It differs from a Request for Bid or Quotation in that the county is seeking a solution,as described on the cover page and in the following Background Information section, not a bid or quotation meeting firmspecifications for the lowest price. As such, the lowest price proposed will not guarantee an award recommendation. Asdefined in Charter Resolution No. 68, Competitive Sealed Proposals will be evaluated based upon criteria formulated aroundthe most important features of the product(s) and/or service(s), of which quality, testing, references, service, availability orcapability, may be overriding factors, and price may not be determinative in the issuance of a contract or award. The proposalevaluation criteria should be viewed as standards that measure how well a vendor’s approach meets the desired requirementsand needs of the county. Criteria that will be used and considered in evaluation for award are set forth in this document. Thecounty will thoroughly review all proposals received. The county will also utilize its best judgment when determining whetherto schedule a pre-proposal conference, before proposals are accepted, or meetings with vendors, after receipt of all proposals.A Purchase Order/Contract will be awarded to a qualified vendor submitting the best proposal. Sedgwick County reserves theright to select, and subsequently recommend for award, the proposed service(s) and/or product(s) which best meets itsrequired needs, quality levels and budget constraints.The nature of this work is for a public entity and will require the expenditure of public funds and/or use of publicfacilities, therefore the successful proposer will understand that portions (potentially all) of their proposal may becomepublic record at any time after receipt of proposals. Proposal responses, purchase orders and final contracts are subject topublic disclosure after award. All confidential or proprietary information should be clearly denoted in proposal responsesand responders should understand this information will be considered prior to release, however no guarantee is made thatinformation will be withheld from public view.II. BackgroundSedgwick County, located in south-central Kansas, is one of the most populous of Kansas’ 105 counties with a populationestimated at more than 514,000 persons. It is the 16th largest in area, with 1,008 square miles, and reportedly has thesecond highest per capita wealth among Kansas’ counties. Organizationally, the county is a Commission/Manager entity,employs nearly 2,500 persons, and hosts or provides a full range of municipal services, e.g. – public safety, public works,criminal justice, recreation, entertainment, cultural, human/social, and education.In 2016, Kansas passed the Juvenile Justice Reform Bill, a bill intended to improve the way in which the state works withand assists the youth served by the juvenile justice system. As part of this reform, the Evidence-Based Programs Fund wasdeveloped to provide for reinvestment in community programs and practices. Research that led to the creation of the billfound that communities lacked evidence-based programs, that services were costly, and that often lengthy waitlistsexisted.In keeping with one of the goals of the initial workgroup, to “improve outcomes for youth, families, and communities inKansas,” this document outlines how agencies or organizations may propose to receive funds from the Evidence-BasedPrograms Fund, through the Kansas Department of Corrections (KDOC), in order to provide support for juvenileoffenders and their families.Preference for funding is given to evidence-based model programs or programs demonstrating a strong research basisshowing positive effects reducing participant’s risk for future juvenile delinquency. To be considered an evidence-basedmodel program, programs must meet the rigorous research standards as defined by Blueprints for Violence Prevention (referto http://www.blueprintsprograms.com/programs).Programs other than Blueprint model programs may be considered evidence-based if they meet or exceed the level ofresearch the Blueprint model program uses in their determination (see for Blueprint research requirements). Evidence-based practices (such as Motivational Interviewing, Cognitive Social Learning, etc.) are also given consideration.RFP # 25-00793All programs and services funded through Kansas Department of Corrections funds are expected to target the riskfactors and include measurable goals and outcomes towards this purpose. All expenditures must be used to developand implement evidence-based community programs and practices for juvenile offenders, juveniles experiencingmental health crisis and their families by community supervision offices including, but not limited to, juvenile intakeand assessment, court services, community corrections and juvenile crisis intervention centers.The risk factors are based on the Risk Needs Responsivity (RNR) model of prevention and intervention. All programs mustutilize the Sedgwick County Risk for Reoffending Screening Instrument or the Youth Level of Services – Case ManagementInventory (YLS-CMI), on all youth program participants ages 10 or older, to be consistent with the RNR model ofintervention. Sedgwick County is committed to making an impact on the priority risk factors.Programs should be offered by experienced qualified organizations or individuals and provide services that are designed toserve juvenile justice system-involved youth and preclude further involvement in the system.Organizations may have an opportunity to give presentations to clarify proposed services if requested by the grant reviewcommittee.III. Project ObjectivesSedgwick County, Kansas (hereinafter referred to as “county”) is seeking a firm or firms to provide evidence-based practicefor the following services to justice system-involved youth and families in Sedgwick County:• Mentoring Services• Family Support Services• Empowering Youth Voices• Employment ServicesThe county requires the most thorough and professional services available. The following requirements are listed to assistproposers in understanding the objectives and in submitting a thorough response. All proposals must speak to the ability tomeet the following requirements. Please note a copy of an annual audit or financial statement (if no audit is available) mustbe included with proposal. If it is your belief a mandatory requirement does not apply to your agency, this must be noted onthe attached check-off sheet. Any proposals that do not satisfactorily meet the mandatory requirements will not beconsidered for funding. The successful proposer shall:1. Acquire program services meeting the parameters, conditions, and mandatory requirements presented in theproposal document.2. Agree to abide by the terms and conditions of any federal/state/county contract provisions and guidelines.3. Have the capability of entering into a written agreement with the county, setting forth the specific terms andconditions with which the proposer must comply.4. Provide the agency's most recent annual audit, including any single Audit Act Reports that are required of theagency (OMB A-133 or Title 2 Part 200 Uniform Guidance); or financial statement prepared by a professionalaccountant or accounting firm if no audit is available. (Appendix D)5. Assure the county that grant funds will not be used to supplant existing resources, including earned income.Grant funding can be used to expand an existing program or to create a new program but may not be used inplace of current funding. Provider may not charge participants for services, and program revenue may not begenerated as a result of this grant-funded activity.6. Ensure that quarterly status reports and information is provided documenting, service delivery location(s),progress toward meeting goals or risk loss of remaining funds.RFP # 25-007947. Appropriately fill out the proposal response form, following the directions and ensuring the narrative [whichincludes the statement of problem and community need, proposed service location(s), use of evidence-basedpractice(s) (EBP), the management plan and outcomes] is no longer than ten pages with at least one (1) inchmargins and font no smaller than 12 pt. The proposal response form should provide complete information onthe program. Unrequested information, such as brochures, newspaper articles and videotapes, will not bereviewed or considered as part of the proposal.8. Attach the program’s completed logic model (Appendix E). This logic model should clearly state the program’sgoals, target population, actions to achieve the program’s goals, and identify direct, measurable participantoutcomes and methods of measurement (see the attached example for guidance).9. Evidence-Based Program Funding is available for any community organization that applies and meets all ofthe requirements set forth in this RFP. During this RFP, Sedgwick County would like to encourageorganizations that could provide services to address juvenile offenders, juveniles experiencing /mental healthrelated crisis, and their families to consider applying for the Evidence-Based Program funding.IV. SubmittalsCarefully review this Request for Proposal. It provides specific technical information necessary to aid participating firms informulating a thorough response.
