Allreferences contained herein to “county” shall be construed to mean Jackson County. This is to ensure fair consideration forall interested vendors. The County prohibits communications to or with any other employee at thedepartmental level during the submission and evaluation period.2Section 1.0 – SPECIFICATIONS AND SCOPE OF WORK1.1 INTRODUCTION TO SPECIFICATIONSThe Jackson County Department of Transportation (JCDOT) is seeking qualified, established, andprofessional contractors to provide pavement marking to roads located in Jackson County.Estimated 2026 cost is $400,000.00 for JCDOT. The term of this agreement will be two (2) years,beginning in 2026, with completion of pavement marking work no later than November 1 each yearin 2026 and 2027. An additional one-year extension is possible, upon mutual agreement by bothparties. This contract may be used on MDOT roads located in Jackson County.The most responsive bid shall include the following specifications and requirements:1.2 SPECIFICATIONSThe JCDOT is seeking qualified contractors to provide waterborne pavement markings; regular drypavement marking; cold applied plastic tape markings; and spray able thermoplastic marking toindicated roads located within Jackson County. The pavement markings will be to the width, color,type, and locations as specified in this document and JCDOT supervisory personnel.1.3 GENERAL CONDITIONS1.3.1 All work will be done under the direction and supervision of the JCDOT personnel.1.3.2 The contractor shall personally supervise the work or shall have a competent person, of atleast 18 years of age, on site at all times.1.3.3 Interested bidders are urged to investigate and become familiar with the work to beperformed. Failure on the part of the potential bidder to do so will not be grounds for additionalcompensation under this agreement.1.3.4 JCDOT shall have the right to inspect any material and equipment to be used in carrying outthe terms of this agreement. Materials, equipment, components or completed work not complyingwith the terms of this agreement may be subject to rejection by the JCDOT and shall be replaced bythe contractor at no cost to the JCDOT.1.3.5 JCDOT shall not be held responsible for any damage to the contractor’s equipment.1.3.6 JCDOT does not assume any responsibility for the availability of any materials, equipment,or components required under this agreement. The contractor shall be responsible for the qualityand standard of all materials, equipment, components, or completed work furnished under thisagreement.1.3.7 The quantities reflected on bid sheets for items reflect the best estimate of the requiredamount of work at the time of this bid. Quantities may be adjusted as JCDOT plans develop.31.4 SPECIFICATIONS, INDIVIDUAL APPLICATION PROCESSES1.4.1 Waterborne Pavement Marking ProcessThe required work covers furnishing and application of reflectorized waterborne pavement markingsin accordance with Section 811 of the Michigan Department of Transportation’s most up to dateStandard Specifications for Construction, the current edition of the Michigan Manual of UniformTraffic Control Devices and MDOT QPL listing.1.4.1.1 TrafficIf markings are applied when the roadway is open to traffic, the following requirements willapply:1.4.1.1.1Traffic shall be maintained at all times and the striping equipment shall be operated in amanner that will make it unnecessary for traffic to cross the uncured markings.1.4.1.1.2The protection of the wet line shall be the responsibility of the Contractor. Suitable devicessuch as traffic cones (cone size per the latest MUCTD manual) shall be placed at 100-footintervals along waterborne resin markings or as directed by the JCDOT. The Contractor shallfurnish a pavement marking convoy consisting of a minimum of two moving vehicles, spacedand equipped to indicate “Pavement Marking Convoy,” in order to provide adequate trafficcontrol and protection for the uncured fast-dry markings.1.4.1.1.3Uncured pavement markings obliterated by traffic shall be retraced at the Contractorsexpense. Contractor will be responsible for all complaints associated with paint on vehicles.1.4.1.1.4Equipment used in applying pavement marking shall be truck-mounted and capable ofapplying two (2), four (4) inch minimum width lines in two colors with one pass of theequipment. The equipment shall have mechanical bead dispensers or pressurized beaddispensers. In general, the equipment shall be that necessary to accomplish the marking ina safe, efficient, and workmanlike manner.1.4.1.1.5The use of hand methods and portable equipment will be allowed for painting railroadcrossings, school crossing, and other specialized markings.41.4.1.1 Weather and Seasonal LimitationsMarkings shall not be applied when wet weather is threatening or when the surface to bepainted is damp. No markings shall be applied on Saturday, Sunday, or legal holidays unlessotherwise approved by the JCDOT.1.4.1.2 Material HandlingIt shall be the responsibility of the Contractor for the loading and unloading of all materialsdelivered to and located at JCDOT.1.4.1.3 Skip LineSkip line of the color specified shall be applied as a four (4) inch minimum width line on acycle of 12 feet of line and 37 ½ feet of skip, or as directed by the JCDOT. The paint shall beapplied uniformly at an approximate rate of four (4) gallon per mile of skip line.1.4.1.4Double Line of color specified shall be applied as two solid four (4) inch minimum width linesseparated by a discernible space. The paint shall be applied uniformly at an approximate rateof thirty-two (32) gallons per mile of double-line.1.4.1.5Single Line of the color specified shall be applied as a solid four (4) inch minimum width line.The paint shall be applied at an approximate rate of sixteen (16) gallons per mile of singleline.1.4.1.6No-Passing Zones shall be applied as four (4) inch minimum width solid and skip yellow.1.4.1.7Pavement Edge Lines of the color specified shall be applied as a solid four (4) inch minimumwidth line. The paint shall be applied uniformly at an approximate rate of sixteen (16) gallonsper mile of Edge Line, for waterborne paint. Edge line will be held in from the edge of road noless than 8”-10” (This distance is mandatory: maintain no less than a 10’ lane width).1.4.1.8 BeadsAll beads shall be on the MDOT QPL listing. Waterborne paint shall have 8 lbs. per gallon.1.4.1.9The method of measuring quantities for payment shall be as shown in this proposal, ofappropriate width, installed and accepted.5
