LOUIS, MO 63103July 1, 2026 – December 31, 2029REQUEST FOR PROPOSALS FORARMED SECURITY SERVICESFOR THE GATEWAY TRANSPORTATION CENTERI. SOLICITATION:The City of St. Louis ("City") invites Bids from qualified Bidders to provide armed securityservices 24 hours per day and 365 days per year for the Gateway Transportation Center(GTC) located at 430 S. 15th Street, St. Louis, MO 63103. Following the Information forBidders are the Bid Documents and additional forms and attachments all Bidders arerequired to complete and submit as a part of their Bid.The City’s objective in this Solicitation is to secure a hoisting services Contractor who willprovide first-class, high-quality, responsive, and cost-effective service.This solicitation is not to be construed or interpreted as a contract or a commitment of anykind by the City; nor does it commit the City to pay for any costs incurred by a Bidder inthe submission of a Bid, evaluating the possibility of submitting a Bid, or for any costincurred prior to the City’s issuance and full execution of a formal written Notice toProceed to the successful Bidder.II. DEFINITIONS:The following words and phrases shall have the following meanings when used throughoutthis solicitation:A. "City" means the City of St. Louis, a municipal corporation of the State of Missouri.B. "City Representative" means the GTC Supervisor of the City of St. LouisComptroller’s Office or their authorized or designated representative.C. "Contractor" means the successful Bidder selected in accordance with this solicitation.Successful Bidder and Contractor are interchangeable in the Information for Biddersherein, the General Specifications, the Bid Documents, and in the subsequent servicecontract.D. "Holiday" means New Years Day, Dr. Martin Luther King, Jr Day, Presidents Day,Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, theday after Thanksgiving, Christmas Day, and all other days designated as holidays bythe Mayor of the City of St. Louis.1III. SCOPE OF WORK:A. Contractor shall furnish licensed, uniformed, armed security officers and otherrelated personnel required to handle patrons and to provide a safe, secureenvironment.B. Contractor shall be responsible for the safety and security of all patrons andemployees as well as guarding the property against theft, trespassing and vandalism.The Contractor shall assure that such services are provided in a manner that isefficient, competent and satisfactory to the City.C. Contractor shall provide two (2) armed security officers per shift, three (3)shifts per day, to staff the security desk and patrol the inside and outside of theGateway Transportation Center on an hourly basis. Standard shifts are 7 a.m. - 3p.m.; 3 p.m. – 11 p.m.; and 11 p.m. – 7 a.m.D. Officers shall be knowledgeable in all practices and procedures of lawenforcement in the City of St. Louis. The Contractor shall ensure that all securityofficers are thoroughly familiar with all applicable federal, state and local laws, rules,regulations and procedures before they are allowed to staff any post.E. Security Officers shall orally report any unusual incidents, hazardousconditions, or emergencies immediately to the GTC shift supervisor. Written reportscovering all incidents shall be submitted within 24 hours of occurrence to the CityRepresentative.F. Contractor shall employ, pay, provide and be responsible for all employeewages and benefits and shall in no way be construed to be an employee of the CityG. Contractor shall identify a single point of contact and an alternate point ofcontact through which all information concerning security service can becommunicated to and from the City representative.H. All assigned security officers must meet or satisfy the following minimumrequirements:● Be properly licensed under guidelines set forth by St. Louis City andcarry such license at all times while providing service under thiscontract.● Have basic written and oral skills in English.● Have a high school diploma or equivalent.