The SOQ must be received at the Office of the Village Clerk, Village of Western Springs, 740 Hillgrove Avenue, Western Springs, Illinois 60558, no later than 9:00 A.M. June 22, 2026. The SOQs may be submitted by mail, delivery service, or in person. Faxed or emailed SOQs will not be accepted. In-person deliveries will only be accepted at Village Hall during the Village’s current hours of operation. Any SOQ received after the submittal deadline closing time and date will not be considered.

Any SOQ received after the Submittal Deadline closing time and date will not be considered.1I.PROJECT OVERVIEWThe Village passed a $45 million referendum in April 2025 to fund road, storm, sanitary, and waterimprovements throughout the Village. To assist with the capital and infrastructure improvements, theVillage is seeking one or more qualified, licensed professional engineers and engineering firms to join theexisting pool of engineering firms to assist staff in planning, designing and inspecting future projects. TheVillage intends to select one (1) to three (3) additional engineers and/or engineering firms, based onqualifications, to join the existing roster of project engineers and engineering firms, based on their rangeand depth of engineering specialties and expertise, who can be selected to work on future projects. Asprojects arise, proposals are requested from one or more of the selected engineers and engineering firms,the Village then considers and selects one or more of the engineers and/or engineering firms to work onthe project. Projects may include, but are not limited to, roadway reconstructions, Motor Fuel Tax (MFT)funded projects, sewer and water improvements, and other capital and infrastructure projects.The Village’s current roster of firms includes: Christopher B. Burke Engineering Ltd., V3 Companies, Baxter& Woodman Consulting Engineers, and HR Green.The Village has an Engineering Services department that consists of the Village Engineer and a StaffEngineer. This department manages the bulk of the consultant engineering contracts but often timesconsultant firms will also work directly with members of the Municipal Services Department as well as theVillage Manager’s office.The Village’s current practice for assigning engineering work to firms has Village Staff determining whichengineering firm is a best fit for a particular project. Staff solicit a proposal from the selected firm andpresent the proposal to the elected officials for their consideration. Nearly all work is performed throughletter proposals or more formal written agreements with not to exceed budgets.II. SCOPE OF SERVICESThe professional services to be provided will include, but not be limited to (the “Project Services”):1. Conducting necessary pre-design investigations.2. Designing project components and preparation of all drawings and specifications necessary toconstruct the project completely and in accordance with all local, state and/or federalrequirements.3. Estimating construction costs.4. Assisting the administrative consultant(s) and/or Village staff with the construction bid packagein conformance with applicable federal requirements and supervising the bid advertising, bidtabulation and award process, including preparing the advertisements for bid solicitation,conducting the bid opening, and issuing the notice to proceed.5. Assisting with conducting the preconstruction conference.6. Field staking, on-site supervision of construction work, and preparing inspection reports.7. General services during construction, including review of submittals, shop drawings, inspectionreports, requests for information and change orders.8. Reviewing and approving all contractor requests for payment and submitting approved requeststo the governing body.9. Conducting final inspection and testing.10. Providing reproducible as-built plan drawings to the Village upon project completion.11. Residential and Commercial Engineering Site Development Plan Review12. Utility company right of way permit review13. Grant administration and coordination for engineering or construction work funded by grantsfrom a variety of available resources214. Grant application assistance15. Private property drainage complaints/issues investigations16. General municipal engineering assistanceIII. SUBMITTAL REQUIREMENTSLetter of Interest (Transmittal Letter)The following information and documents (items 1 through 7) must be included in a Letter of Interestunder the title “Response to RFQ for Project Engineering Services”:1. Name of Respondent.2. Respondent address.3. Respondent telephone number.4. Respondent federal tax identification number.5. Name, title, address, telephone number, fax number and email address of contact personauthorized to contractually obligate the Respondent.6. A brief introduction and statement of interest in being selected from time to time to performProfessional Engineering Services on Village-assigned projects.Identification of the enclosed Statement of Qualifications (Response). The content of theStatement of Qualifications (Response) is described below in this section.Contents of Statement of Qualifications (Response)The Respondents shall provide a separate, signed and dated document, with lettered and numberedresponses exactly as the categories of information are presented below. Interested Respondents are tosubmit their statement of qualifications and performance data that contain the following information: (1)Response Content; (2) Relevant Experience and Project Examples; (3) Specialized Knowledge; (4) KeyPersonnel Availability and Assignment Chart, Professional Qualifications and Firm Resume.Responses shall be limited to no more than 20 pages. Individual resumes and project examples do notcount against this total.1. Response ContentBy signing the Response, the Respondent certifies that the signatory is authorized to bind the Respondentto complete work as assigned by the Village at mutually agreed upon hourly rates, fees, fixed price projectfees. The Response shall include:a. A brief statement of the Respondent’s understanding of the scope of the work to be performedand the terms upon which work may be assigned to the Respondent;b. A certification that the Respondent meets the appropriate state licensing requirements topractice in the State of Illinois;c. A certification that the Respondent has not had a record of substandard work within the last five(5) years;d. A certification that the Respondent has not engaged in any unethical