The sameinformation will be gathered from different companies to learn available service delivery options for aSolarwinds ARM Implementation. This RFI is for informational and planning purposes and is not tobe construed as solicitation or a commitment to issue a solicitation.GeneralCharter Article I, Section 24, Florida Constitution, guarantees every person access to all publicrecords and Chapter 119, Florida Statutes, provide a broad definition of public records. JEA is abody politic, corporate, and subject to these laws and related statutes ("Florida's Public RecordsLaws"). All responses to this RFI are public records and available for public inspection unlessspecifically exempt by law.IF A PROPOSER HAS QUESTIONS REGARDING THEAPPLICATION OF CHAPTER 119, FLORIDA STATUTES, TO THECONTRACTORS DUTY TO PROVIDE PUBLIC RECORDSRELATING TO THIS CONTRACT, CONTACT THE CUSTODIAN OFPUBLIC RECORDS AT:JEAAttn: Public Records225 N Pearl StreetJacksonville, Florida 32202Ph: 904-665-8606publicrecords@jea.comRedacted SubmissionsIf a Proposer believes that any portion of the documents, data or records submitted in responseto this RFI are exempt from Florida's Public Records Law, Proposer must (1) clearly segregateand mark the specific sections of the document, data or records as "Confidential," (2) cite thespecific Florida Statute or other legal authority for the asserted exemption, and (3) provide JEAwith a separate redacted copy of its response (the "Redacted Copy"). The cover of the RedactedCopy shall contain JEA's title and number for this RFI and Respondent’s name, and shall beclearly titled "Redacted Copy." Respondent should only redact those portions of records thatProposer claims are specifically exempt from disclosure under Florida's Public Records Laws. IfRespondent fails to submit a redacted copy of information it claims is confidential, JEA isauthorized to produce all documents, data and other records submitted to JEA in answer to apublic records request for such information.In the event of a request for public records to which documents that are marked as confidentialare responsive, JEA will provide the Redacted Copy to the requestor. If a requestor asserts aright to any redacted information, JEA will notify Respondent that such an assertion has beenmade. It is Respondent’s responsibility to respond to the requestor to assert that the informationin question is exempt from disclosure under applicable law. If JEA becomes subject to a demandfor discovery or disclosure of Respondent’s redacted information under legal process, JEA shallgive Respondent prompt notice of the demand prior to releasing the information (unless otherwiseprohibited by applicable law.) In June 1997, JEA also assumed operation of the water and sewer system previously managed bythe City. JEA is Florida's largest municipally owned utility and the seventh largest municipal in the UnitedStates.2.2 ScopeJEA is seeking information from vendors regarding their capabilities, methodologies, and recommendedapproaches for implementing SolarWinds Access Rights Manager (ARM) within an on‑premisesenterprise environment. JEA’s primary objectives include improving visibility into Active Directory (AD)permissions, enhancing file server access auditing, enabling structured access reviews, and establishinggovernance processes that support security, audit, and compliance requirements.Respondents should provide information on their ability to support activities such as requirementsgathering, ARM installation and configuration, integration with AD and file servers, permissions scanning,change‑tracking, reporting, and the development of operational documentation and training. Vendors arealso invited to describe best‑practice approaches for permission governance, least‑privilege enforcement,data owner workflows, and long‑term sustainability of an ARM deployment.2.3 Solution OptionJEA is seeking information on available solution approaches and implementation methodologies thatvendors offer to support deployment of SolarWinds Access Rights Manager (ARM) in an on‑premisesenvironment. Respondents are invited to outline how their proposed solution would address JEA’sobjectives, including AD and file server permissions visibility, access review workflows, change‑tracking,reporting, training, and ongoing support.Vendors should describe standard ARM implementation options, recommended deploymentarchitectures, configuration approaches, integration capabilities, and any best practices that supportsecurity, audit, and compliance requirements. Respondents may also provide optional features, add‑oncapabilities, or enhancements that could help strengthen access governance, improve permissionhygiene, or streamline identity and access management processes.3 GENERAL INSTRUCTIONSPlease note that this RFI is issued solely for the purpose of obtaining information. Nothing in this RFIshall be interpreted as a commitment on the part of JEA to enter into a contract with any respondentthereof to make any procurement.
