REQUEST FOR QUALIFICATIONS(RFQ)2-YEAR ON-CALLENGINEERING SERVICESQUINAULT INDIAN NATIONDIVISION OF COMMUNITY SERVICESCONSTRUCTION PROJECT MANAGEMENTPO BOX 189TAHOLAH, WARELEASE DATE:December 11, 2025RESPONSE DATE:January 12, 2026Description and IntroductionThe Quinault Indian Nation, a Federally-Recognized Indian Tribe (hereinafter referred to as the “Nation”or “QIN”), seeks interested Engineering Firms and Consultants to be included on an “On-Call Roster” toprovide specialized services to the Nation in connection with State, Federal and Tribal funded, plannedand unplanned Projects within the Quinault Indian Reservation to be implemented 2026-28 (throughSeptember 30, 2028).Who We AreThe Quinault Indian Nation is located along the Pacific Northwest Coast on the Olympic Peninsula. Withclose to 200,000 forested acres in its interior, travel through this Nation is accomplished via WashingtonState Route 109, Washington State Route 101, and BIA Road 26 known locally as the Moclips Highway.There are four residential population areas within the boundaries of the Reservation, the village ofTaholah, the principle governmental seat, Q-Village Estates located along Moclips Highway, the villageof Queets located on the Northern edge of the Reservation, and Amanda Park, located next to LakeQuinault.Scope of ServicesThe On-Call Engineer(s) will provide services for projects located within the Quinault Indian Reservationand/or Nation owned land/facilities off the Reservation. Engineering disciplines may include CivilEngineering, and sub-disciplines such as Structural, Geotechnical, Environmental, Construction, Urban,Transportation, Water Resource, Electrical, and Surveying, preferably a Certified Federal Surveyor(CFedS.)The Engineer(s) will review the Owner’s scope of work, budget, and schedule to reach an understandingof the project requirements such as Construction Phase Services, Cost estimates, and Project close out.The Engineer(s) will field measure and document existing conditions as required. Additionally, theEngineer(s) will assist the Owner in determining what, if any, consulting services are required for theproject. Owner will request a proposal of services for each prospective project(s) and will have the rightto award all, none or a combination or lines items listed based on available funding.1Instructions for Preparation of a Statement of QualificationsIn responding to this RFQ, respondents accept full responsibility to understand the RFQ in its entiretyand in detail. Quinault Indian Nation reserves the right to disqualify any bidder who demonstrates lessthan the required level of understanding this RFQ. Further, the Nation reserves the right to determine,at its sole discretion, whether the bidder has demonstrated such understanding. QIN’s right under thissub-part extends to cancellation of award, if award has been made. Such disqualification and/orcancellation shall be at no fault, cost, or liability whatsoever to Quinault Indian Nation.1. GeneralAll Consultants, and/or any subconsultants responding to this RFQ should provide sufficientinformation and data to allow a complete evaluation of their qualifications.2. Required InformationAll Consultant, and/or any sub-consultants, must present satisfactory evidence to the Nationindicating their ability to deploy and begin tasks within 10 business days after receiving a workorder. In addition, to ensure consistency, responses should generally conform to the followingformat:Cover LetterTable of ContentsSections:1. Introduction2. Firm Qualifications3. Qualifications of Staff4. Familiarity/History within Region5. References6. Project Management Approach7. Fee ScheduleSection 1 – IntroductionThis section must contain an overview of the consultant and any proposed sub-consultants.The introduction shall clearly indicate the legal name, address, telephone number, and localpoint of contact information (if available) of the consultant.Section 2 – Firm QualificationsProvide a description and history of the firm. Provide recent experience demonstratingcurrent capacity, familiarity and expertise in engineering practices as they relate tomunicipal, tribal or local government operations and planning. Confirm if Certified FederalSurveyor (CFedS.)Section 3 – Qualifications of StaffProvide an organizational chart and summary of staff qualifications. State the number andnature of the staff employed with the firm and the office in which the bulk of the workengagements will be performed. Provide resumes for the project staff likely to be utilized inperforming the Scope of Services. The submittal shall include notice of any investigations ordisciplinary action taken or pending by national or state regulatory bodies against the firmor individuals employed by the firm.2Section 4 – Familiarity/History within the RegionProvide a list of all relevant engagements the firm completed for tribal or local governmententities within the last ten (10) years within western Washington State. Illustrate howprevious experience may be of