All bidders are still required to examinethe site to become familiar with all site conditions.Contractors shall first coordinate with FBO/Airport Manager Waylon Scudder at (870) 316-2241 for site visitopportunities. The bid guaranty may be by certified check on a solvent bank or bid bondmade payable to the City of Mountain View of Mountain View, MO.All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may beheld by the City of Mountain View of Mountain View, MO for a period not to exceed one-hundred twenty (120)calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.Award of contract will be based on the lowest aggregate sum proposal from those bidders that are confirmed as beingresponsive and responsible. Contractors bidding shall bid all items. The right is reserved, by the City of MountainView of Mountain View, MO, to reject any and all bids and to waive any or all irregularities, technicalities, informalityor any information in the bids received.The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to100% of the contract.Prospective Bidders are hereby advised that award of contract is contingent upon owner receiving Federal fundingassistance under the Airport Improvement Program (AIP).DBE Requirement: This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business EnterpriseParticipation. The owner has established a contract participation goal of zero percent (0.00%) for small businessconcerns owned and controlled by certified socially and economically disadvantaged business enterprise (DBE). TheOwner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49CFR §26.53.Civil Rights – Title VI Solicitation Notice:As a condition of a grant award, the Sponsor shall demonstrate that it complies with the provisions of Title VI of theCivil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) includingamendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Actof 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americanswith Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal AviationAdministration (FAA) Assurances, and other relevant civil rights statutes, regulations, or authorities, including anyamendments or updates thereto.This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in the format andaccording to the timeline required by the FAA, and other information about the communities that will be benefited andimpacted by the project. A completed FAA Title VI Pre-Grant Award Checklist is required for every grant application,unless excused by the FAA.The Sponsor shall affirmatively ensure that when carrying out any project supported by this grant that it complies withall federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age, disability, geneticinformation, in consideration for federal financial assistance. The Department’s and FAA’s Office of Civil Rights mayprovide resources and technical assistance to recipients to ensure full and sustainable compliance with Federal civilrights requirements.
