Summary
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) invites proposals for Environmental Remediation and Demolition Services to support the preparation and redevelopment of commercial and industrial properties located at 4690 and 4700 Goodfellow Boulevard (collectively, the “Project Sites”).
The selected firm will be responsible for developing and implementing a coordinated work plan that ensures site safety, compliance with all applicable regulations, and proper sequencing of activities in accordance with the specifications laid out in the attached Bid documents.

Organizationssubmitting proposals in response to this Request for Proposals (“RFP”) are referred toas “Respondents”.The Project Sites together comprise approximately 11.25 acres:● 4700 Goodfellow Boulevard (9.6 acres (land)): Site of the seven vacant formerindustrial buildings.● 4690 Goodfellow Boulevard (1.65 acres): Site requiring asphalt/concrete removaland restoration.A map showing the Project Sites is provided in Exhibit DBackground and Project DescriptionLCRA is seeking a qualified firm to perform comprehensive environmental remediation,hazardous materials abatement, and demolition work at the Project Sites. The selectedfirm will be responsible for developing and implementing a coordinated work plan thatensures site safety, compliance with all applicable regulations, and proper sequencingof activities in accordance with the specifications laid out in the Remedial Action &Demolition Manual and Quality Assurance Project Plan (QAPP). The goal is to clear theproperties, achieve a No Further Action (NFA) letter through the Missouri BrownfieldVoluntary Cleanup Program (BVCP), and prepare them for future redevelopment.The selected firm (and any subcontractors) will execute all work in strict compliancewith the referenced Manual, the Quality Assurance Project Plan (QAPP) Addendum (PE,September 2025), and all applicable Federal, State (MDNR), and Local regulations. Allenvironmental investigation reports (Phase I and II ESAs, Asbestos Survey, HeavyMetal Dust Screening) will be provided to the awarded Contractor as referencedocuments.RFP for Environmental Remediation & Demolition at 4690 and 4700 Goodfellow - LCRA4Based on pre-demolition hazardous material surveys conducted by the Owner’sEnvironmental Consultant (Professional Environmental Engineers, Inc. (“PE”)), the site issignificantly impacted by two primary contaminants of concern (COCs):1. Asbestos-Containing Materials (ACMs): An ACM survey identified 20 differentmaterials containing greater than 1% asbestos, including various types of pipeinsulation (2-inch up to 15-inch diameter), window/door caulk, window glazing,vinyl floor tile, roof flashing, and cementitious panels.2. Heavy Metal Dust Contamination: Dust wipe sampling identified arsenic,cadmium, chromium, lead, and manganese, with concentrations generallyexceeding the United States Environmental Protection Agency’s (USEPA)Acceptable Surface Levels (ASLs). The primary objective for this heavy metalcontamination is the removal of bulk settled dust and debris on horizontalsurfaces (floors) prior to demolition to prevent off-site migration.The work will be executed in a specific, mandatory four-phase sequence:● Phase 1 (Remediation): All ACM abatement, Household Hazardous Waste(HHW)/Universal Waste removal, and heavy metal dust cleaning shall beperformed from within the buildings.● Phase 2 (Utilities): Disconnect all utilities (gas, sewer, electrical) and cap them incompliance with local codes.● Phase 3 (Demolition & Removal): Demolition of all buildings, foundations,parking lots, sidewalks, and removal of all demolished materials from the site.● Phase 4 (Restoration): Backfill, site grading, seeding, strawing, and final siterestoration.The Contractor must acknowledge and adhere to the project's third-party oversightframework, whereby the LCRA's Environmental Consultant (PE) will perform allpre-abatement/pre-sealant inspections, clearance air sampling, and on-site qualityassurance.All environmental investigation reports, including Phase I and Phase II ESAs, theAsbestos Survey, and the Heavy Metal Dust Screening, will be provided to the awardedContractor as reference documents.Duration of Awarded ContractRFP for Environmental Remediation & Demolition at 4690 and 4700 Goodfellow - LCRA5
