Can you confirm the County is not requesting a cost proposal for the project but insteadis requesting a rate schedule listing fully-loaded hourly rates for staff that areanticipated to work on the project?Answer: Correct, only a fully loaded hourly rate is requested.2. When was the last rate study completed, and who performed that study?Answer: A cost of service study was completed in 2018 by HDR Engineering as part ofthe County’s Utility Master Plan work, which included a water/wastewater cost ofservice and rate study. It is included here as Attachment A.Please add Addendum No. 1 to the original proposal documents and refer to proposaldocuments, hereto as such. This and all subsequent addenda will become part of any resultingcontract documents and have effects as if originally issued. (HDR) for the Santa Fe County (County) water and sewerutilities. This report was prepared through the mutual efforts of HDR and the County. Theconclusions and recommendations contained within this report are intended to enable theCounty’s water and sewer utility to be adequately funded and operate on a prudent andfinancially sound basis.This study has been developed utilizing generally accepted water and sewer rate-settingprinciples and methodologies. The objective of this study was to develop and establish rateswhich are cost-based but also fair and equitable.The proposed rates contained within this study are based upon estimates and projections offuture costs and anticipated customer consumption. Given that, the County should closelymonitor their revenues, costs and capital plans against this study to determine in a timelymanner any significant variances and then take appropriate management and Board action toreconcile any major differences.We appreciate your assistance, along with that of the County’s management team and staff inthe development of this report.
