Questions regarding proposal specifications are to be addressed to the Project Administrator listed in theproposal.Bid 26-3273 Powell Perimeter FenceIntroductionJPSD is soliciting formal bid proposals from qualified contractors for the installation ofnew steel ornamental and vinyl coated chain link fencing along the perimeter of PowellMiddle School.Project SitePowell Middle School is located at 3655 Livingston Road in Jackson, MS 39213. The siteis approximately twenty (20) acres. Each Contractor is strongly encouraged to becomefamiliar with the site conditions prior to submitting a bid proposal. Failure to visit the sitedoes not relieve the Contractor of the responsibility of providing a complete fenceinstallation at bid price. Each Contractor is responsible for locating underground oroverhead utilities prior to installation. The Contractor will be responsible for any utilitiescut or damaged during the fence installation.Scope of the WorkPreparation: The Contractor shall locate all underground and overhead utilities prior toinstallation of any footings or posts.The Contractor shall provide all labor, materials, and equipment to fully install a 6’-0” tallsteel ornamental and vinyl coated chain link fence with various gates as shown on theattached drawing.Pre-Bid MeetingThe pre-bid meeting will be held onsite at Powell Middle School 3655 Livingston Road,Jackson, MS 39213 on January 9, 2025 at 10:00 a.m. The pre-bid meeting is NOTmandatory but strongly encouraged.Bid OpeningSealed and electronic bids will be read aloud at 10:00 a.m. on February 10, 2026 in theCentral Office Conference Room located at 662 South President Street, Jackson, MS39201. Bid tabulations will be distributed to all contractors on the electronic bidder’s list.Qualified ContractorThe qualified contractor is one that has performed commercial fencing installations inexcess of five (5) years or greater. Pursuant to Miss. Code Ann. Sections 31-3-1, 31-3-15 and 31-3-21, no public contract exceeding $50,000.00 may be awarded to a contractorwho does not possess a current Certificate of Responsibility Number issued by theBid 26-3273 Powell Perimeter FenceMississippi State Board of Public Contractors, or a similar certificate issued by a similarboard of another state that recognizes certificates issued by said board. Each Contractor,or each joint venture or the joint venture itself, if the bid is submitted as a joint venture,must indicate in writing on the outside of the envelope in which the bid is submitted, suchContractor's or such joint venture’s or such joint venture's Certificate of ResponsibilityNumber. If Contractor's bid does not exceed $50,000.00, the notation "Bid does notexceed $50,000.00" shall appear on the outside of the envelope. Bids not adhering tothis requirement shall be returned to Contractor unopened.Warranty and GuaranteeContractor to provide a 2-year labor and material warranty.Performance Bond and Payment BondContractor agrees that, after notification by JPSD of the award of the bid and prior toentering into a contract with JPSD, Contractor shall, within ten (10) working days followingreceipt of such notification, deliver to the JPSD Business Office: (1) a performance bondguaranteeing the full and faithful performance of the contract, in the form and substanceof JPSD’s form Performance Bond, a copy of which is included in the bid specifications,and (2) a payment bond guaranteeing the prompt payment by Contractor of all personssupplying labor and/or materials on the Project, in the form and substance of JPSD’s formPayment Bond, a copy of which is included in the bid specifications. Each bond shall bepayable to, in favor of or for the protection of JPSD, as owner, in the amount of ONEHUNDRED PERCENT (100%) of the total contract amount. The payment andperformance bonds shall be written by a surety authorized to do business in the state ofMississippi and satisfactory to JPSD. The surety shall have an A.M. Best Companyminimum rating, and a minimum financial size in accordance with the following for thecontract sizes listed:1. for contracts in the amount of $25,000.00 to $500,000.00 - A.M. Best ratingof “B+” or better with a financial size of IV (4) or better;The bond-issuing agent shall submit to JPSD a letter confirming that the suretymeets the above-stated requirements.Bid 26-3273 Powell Perimeter FenceInsuranceUpon notification by the Project Administrator of the award of bid, Contractor shall procureand maintain, at Contractor's expense, the following insurance:1. Contractor’s General Liability