Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on January 27, 2026 for BID – DAM DIVING INSPECTION AND REPAIRS. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.

The County Commissioners reserve the right to reject any or all bids.

An original and one copy of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation:

Late Proposals will not be accepted or considered. You must follow all instructions on the attached set of bid specifications. Failure to do so may result in your bid being disqualified.

WESTMORELAND COUNTY DEPARTMENT OF PUBLIC WORKS
Sealed bids will be received at the Office of the Westmoreland County Controller, 2 N. Main Street,
Suite 111, Greensburg, Pennsylvania until 2:00 P.M., prevailing time, Tuesday, January 27, 2026,
and will be opened, checked, and read aloud approximately one-fourth hour later in the
Commissioners' Conference Room, for the DAM DIVING INSPECTION AND REPAIRS for the
Westmoreland County Department of Public Works.
Bid Documents, including drawings and specifications will be on Westmoreland County’s
website, https://www.westmorelandcountypa.gov/Bids.aspx on or before Monday January 5, 2026,
preparatory to and during bidding. Addenda will ONLY be posted on the Westmoreland County
website. All Bidders are required to periodically visit the County’s website for Addenda updates. It is
ALL Bidders’ responsibility to verify that they have received and reviewed all addenda posted on the
County’s website before submitting a bid.
A certified check or bid bond in the amount of ten (10%) of the total bid must be enclosed with
the Bid Documents. Bid Bond of the lowest bidders will be held until the contract is awarded and the
successful bidder supplies performance bond and signs contract.
The Westmoreland County Commissioners reserve the right to reject any or all bids. The
Commissioners also reserve the right to approve the sufficiency of any required surety.
Notice is also hereby given that this project is regulated under Executive Order 11246, the
aims of which are to promote and insure equal opportunity for all persons, without regard to race,
color, religion, sex or national origin, for employment or seeking of employment with government
contractors. "Failure of a contractor or applicant to comply with any provision of the regulation shall
be grounds for imposition of any or all the sanctions by the Order."
The minimum wage requirements as determined by the Pennsylvania Department of Labor
and Industry shall apply to this project.
All bids must be properly signed and submitted, in duplicate, in a sealed opaque envelope
plainly marked on the outside with the bidder's name and address and the designation:
