REQUEST FOR PROPOSALS FOR
ARMED SECURITY SERVICES
FOR THE GATEWAY TRANSPORTATION CENTER
I. SOLICITATION:
The City of St. Louis ("City") invites Bids from qualified Bidders to provide armed security
services 24 hours per day and 365 days per year for the Gateway Transportation Center
(GTC) located at 430 S. 15th Street, St. Louis, MO 63103. Following the Information for
Bidders are the Bid Documents and additional forms and attachments all Bidders are
required to complete and submit as a part of their Bid.
The City’s objective in this Solicitation is to secure a hoisting services Contractor who will
provide first-class, high-quality, responsive, and cost-effective service.
This solicitation is not to be construed or interpreted as a contract or a commitment of any
kind by the City; nor does it commit the City to pay for any costs incurred by a Bidder in
the submission of a Bid, evaluating the possibility of submitting a Bid, or for any cost
incurred prior to the City’s issuance and full execution of a formal written Notice to
Proceed to the successful Bidder.
II. DEFINITIONS:
The following words and phrases shall have the following meanings when used throughout
this solicitation:
A."City" means the City of St. Louis, a municipal corporation of the State of Missouri.
B."City Representative" means the GTC Supervisor of the City of St. Louis
Comptroller’s Office or their authorized or designated representative.
C. "Contractor" means the successful Bidder selected in accordance with this solicitation.
Successful Bidder and Contractor are interchangeable in the Information for Bidders
herein, the General Specifications, the Bid Documents, and in the subsequent service
contract.
D."Holiday" means New Years Day, Dr. Martin Luther King, Jr Day, Presidents Day,
Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the
day after Thanksgiving, Christmas Day, and all other days designated as holidays by
the Mayor of the City of St. Louis.

III.SCOPE OF WORK:
A.Contractor shall furnish licensed, uniformed, armed security officers and other
related personnel required to handle patrons and to provide a safe, secure
environment.
B.Contractor shall be responsible for the safety and security of all patrons and
employees as well as guarding the property against theft, trespassing and vandalism.
The Contractor shall assure that such services are provided in a manner that is
efficient, competent and satisfactory to the City.
C.Contractor shall provide two (2) armed security officers per shift, three (3)
shifts per day, to staff the security desk and patrol the inside and outside of the
Gateway Transportation Center on an hourly basis. Standard shifts are 7 a.m. - 3
p.m.; 3 p.m. – 11 p.m.; and 11 p.m. – 7 a.m.
D.Officers shall be knowledgeable in all practices and procedures of law
enforcement in the City of St. Louis. The Contractor shall ensure that all security
officers are thoroughly familiar with all applicable federal, state and local laws, rules,
regulations and procedures before they are allowed to staff any post.
E.Security Officers shall orally report any unusual incidents, hazardous
conditions, or emergencies immediately to the GTC shift supervisor. Written reports
covering all incidents shall be submitted within 24 hours of occurrence to the City
Representative.
F.Contractor shall employ, pay, provide and be responsible for all employee
wages and benefits and shall in no way be construed to be an employee of the City
G.Contractor shall identify a single point of contact and an alternate point of
contact through which all information concerning security service can be
communicated to and from the City representative.
H. All assigned security officers must meet or satisfy the following minimum
requirements:
●​ Be properly licensed under guidelines set forth by St. Louis City and
carry such license at all times while providing service under this
contract.
●​ Have basic written and oral skills in English.
●​ Have a high school diploma or equivalent.
●​ Be 21 years of age or older.

