurement, please
visit https://www.orangeburgcounty.org/244/Procurement. In addition, a copy of the
Code is available for review without charge at the Office of the Procurement Director. If
neither of those options meets your needs, a hard copy of the Code is also available for
purchase at the Office of the Procurement Director. Failure to be familiar with the code
does not absolve the submittal entity from compliance with the code. And will disqualify
that entity if found in violation of the code.
METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed
Proposals, §5-301 of the Code.

SCOPE OF WORK & SERVICE LOCATION
Orangeburg County is soliciting proposals from qualified transportation service providers to
operate rural public transportation services under the Cross County Connection Transit
System. Services shall be provided in accordance with all applicable Federal Transit
Administration (FTA), South Carolina Department of Transportation (SCDOT), state, and
local requirements.
1. PURPOSE
The purpose of this solicitation is to secure a qualified contractor to provide safe, reliable, and
efficient fixed-route public transportation services for Orangeburg and Calhoun Counties.
2. SERVICES TO BE PROVIDED
The Contractor shall provide all personnel, supervision, vehicles, dispatching, scheduling,
administration, and operational support necessary to operate the following services:
A. Downtown Circular Fixed Route
Approximately 13.0-mile route
Monday through Friday
Excluding County-recognized holidays
Operates during designated service hours established by Orangeburg County
B. St. Matthews Connector Route
Approximately 14.5-mile route (one-way)
Service between Orangeburg County and Calhoun County
Thursdays or other approved service days as determined by Orangeburg County
Excluding County-recognized holidays
Orangeburg County reserves the right to modify routes, schedules, service hours, service days,
and route alignments as operational needs require.
3. CONTRACTOR QUALIFICATIONS
The Contractor shall demonstrate:
A minimum of three (3) years of experience providing public transportation, fixed-route
transportation, paratransit, or similar transit services.
Experience operating transportation services of similar size and scope.
Ability to comply with all FTA, SCDOT, and applicable regulatory requirements.

Financial capacity and staffing resources necessary to perform the services required
under this contract.
4. VEHICLE REQUIREMENTS
The Contractor shall provide and maintain all vehicles necessary to perform the required
services.
The Contractor shall:
Maintain an adequate fleet to ensure uninterrupted service.
Have access to sufficient spare vehicles to replace vehicles removed from service for
maintenance or repair.
Ensure all vehicles meet applicable federal, state, and local safety ADA requirements.
Maintain vehicles in a clean, safe, and serviceable condition.
Perform all preventative maintenance and repairs at the Contractor’s expense unless
otherwise approved by Orangeburg County.
5. DISPATCHING, ROUTING, AND BILLING SYSTEMS
The Contractor shall provide and maintain its own routing, dispatching, scheduling, and billing
systems.
The system shall be capable of:
Tracking vehicle miles.
Tracking vehicle hours.
Tracking passenger trips.
Tracking passenger miles.
Producing operational and financial reports.
Maintaining records necessary for reimbursement requests and grant reporting.
6. PERSONNEL REQUIREMENTS
The Contractor shall provide qualified personnel necessary to perform all services.
All drivers shall:
Possess all required licenses and endorsements.
Meet all applicable state and federal requirements.
Successfully complete required background checks.
Successfully complete drug and alcohol testing requirements.
Receive appropriate safety and customer service training.
