Responses to Questions received regarding Online Diversion RFP JUV-27-OD-07-002:
1. Should participants be engaged in the program while residing in the community (e.g., pre-trial,
probation, deferred prosecution), or while placed in a structured environment (e.g., residential
placement, detention center, treatment facility)? If both settings are anticipated, are there
distinct implementation expectations or operational considerations for each?
Q1 Answer: Participants should be engaged while in the community.
2. Will participants be supervised by probation, case managers, or other justice partners during
program participation?
Q2 Answer: Supervision will vary based on the youth’s legal status at the time of referral.
Some participants may be under supervision (e.g., probation), while others may be referred as
part of a diversion process and may not be formally supervised during program participation.
The online diversion program should be structured so that it can be completed independently
by the youth when supervision is not present.
3. Are there reporting or coordination requirements with supervising entities during the program
period?

K within the RFP.
4. Does the State have an expected number of sessions per week (e.g., one module weekly versus
multiple engagements?
Q4 Answer: JCS District 7 does not have a set number of sessions expected per week.

Q5 Answer: No, there is not a preferred minimum or maximum weekly time commitment for
participants.
6. Is flexibility permitted in program length based on individual risk/need level, or is a standardized
duration preferred across participants?

7. Are live or synchronous check-ins required, encouraged, or optional? If required, does the State
have expectations regarding frequency or format (individual or group)?
Q7 Answer: No check-ins are required.
8. How does the State define successful completion (e.g., module completion, time-based
participation, demonstrated behavior change, compliance with court conditions)?
Answer: JCS District 7 defines successful completion of Online Diversion as assigned module
completion.