I.The Contractor shall ensure all security officers arrive properly equipped for
their shift. Such necessary equipment is subject to contract discussions but is expected
to include at minimum a clean and neat branded uniform consisting of a shirt and pants,
duty belt with radio pouch, firearm, non/less-lethal defense weapon, and all necessary
licenses (armed security) and certifications (pepper spray, firearm).
IV. BIDDER’S QUALIFICATIONS:
A.The Bidder (and any proposed subcontractors) must possess and maintain a valid City
of St. Louis Business License at the time of execution and throughout the duration of
the contract. In addition, the Bidder (and any proposed subcontractors) must have their
taxes current.
V. BID SUBMISSION REQUIREMENTS:
One (1) hard copy of the complete sealed Bids must be submitted on the Bid submission
documents supplied as a part of this Solicitation, along with a single USB/jump drive
containing PDFs of the Bid submission documents to:

The words “BID FOR SECURITY SERVICES FOR THE CITY OF ST. LOUIS
GATEWAY TRANSPORTATION CENTER” must be plainly written across the face of
the envelope. Bids received after the due date and time of Monday, June 29th, 2026 at
4:00 p.m., or not delivered to the designated address, will not be considered.
The Bid must be properly signed by the Bidder’s duly authorized representative possessing
such authority to submit Bids, tender proposals, make offers, and enter into contracts on
behalf of the Bidder. Where the Bidder is a corporation, the corporate secretary shall duly
attest to the Bidder’s signature and authority. Where the Bidder is a partnership, Bid must
be signed by one of the authorized partners or by an attorney-in-fact. If signed by an
attorney in fact, a power of attorney must be attached evidencing such authorization.
A.Required Bid Contents
1.​ Transmittal Letter: The Bidder shall provide a transmittal letter signed by an
authorized agent. The letter must briefly summarize the Bidder’s ability and
willingness to perform the services required hereunder.
2.​ Organization Information, Background, and Capability: Provide a more thorough
description of your organization, its contact information, and the services it is
qualified to provide to the City of St. Louis. Describe the organization’s strengths,
capabilities and experience in performing these services.

3.​ Key Personnel: Provide the name, title, telephone number and e-mail address of
the persons who will function as the primary contact and back-up contact person.
Provide brief resumes/qualifications of personnel who will be primarily involved
in this project.
4.​ Addressing Services: In this section, provide a description of how your
organization intends to perform the specific services requested above in the Scope
of Work, including a thorough description of the proposed approach to this project
including workflow and methodology to be utilized.
5.​ Pricing: Include details regarding the proposed fee for the services.
6.​ References: Include references from two (2) clients that have operations of similar
scope and complexity for which your organization has conducted a similar review.
7.​ Verification of License/Taxes: Bidders must affirmatively verify that the
organization has or will have prior to contract executive a current Business
License with the City of St. Louis and is current with tax remittance.
B.Disqualifications
More than one Bid from a Bidder under the same or different names will not be
considered. Reasonable grounds for believing that a Bidder has an interest in more
than one Bid will cause the rejection of all Bids in which the Bidder has an interest.
One or all Bids will be rejected if there is reason for believing collusion exists among
Bidders and no participant in such collusion will be considered in future Bids for
providing this service. Bids will not be accepted from any Bidder that has failed to
perform faithfully any previous contract with the City.
C.Right to Reject Bids
The City reserves the right to reject any Bid which, in the City’s opinion, the Bidder
does not have adequate qualifications, any conditioned Bid, any Bid with erasures,
alterations, or alternatives, any Bid not accompanied by all the items identified on the
Bidder’s Checklist, or any Bid submitted without the required Bid information. In
addition, any Bid not in compliance with the procedural requirements for submitting a
Bid as set forth in this solicitation and the preceding cover letter, shall be rejected. The
City reserves the right to reject any or all Bids and to advertise for new Bids. The
City, however, reserves the right to waive minor irregularities and formalities. The
City also reserves the right to establish a cure period, in the event that all Bidders have
not submitted the required Bid information for the purpose of obtaining complete Bid
submittals.
D. Questions
Should the Bidder find an error, discrepancy in, or omission from the Information for
Bidders and/or specifications, or should the Bidder be in doubt as to its meaning or
intent, the Bidder shall notify Chana Morton in writing at once, and not later than five