Insurance – in an amount not less than$1,000,000.00, protecting Contractor against the following types of claims: (1) claimsunder workers’ compensation, disability benefit and other similar employee benefit actsapplicable to the work; (2) claims for damages for bodily injury, occupational sickness,disease or death of Contractor’s employees; (3) claims for damages for bodily injury,sickness, disease or death of any person other than Contractor’s employees; (4) personalinjury liability coverage; (5) claims for damages, other than to the work, because of injuryto or destruction of property, including loss of use, (6) claims for damages because ofbodily injury, death of a person or property damage arising out of ownership, maintenanceor use of a vehicle; (7) claims for bodily injury or property damage arising out of completedoperations; and (8) claims involving contractual liability applicable to Contractor’sobligations;2. Property Insurance – written on a builder’s risk “all risk” or equivalent policyform in the amount of the initial contract sum, plus the value of any subsequentmodifications and cost of materials supplied or installed by others, comprising the totalvalue for the entire Project on a replacement cost basis without optional deductible.Submitting BidsContractor’s pricing shall be a lump sum to include all materials, labor, equipment to fullyinstall the perimeter fencing to the specifications outlined herein this request. Allcontingencies, profit and overhead shall be included in this lump sum pricing. Bids shallinclude the following: (a) the Proposal Form (all pages), (b) Contractor's bid bond orcertified check, if required, (c) a copy of the resume or a statement of the Contractor’sexperience in similar projects (d) for non-resident Contractors only, a copy of Contractor'sresident state's statute(s) pertaining to such state's treatment of non-resident contractors,(e) any Contractor documents requiring execution by JPSD, (f) Contractor's statement ofdeviations and/or exceptions to bid the specifications, if any, and (f) other documentationor submittals required by the bid specifications. The following information should beBid 26-3273 Powell Perimeter Fenceclearly visible on the outside of the bid envelope: (a) Contractor's name and address (asit appears on the Proposal Form), (b) bid name, (c) bid opening date and (d) Contractor'sCertificate of Responsibility Number or a statement that Contractor's bid does not exceed$50,000.00. Contractors must adhere to all the instructions and conditions contained inthis solicitation. Failure to do so may result in rejection of Contractor's bid.Bids shall be submitted in an opaque envelope with the required information clearly visibleon the outside of the envelope or electronically at www.jpsdmsprojects.com. Contractorshall submit one original and two copies of its bid in the same envelope. Contractor’s bidbond, if required, shall be attached to the original bid. Other documentation required bythe bid specifications shall likewise be submitted in triplicate, with any originals of suchdocumentation attached to the original bid and copies of such documentation attached tothe copy of Contractor's bid. Faxed copies of a bid or any part thereof shall not beaccepted by JPSD.Sealed bids must be received in the JPSD Business Office or electronically atwww.jpsdmsprojects.com prior to the date and time specified in the advertisement for thebid opening. Neither dating the bid the date of the bid opening, nor mailing the bid on orprior to this date shall be acceptable. The official time for receipt of bids shall bedetermined by reference to the clock designated by the JPSD Business Office. The JPSDrepresentative conducting the bid opening shall determine and announce that thedeadline for receipt of bids has arrived and no further bids or bid modifications will beaccepted. Late bids shall be returned to Contractors unopened. If mailed, bids should beaddressed to Jackson Public School District, Business Office, Attention Michelle Mays,P. O. Box 2338, Jackson, Mississippi 39225-2338. If hand-delivered, to JPSD BusinessOffice, Attention Michelle Mays, 662 South President Street, Jackson, Mississippi 39201.Method of Payment and InvoicingJPSD will issue a purchase order for the full bid award. After all work is complete to theOwner’s satisfaction, the Contractor will submit invoicing for payment along with allwarranty information. JPSD staff will perform an inspection and provide a punch list ofitems for Contractor completion or correction.
