CDBG - Public Nuisance PropertiesADVERTISEMENT FOR PHASE II DEMOLITION AND CLEARANCE BIDS OF PUBLIC NUISANCE PROPERTIES
The CITY OF ENTERPRISE is soliciting bids for Phase II demolition and clearance of THIRTEEN (13) public nuisance residential structures . The following are the specifics governing this request for bids relative to said demolition and clearance:
Description: The demolition and clearance of THIRTEEN (13) public nuisance residential properties ranging in size from approximately 675 SF to 2,430 SF Stipulations relative to the demolition and clearance of these public nuisance properties are as follows:
- Post demolition – the lot shall be leveled and any noticeable depressions filled prior to seeding and the application of straw mulch.
- Any trees that must be removed to accommodate the demolition and clearance activity shall be cut down and removed from the property and the stump(s) ground below surface level.
- All structures shall be adequately wetted during the demolition process so as to comply with the Visual Emissions requirements of the NESHAP regulations. Contact Justin Tolbert with the Department of Engineering Services at (334) 406-2982 for assistance.
- The Contractor may salvage any block, brick, wiring, and concrete; however, all other debris must be disposed of in a permitted landfill.
- All slabs, sidewalks, and driveways, that exist, are to be removed from the property as part of the demolition activity unless otherwise directed.
- Any septic tanks damaged or deemed unsafe shall be pumped out and filled with sand and compacted prior to the application of seeding and straw mulch.
Pre-Bid Conference: A pre-bid conference will be held at 1:00 PM, C.S.T. on Thursday, December 18, 2025 in the Department of Engineering Services office located at 501 South Main Street in Enterprise, Alabama 36330.
Bid Opening: Separate sealed bids for Phase II demolition and clearance of the specified public nuisance properties (CDBG Project #: LR-CE-PF-24-020) will be received by the City of Enterprise at the Department of Engineering Services office located in the Enterprise City Hall Located at 501 South Main Street in Enterprise, Alabama 36330 until 11:00 AM., C.S.T. on Tuesday, December 30, 2025 at which time and place they will be publicly opened and read aloud.
Bid Bond: Sealed Bids must be accompanied by a Bid Bond or Cashier’s Check in the amount of 5% of the Bid
Security: The CONTRACTOR shall provide Performance and Payment Bond(s) each in the amount of 100% of the CONTRACT PRICE; with a corporate surety approved by the Owner.
Licensing Requirements: If the BID exceeds $ 100,000.00, the BIDDER must be licensed as a Contractor in the State of Alabama in accordance with the provisions set forth in Chapter 8 of Title 34 of the Code of Alabama and must be certified for the type of work for which the proposal is submitted. The BIDDERS current State of Alabama License Number must appear on the outside of the sealed envelope containing his/her bid.
Timeframe: ALL WORK SHALL BE COMPLETED WITHIN 60 CONSECUTIVE CALENDAR DAYS FOLLOWING ISSUANCE OF THE NOTICE TO PROCEED.
Attention: BIDDERS is particularly called to the requirements as to conditions of employment to be observed, Section 3, Segregated Facility, Section 109, E.O. 11246 and any other applicable laws and regulations of the Federal Government and the State of Alabama, if required. The Davis-Bacon Act for payment of minimum wages will not apply to this CONTRACT and; as such, no minimum wages will be required for job classifications other than the minimum wage dictated by Federal Law. In addition, the successful BIDDER must carry Comprehensive Public Liability Insurance of at least $ 1,000,000.
All BIDDERS must be enrolled in E-Verify and have an active registration with the System For Award Management (SAM.gov) prior to Contract execution
Bidders will be given a BID SCHEDULE FORM at the Pre-Bid conference. No BIDDER may withdraw his bid within 60 days after the actual date of the opening thereof.
Each Bidder will be provided with pictures of all properties to be included in the Phase I demolition to be Bid by the City of Enterprise to assist them in locating the properties scheduled for demolition and clearance as well as a Bid Schedule to be utilized when submitting their Bid on September 26, 2025.
