Request for Proposal

1.0 Examination of Solicitation Documents and Site

The Proposer shall carefully examine the proposal documents before submitting a

proposal. By submitting a proposal, the Proposer acknowledges that they have made

such an examination and are satisfied as to the requirements of the proposal

documents.

1.1 Pre-Proposal Conference

A non-mandatory pre-proposal conference will be held at the Denali Borough

Planning Office, located in the Tri-Valley Community Center at 612 Healy Spur

Road, Healy, AK. The conference will be held December 15, 2025 from 11 am-

NOON. The conference call will open at 10:55 am. Proposers may join virtually via

2.0 Interpretation or Correction of Proposal Documents

Proposers shall notify the Project Coordinator promptly of any error, omission, or

inconsistency found during examination of the proposal documents. Requests for

interpretation or clarification must be made in writing via email to the Project

Coordinator – sford@denaliborough.com re: RFP 25-01 -by 5pm on December 15,

2025. This will allow time for the issuance of any necessary amendments and

responses will be posted online via an Addendum by December 19, 2025. Any

proposals submitted that do not acknowledge receipt of all Addendum will be

considered non-responsive. The full solicitation and any Addendum can be found by

3.0 Proposal Preparation Costs

The Denali Borough is not liable for any costs incurred by the respondent in proposal

preparation.

4.0 Project Budget

The Denali Borough estimates a budget of between $80,000 and $130,000 for

completion of this project.

5.0 Scope of Services

The Denali Borough is soliciting proposals from qualified Offerors to develop a new

Comprehensive Economic Development Strategy (CEDS). The Consultant will conduct

data collection and analysis, strategic planning, public outreach, and technical writing of

the CEDS. The goal is to have a CEDS that is crafted through a robust public

engagement process, and which guides local government and community action

regarding economic development. It should provide relevant background information

and a realistic and successful approach towards economic growth that reflects the

consensus and character of the borough. The CEDS should address resiliency and

recovery in the face of natural disasters and other major economic disruptions. Other

local and regional planning documents should be incorporated into the CEDS.

A scope of services is provided below. The consultant will ensure that the Denali

Borough project coordinator and Economic Development Strategy Committee members

are able to access working documents in a timely manner throughout the project.

The consultant shall propose a completion schedule of the tasks below to ensure that

tasks are completed and a final CEDS is completed by February 28, 2027. The project

is envisioned to involve community participation which may drive new or additional tasks

not listed below.

1. Initial meeting with Denali Borough staff and CEDS Strategy Committee to review

the project schedule, schedule meetings and begin the process of data

collection.

2. Schedule and conduct public meetings and topic-specific focus groups as

necessary; consultants are encouraged to propose innovative public engagement

methods that reach a significant and diverse portion of the Denali Borough’s

population.

a. The successful proposer is expected to make a minimum of one in-person

site visit (open house) to each of the 4 main communities in the Denali

Borough (Anderson, Healy, McKinley Village, and Cantwell).

b. CEDS Strategy Committee meetings shall be held on at least a quarterly

basis or more frequently, as needed.

c. Contractor shall facilitate CEDS Strategy Committee meetings and public

meetings including developing an agenda and taking minutes of the

meetings. The borough may assist in advertising for public meetings.

d. The public involvement plan should include a project website. The website

should be mobile-friendly and compatible across various browsers and

browser versions.
