PROJECT DESCRIPTION
The Cosumnes Community Services District (CSD) invites you to bid on an indefinite quantity
contract for the supply of Irrigation Equipment and Replacement Parts on demand.
PROJECT LOCATIONS
Irrigation equipment and replacement parts generally delivered to three locations:
Elk Grove Park Shop: 9950 Elk Grove-Florin Rd, Elk Grove, CA 95624
Emerald Lakes Golf Course Shop: 10651 East Stockton Blvd, Elk Grove, CA 95624
Park & Golf Operations Big Horn Shop: 7012 Big Horn Blvd, Elk Grove, CA 95758
COSUMNES COMMUNITY SERVICES DISTRICT
The Cosumnes Community Services District is an independent special district focusing on
essential quality of life services including parks and recreation, fire protection and emergency
medical services. The CSD is comprised of four departments: Office of the General Manager,
Finance & IT, Fire, and Parks & Recreation.
The CSD serves the park and recreation needs of approximately 221,000 residents within a 157
square-mile jurisdiction that includes the City of Elk Grove and unincorporated areas of
Sacramento County. The CSD manages 108 parks, 18 miles of off-street trails, four community
centers, four recreation centers, three aquatics complexes, a nine-hole golf course and many
recreation, sports, and leisure programs.
SCOPE AND SCHEDULE OF SERVICES
Each bidder is responsible to visit the project sites and identify any issues that are out of the
normal Scope and Schedule of Services set forth in the attached Exhibit “A”, incorporated
herein by this reference.
LICENSE REQUIREMENTS
Each Bidder shall have all permits and/or licenses as required by state and local government.
BID FORM
All Proposals shall include the Bid Form, attached hereto as Exhibit B and incorporated herein
by this reference. Bidder may submit supporting documents that outline the final cost of the Bid
(e.g., line item costs, etc.). The District will disregard bids submitted without a completed Bid
Form. The Bidder shall fill out all blanks in the form as therein required.

AWARD OF CONTRACT
The District shall award the Contract for Supplies to the Bidder that is most advantageous to the
District. The Board of Directors of the Cosumnes Community Services District reserves the right
to reject any or all bids and to waive any informality in any Bid. The District reserves the right to
award the contract to multiple contractors when applicable.
INSURANCE
Contracted Bidder will be required to provide an insurance certificate naming the CSD as
additionally insured. Bidder must provide certificate showing active policies of automobile liability,
commercial general liability and property damage insurance from an insurance company
authorized to be in business in the State of California. Each such policy shall be in an amount of
not less than Two Million Dollars ($2,000,000) for each occurrence. The following statement must
appear on the certificate: "Additional insured endorsement names the Cosumnes Community
Services District its directors, agents or employees are included as additional insured."
LABOR COMPLIANCE
The successful Bidder shall comply with all applicable Labor Code provisions, including but not
limited to, hours of labor, employment of apprentices and debarment of contractors.
PAYMENT
Compensation in full for items in the bid proposal shall include payment for furnishing all labor,
delivery, materials, tools, equipment, and incidentals necessary to complete the Services. Unless
otherwise agreed, payment is due only upon delivery (NET 30). The CSD will make any resulting
purchases made under this bid by purchase order. Quotes provided to the CSD will reference the
contract number to verify pricing.
TERM OF CONTRACT:
The initial term of this contract is twelve (12) months. The CSD reserves the option to extend the
contract for up to four (4) additional twelve (12) month periods upon the same terms and
conditions as provided in the contract. The successful Bidder can propose a price increase in
accordance with the Scope & Schedule of Services if desired. The Bidder should include a price
schedule on the Bid Form (Exhibit B).
Contract will commence August 2026.

SCOPE & SCHEDULE OF SERVICES
SPECIFICATIONS
The undersigned Bidder proposes and agrees, if the CSD awards this Proposal, to enter into a
contract with the Cosumnes Community Services District to perform and furnish all services and
materials as specified or indicated in the Scope and Schedule of Services. The items listed on
the Bid Form (Exhibit B) are representative of those to be purchased under this contract but do
not represent an exhaustive list. Similarly, the Bidder may be required to deliver to alternative
project locations during the course of the contract.
Upon award, Bidder must provide a comprehensive price list for all equipment parts/related to
this contract. The CSD reserves the right to negotiate pricing with successful Bidder for
equipment/parts related to this contract but not specifically included in the Scope & Schedule of
Services. Price escalation will be considered only at the yearly observance of award
(anniversary date) and only upon receipt of written request from the Bidder stating reason for
escalation and the amount being requested. Justifying documentation must accompany price
escalation request.
It is the responsibility of the Bidder to approach CSD with the need for price adjustment. CSD
will not consider a price adjustment without documentation. With appropriate documentation,
CSD and Bidder will mutually agree upon an effective date for the new price list(s) and CSD will
amend the purchase order accordingly. Price increases will not be unique to CSD. Price
decreases will also apply. Contractor will extend special sale or promotional pricing to CSD as
applicable.
The District reserves the right to increase or decrease the quantity of any item called for, add
additional related items as necessary or eliminate any item from the contract. The CSD makes
no commitment as to the quantity and frequency of purchase. The CSD reserves the right to
purchase items referenced under this contract using any other method and from any other
vendor as deemed in the best interest of the District.
Bidder shall maintain, or have access to, ample stock at all times. Contract will be subject to
cancellation if contractor must repeatedly special order items for over-the-counter sales.
Where this Bid Form identifies a brand name or equal specification, the use of a brand name is
for describing the standard of quality, performance and characteristics desired, not to limit or
restrict competition. If a Bidder proposes an “equal” to scope of work/specifications, CSD is the
sole interpreter of the Scope & Schedule of Services and sole judge as to whether the “equal”
proposed complies with the Scope & Schedule of Services.

DELIVERY
Delivery of irrigation equipment and replacement parts will generally be required at three
locations:

Goods shall be delivered free of the rightful claim of any third person, any security interest or
other lien. Bidder must deliver in-stock items within 48 hours. Contract may be subject to
termination for failure to deliver on time, unless CSD causes the delay. Bidder must notify CSD
of any foreseen late deliveries, including the cause of the late delivery and a potential remedy.
