1. Purpose

The Board of Education of Calvert County ("Board") is requesting quotes from qualified
vendors to provide a Solar Photovoltaic (PV) Energy Generation System Feasibility
Assessment for fourteen (14) Calvert County Public School facilities.

This procurement is being conducted as a non-formal Request for Quotes (RFQ) in
accordance with COMAR and CCPS Board Policy 5510, as the total estimated value is below
the District’s $25,000 small procurement threshold.

2. Solicitation Overview

• Solicitation Type: Non-Formal Request for Quotes
• Posting Platform: eMaryland Marketplace Advantage (eMMA)
• Advertisement Period: One (1) week
• Minimum Competition Requirement: Two (2) or more responsive quotes

3. Scope of Work

The selected vendor shall provide a comprehensive feasibility assessment for the
installation of solar photovoltaic systems at fourteen (14) identified school locations.
Identified School Sites:

1. Calvert High School: 520 Fox Run Boulevard, Prince Frederick, MD 20678
2. Calvert Middle School: 655 Chesapeake Boulevard, Prince Frederick, MD 20678
3. Barstow Elementary School: 295 J.W. Williams Road, Prince Frederick, MD 20678
4. Calvert Country School: 1350 Dares Beach Road, Prince Frederick, MD 20678
5. Calvert Elementary School: 1450 Dares Beach Road, Prince Frederick, MD 20678
6. Calvert Career & Technology Academy: 330 Dorsey Road, Prince Frederick, MD 20678
7. Patuxent High School: 12485 Southern Connector Boulevard, Lusby, MD 20657
8. Northern High School: 2950 Chaneyville Road, Owings, MD 20736
9. Huntingtown High School: 4125 Solomons Island Road, Huntingtown, MD 20639
10. Northern Middle School: 2954 Chaneyville Road, Owings, MD 20736
11. Southern Middle School: 9615 H.G. Trueman Road, Lusby, MD 20657
12. Mill Creek Middle School: 12200 Southern Connector Boulevard, Lusby, MD 20657
13. Windy Hill Middle School: 9560 Boyds Turn Road, Owings, MD 20736
14. Appeal Elementary School: 11655 H.G. Trueman Road, Lusby, MD 20657

At a minimum, services shall include:

• Site evaluations of each school facility
• Review of electrical infrastructure and capacity
• Assessment of roof condition, structural suitability, and/or ground-mount opportunities
• Solar generation modeling and production estimates
• Preliminary system sizing recommendations
• Identification of constraints
• Financial considerations including cost savings and return on investment
• Evaluation of incentives, grants, or funding opportunities
• Written feasibility report for each site, including recommendations

4. Deliverables

The vendor shall provide:

• Written feasibility report covering all fourteen (14) schools
• Supporting calculations and assumptions
• Summary of findings and recommended next steps
• Presentation of results if requested

5. Proposal Requirements

Vendors shall submit a written quote that includes:

• Firm fixed pricing
• Description of methodology and approach
• Relevant experience with similar K-12 or public sector projects
• Project timeline
• Key personnel qualifications

6. Evaluation Criteria

Quotes will be evaluated based on the best overall value to the District, not solely
lowest cost.

• Demonstrated experience and qualifications
• Quality and completeness of proposed approach
• Understanding project requirements
• Ability to meet timeline expectations
• Cost

The Board reserves the right to select the vendor deemed most advantageous to CCPS
considering both price and non-price factors.

7. Terms and Conditions

• CCPS reserves the right to reject any or all quotes
• CCPS may request clarifications or additional information from vendors
• Award, if made, will be based on best value
• This RFQ does not obligate award of a contract

8. Timeline

• Closing Date: 6/23/2026
• Anticipated Award: 6/29/2026

All responses to this Request for Quotes (RFQ) must be submitted no later than Tuesday,
June 23, 2026, at 4:00 PM EST. Responses should be submitted electronically in PDF format
to Charles Davis, daviscc@calvertnet.k12.md.us . Please include “Solar Photovoltaic
Energy Generation System Feasibility Assessment” in the subject line. Submissions
received after the deadline may not be considered. If additional time is needed due to
extenuating circumstances, please notify the contact person in writing before the deadline.