practices within the last five(5) years;3e. A certification that, if awarded the contract, the Respondent acknowledges its completeresponsibility for the entire contract, including payment of any and all charges resulting from thecontract;f. Any other information that the Respondent feels is appropriate; andg. The signature of an individual who is authorized to provide information of this nature in the nameof the Respondent submitting the qualifications.h. Identification of client representative who will serve as the first point of contact for Village staff.This individual can be the same individual identified as the authorized representative in point g ofthis section.2. Relevant Experience and Project ExamplesThe Respondent shall:a. Describe Respondent’s firm by providing its full legal name, date of establishment, type of entityand business expertise, short history, current ownership structure, and any recent or materiallysignificant proposed change in ownership.b. Describe any prior engagements in which Respondent’s firm assisted a governmental entity indealings with projects that are within the scope of engineering services sought by this RFQ. TheRespondent shall include a summary of examples or a list of work on projects (both in-progressand completed projects) that are included within the scope of engineering services sought by thisRFQ. Preference will be given to those Respondents who have experience working on projectsthat are within the scope of engineering services sought by this RFQ. The Respondent shall providethe names, phone numbers and emails of contact persons in the organizations for whom anysimilar projects referenced in this section are in-progress or are completed. The Respondentshould also include written references (letters or forms are acceptable) from one (1) to three (3)previous clients attesting to the quality of work and compliance with project performanceschedules that Respondent cites in this section.c. Time is of the essence. Describe the firm’s and assigned personnel’s workload and currentcapacity to perform any assigned work within the scope of engineering services sought by thisRFQ.d. Describe any issue the characteristics of which would be uniquely relevant in evaluating theexperience of Respondent’s firm and assigned personnel to complete any assigned work withinthe scope of engineering services sought by this RFQ.e. Provide current information on professional errors and omissions coverage carried byRespondent’s firm, including amount of coverage.f. Identify typical subcontractors or independent contractors that would be proposed for anyVillage-assigned projects and their role, and provide pertinent information on each subcontractoror independent contractor as required under subsections a. through e. of this section.g. Provide active official municipal engineering client list. Clarify if firm is the appointed engineer orsimply has an active working relationship with the community.h. Provide two (2) samples of previous infrastructure projects executed by engineering firm. Projectsshould not be more than 3 years old.i. The Village reserves the right to request any additional information to assure itself of aRespondent’s financial status to complete any assigned work within the scope of engineeringservices sought by this RFQ.43. Specialized Knowledge / Scope of Engineering Services Sought by RFQThe Respondent shall:a. Describe their knowledge and experience with municipal roadway, sewer, water and other capitaland infrastructure projects, emphasizing top two (2) disciplinesb. Describe their knowledge and experience with Motor Fuel Tax (MFT) funded projects.c. Describe their knowledge and experience with county, federal and state grant funded projects.4. Key Personnel Availability and Assignment Chart / Professional Qualifications / Firm ResumeThe Respondent shall:a. Identify the names of each staff member who will be assigned to act for Respondent’s firm(including subcontractors or independent contractors) in key management and field positionsproviding the professional services required by this RFQ, and the functions to be performed byeach person. Identify the name of the primary contact person(s) and field of expertise for anyassigned work within the scope of engineering services sought by this RFQ.b. Include resumes or curriculum vitae of each such staff member designated above, including name,position, telephone number, fax number, email address, education, and years and type ofexperience and relevant project experience. Describe, for each such person, the relevant projectexperience that they have regarding any assigned work within the scope of engineering servicessought by this RFQ.IV. Inquiries or Requests for ClarificationAny inquiries or requests for clarification should be directed, in writing, to Diana Puga no later than 3:00PM on Friday, June 12, 2026. Clarification will be provided in writing by reply email to all potentialRespondents who have received an RFQ packet at that time and have provided email address contactinformation. No clarification will be provided verbally, either in person or over the telephone, and no oneother than Diana Puga is authorized to provide clarification on behalf of the Village of Western Springs.V. SELECTION PROCESSAll Statements of Qualifications (Responses) will first be evaluated to determine if they are complete andmeet the requirements specified in this RFQ, and those that do will be further evaluated to establish aranking of all firms that meet the criteria. As a part of this process, interviews of firms may be conducted.The Village of Western Springs reserves the right to consider any proposal and to reject any and allproposals if doing so best serves the public interest.The Village of Western Springs shall evaluate each Respondent on the following terms:1. Professional qualifications necessary for satisfactory performance of required services;2. Specialized experience and technical competence in the type of work required;3. Capacity to accomplish the work in the required time; and4. Past performance on contracts with government agencies and private industry in terms of qualityof work and compliance with performance schedules.Rating and Scoring SystemThe Respondents, who submit complete Responses, will be evaluated and ranked highest to lowest by theVillage based on a 100 point scoring system that considers the quality of the written Response materialssubmitted and according to the following criteria:1.
