Unless so stated, bids will be evaluated by Life Cycle Cost and will be awarded on a "Best Buy"basis as determined by the BUYER.06. Offer Period – 30 days after the bid opening unless so stated. Formal acceptance will be byreceipt of a valid purchase order issued by the BUYER within the offer period.07. PAYMENT -- Full payment will be made approximately 3 weeks AFTER receipt and acceptance ofthe goods/services and required documents.08. The BUYER reserves the right to waive any informality in the bidding process and/or reject all bids.10. Mistakes, Errors, Bid Withdrawal, or Adjustments.A. Prior to bid opening, bidders may withdraw or alter their bids or submit adjustments orattachments provided the total bid amount is not revealed and it does not provide an unfairadvantage to the bidder.B. However,the BUYER reserves the right to purchase any or all the amounts specifies below.GENERAL SPECIFICATIONS:1. Contract Period: Commencing after approval at the City Council Meeting beginningJanuary 1, 2026 and ending on June 30, 2026, or at which time the next 6 monthcontract is awarded and approved by council.2. MINERAL AGGREGATES will be purchased from the supplier that offers the “BESTBUY” for the BUYER considering products, and service.3. The BUYER reserves the right to purchase stone from other suppliers when consideredin the best interest of the BUYER if delivery cannot be provided as requested; in theevent the primary supplier(s) cannot provide the required product or service.BID PROPOSAL 26-96-11Page 2 of 902208AGGREGATE FILL CLASSIFICATIONSPART 1 GENERAL1.1 SCOPEA. WORK INCLUDED: This section of the specifications describes the variousclasses of Aggregate Fill used by the City of Ada. This specification section doesnot include installation.B. This specification covers the materials, classification, proportioning, and testingof mineral aggregates used for various purposes. Only material conforming tothe following specifications shall be considered for the bi-annual bidding that theCity of Ada (City) conducts. The successful bidder shall make available andprovide any control test results for these specifications and supply them to theCity of Ada upon request.1. The aggregate base course material shall consist of an intimate mixture ofgraded aggregate, coarse and fine, and shall be practically free fromvegetation or other deleterious substances. Coarse aggregate (materialretained on a No. 10 (2.00mm) sieve) shall consist of sound, tough, durableparticles or fragments of gravel, stone, mine chats, disintegrated granite,crushed concrete, or a combination thereof. Fine aggregate shall be sand,stone dust, or other inert, finely-divided mineral matter.a. At least 40 percent of that portion of the completed mixture retained onthe No. 4 (4.75 mm) sieve shall be composed of uniformly gradedcrushed particles (pieces of aggregate with one or more fractured facesresulting from artificial crushing).2. The coarse aggregate retained on the 3/8 inch (9.5 mm) sieve of the finishedmixture shall have a percent of wear. Los Angeles Abrasion Test, of not morethan 45. No source of material used in the blend shall have a percent of wearof more than 45. The aggregate shall have an aggregate durability index of40 or more.1.2 QUALITY ASSURANCEA. CLASSIFICATION TESTING1. MANUFACTURER/SUPPLIER TESTING:a. Manufacturer/Supplier shall provide certification that aggregatematerial meets gradation requirements identified herein.BID PROPOSAL 26-96-11Page 3 of 9b. Submit the test results to the City Engineer, and obtain approval priorto providing Aggregate Fill.2. OWNER TESTING: The Owner shall arrange and pay for additionaltesting on the Aggregate Fill after delivery to the project site asdetermined necessary by the City Engineer. Should the material testednot meet the classification for material hauled by themanufacturer/supplier, the City reserves the right to reject the materialuntil it meets the gradation requirements set forth herein.3. For materials picked up by the City, the manufacturer/supplier shallprovide a sieve analysis for the batch and/or load(s) being provided tothe City of Ada.B. CONTAMINATION CERTIFICATION1. Obtain a written, notarized certification from the Supplier of eachproposed Aggregate Fill source stating that to the best of the Supplier'sknowledge and belief there has never been contamination of the sourcewith hazardous or toxic materials.2. Submit these certifications to the City Engineer prior to proceeding tofurnish Aggregate Fill to the site. The lack of such certification on apotential Aggregate Fill source shall be cause for rejection of that source.1.3 STANDARDSA. Aggregate Fill shall be classified into the appropriate class listed belowaccording to ASTM testing procedures as specified for the variousclasses.1.