● Be 21 years of age or older.2I. The Contractor shall ensure all security officers arrive properly equipped fortheir shift. Such necessary equipment is subject to contract discussions but is expectedto include at minimum a clean and neat branded uniform consisting of a shirt and pants,duty belt with radio pouch, firearm, non/less-lethal defense weapon, and all necessarylicenses (armed security) and certifications (pepper spray, firearm).IV. BIDDER’S QUALIFICATIONS:A. The Bidder (and any proposed subcontractors) must possess and maintain a valid Cityof St. Louis Business License at the time of execution and throughout the duration ofthe contract. In addition, the Bidder (and any proposed subcontractors) must have theirtaxes current.V. BID SUBMISSION REQUIREMENTS:One (1) hard copy of the complete sealed Bids must be submitted on the Bid submissiondocuments supplied as a part of this Solicitation, along with a single USB/jump drivecontaining PDFs of the Bid submission documents to:Attn: Chana MortonComptroller’s Office1520 Market Street, Suite 3005St. Louis, MO 63103The words “BID FOR SECURITY SERVICES FOR THE CITY OF ST. LOUISGATEWAY TRANSPORTATION CENTER” must be plainly written across the face ofthe envelope. Bids received after the due date and time of Monday, June 29th, 2026 at4:00 p.m., or not delivered to the designated address, will not be considered.The Bid must be properly signed by the Bidder’s duly authorized representative possessingsuch authority to submit Bids, tender proposals, make offers, and enter into contracts onbehalf of the Bidder. Where the Bidder is a corporation, the corporate secretary shall dulyattest to the Bidder’s signature and authority. Where the Bidder is a partnership, Bid mustbe signed by one of the authorized partners or by an attorney-in-fact. If signed by anattorney in fact, a power of attorney must be attached evidencing such authorization.A. Required Bid Contents1. Transmittal Letter: The Bidder shall provide a transmittal letter signed by anauthorized agent. The letter must briefly summarize the Bidder’s ability andwillingness to perform the services required hereunder.2. Organization Information, Background, and Capability: Provide a more thoroughdescription of your organization, its contact information, and the services it isqualified to provide to the City of St. Louis. Describe the organization’s strengths,capabilities and experience in performing these services.33. Key Personnel: Provide the name, title, telephone number and e-mail address ofthe persons who will function as the primary contact and back-up contact person.Provide brief resumes/qualifications of personnel who will be primarily involvedin this project.4. Addressing Services: In this section, provide a description of how yourorganization intends to perform the specific services requested above in the Scopeof Work, including a thorough description of the proposed approach to this projectincluding workflow and methodology to be utilized.5. Pricing: Include details regarding the proposed fee for the services.6. References: Include references from two (2) clients that have operations of similarscope and complexity for which your organization has conducted a similar review.7. Verification of License/Taxes: Bidders must affirmatively verify that theorganization has or will have prior to contract executive a current BusinessLicense with the City of St. Louis and is current with tax remittance.B. DisqualificationsMore than one Bid from a Bidder under the same or different names will not beconsidered. Reasonable grounds for believing that a Bidder has an interest in morethan one Bid will cause the rejection of all Bids in which the Bidder has an interest.One or all Bids will be rejected if there is reason for believing collusion exists amongBidders and no participant in such collusion will be considered in future Bids forproviding this service. Bids will not be accepted from any Bidder that has failed toperform faithfully any previous contract with the City.C. Right to Reject BidsThe City reserves the right to reject any Bid which, in the City’s opinion, the Bidderdoes not have adequate qualifications, any conditioned Bid, any Bid with erasures,alterations, or alternatives, any Bid not accompanied by all the items identified on theBidder’s Checklist, or any Bid submitted without the required Bid information. Inaddition, any Bid not in compliance with the procedural requirements for submitting aBid as set forth in this solicitation and the preceding cover letter, shall be rejected. TheCity reserves the right to reject any or all Bids and to advertise for new Bids. TheCity, however, reserves the right to waive minor irregularities and formalities. TheCity also reserves the right to establish a cure period, in the event that all Bidders havenot submitted the required Bid information for the purpose of obtaining complete Bidsubmittals.D. QuestionsShould the Bidder find an error, discrepancy in, or omission from the Information forBidders and/or specifications, or should the Bidder be in doubt as to its meaning orintent, the Bidder shall notify Chana Morton in writing at once, and not later than five4