benefit in the execution of the present Scope of Services.Section 5 – ReferencesProvide at least three references for which the firm has performed services within the pasttwo (2) years that are similar to the requirements in the Scope of Services. At least one ofthe references should be from tribal or other government entities for work performed thatis similar to that specified in this RFQ. Provide the reference contact name, address, e-mailaddress, telephone numbers and a summary and date of the services provided.Section 6 – Project Management ApproachProvide a general description of the firm’s approach to project management,communication with sub-contractors, and a clear point of contact for the firm. Include anexplanation of the firm’s quality control and quality assurance measures. Describe the firm’sscheduling and project prioritization approaches to meet the customers’ deadlines andtimelines as identified in the Scope of Services.Section 7 – Fee ScheduleProvide an hourly rate sheet for all Staff Services and Basic Services and what is to beprovided as Additional Services such as reimbursable fees, mileage, shipping, legal notices,drawings and document reproductions.Evaluation CriteriaAll responses shall be evaluated with respect to the completeness of the information provided, supportfor all claims made, and the overall approach taken. The following criteria shall be utilized in thetechnical evaluation of the consultant’s proposal.1. Firm Qualifications2. Experience with similar projects involving tribal, local government and/or othergovernmental agencies, as well as regional experience3. Key Staff, Project Understanding and Approach4. Ability to complete timely development reviews and to respond in an appropriate timeframe to individual requests for services5. Thoroughness of material submitted, including the quality, amount and type of serviceprovided6. Project Management Roles and Responsibilities7. Cost based on Fee Schedule for 2026-20283Submittal ReviewThe evaluation committee will initially review and score all submittals based upon the evaluation criteriaset forth above. Following the initial screening and review of submittals, the Submitters included in thisstage of the evaluation process may be invited to participate in an oral interview. In addition toconducting an oral interview, the Nation may during this stage of the evaluation process also contactand evaluate the Submitter references, contact any Submitter to clarify any response or request revisedor additional information, contact any current users of the Submitter’s services, solicit information fromany available source concerning any aspect of a submittal, and seek and review any other informationdeemed pertinent to the evaluation process.Ex Partee CommunicationsSubmitters and Submitters’ representatives should not communicate with the Quinault BusinessCommittee or the Quinault Planning Commission about this RFQ. In addition, Submitters andSubmitters’ representatives should not communicate outside the procedures set forth in this RFQ withan officer, employee or agent of the Nation, including any member of the evaluation panel apart fromthe submitter’s point of contact. Submitters and their representatives are not prohibited, however,from making oral statements or presentations in public to one or more representatives of the Nation ina public meeting and are encouraged to address any questions with the contract manager listed at thebeginning of this RFQ.MiscellaneousThis RFP does not commit the Nation to award a contract. The Nation reserves the right to accept orreject all or part of the proposal, or to decline the whole proposal, and to negotiate with therespondents to ensure Nation receives the appropriate deliverables within the required timeframe.Submissions become the property of the Nation and will not be returned.It is the intent of QIN to award the contract to the low, responsible and qualified bidder who meets therequirements of this RFQ. Before the award of the contract, the successful applicants will sign theattached Services Agreement between QIN, provide a W-9, and must meet the following criteria:1. Have a current Certificate of Authorization2. Have or obtain a valid business license issued by Quinault Indian Nation prior to issuance of Notice toProceed.3. Provide proof of their certifications and professional liability insurance meeting minimumrequirements.4. Not be listed as a current debarred or suspended bidder on the U.S. General Services Administration’s“System for Award Management” website: http://www.sam.gov.Quinault Tribal Employment (TERO)The Quinault Nation’s Tribal Employment Right Ordinance (TERO) provides the Nation’s Indian Preferencepolicy that applies to this contract. Other TERO requirements include submission of a Compliance Plan andpayment of a fee prior to commencing work on the Quinault Indian Reservation. Every Contractor with aContract Sum of $10,000 or more, or more than one contract in a 12-month period and the aggregate sum4
