The elevator is the only one at the facilityso timing is critical as residents will still occupy the building. The project must becompleted within 8 weeks from the start of the project. We are asking for an alternate tohave the contractor to work 2 shifts to lessen this time frame to 4-6 weeks.1.2 Incurred costsThe County is not responsible for any costs incurred by the Elevator Company in thepreparation of the proposal, participation in the Elevator Companies’ meeting, or for anyother cost to the Elevator Company associated with responding to the RFP.Section 2 - Proposal Submittal Instructions2.1 RFP ScheduleThe following is a list of the important dates for activities related to the RFP process.The County reserves the right to change these dates and will post the changes on itsweb site.ActivityRFP releasedSite visitTime1:00 PMDateMay 4, 2026May 11, 2026Submission of proposals1:00 PMMay 26, 2026Public Works and InfrastructureCommittee meeting4:30 pmJune 8, 20262.2 RFP locationThis RFP is posted on the La Crosse County web site and the DemandStar Network.The County reserves the right to amend this RFP at any time. In the event it becomesnecessary to amend, alter or delete any part of the RFP, changes to the RFP will beposted on the web site. It is the Elevator Company’s responsibility to be aware ofamendments that are posted on the web site. The successful vendor shall sign the CertificationRegarding Suspension and Debarment which is located on the link above.Proposals submitted will be marked as “Carrol Heights Elevator” and must besubmitted to DemandStar no later than 1 pm, CST, May 26th, 2026.Proposals received after the above date and time will not be reviewed.2.5 Opening of ProposalsThe proposals will be publicly opened at 1:05 pm, May 26, 2026, in:Facilities DepartmentRoom 1800212 North 6th StreetLa Crosse, WI 54601At that time, the names of Elevator Companies who properly submitted proposals will beannounced. Announcement of the names of the Elevator Companies who submittedproposals is not a guarantee that the proposals otherwise comply with the specificationsof this RFP.4Section 3 - Qualifications3.1 Elevator Company InformationName of contact person and contact information (email address, phone number, etc.)A. Office location(s) that would service this contractB. Provide client agency name, contact name, title, address, and phone number ofreferences from at least three clients that have been, or are currently beingprovided similar service within the last five (5) years.3.2 Relevant Experience and Staff QualificationsA. Summarization of experience regarding similar projectsB. Summarization of responsibilities and qualifications of the staff who areperforming this service3.3 InsuranceA. Elevator Company agrees that in order to protect itself as well as La CrosseCounty, its officers, Boards, and employees under the indemnity provisions setforth in the paragraph above, Elevator Company will at all times, during the termsof this contract, keep in force insurance policies issued by an insurance companyauthorized to do business and licensed in the State of Wisconsin. Unlessotherwise specified in WI Statutes, the types of insurance coverage and minimumamounts shall be as follows:1. Workers’ Compensation: minimum amount statutory2. Comprehensive General Liability: $1,000,000 per occurrence and inaggregate for bodily injury and property damage3. Excess Liability coverage: $1,000,000 over the General LiabilityB. The Purchaser shall be given thirty (30) days advanced written notice of anycancellation or non-renewal of insurance during the term of this contract. Uponexecution of this contract, the Elevator Company will furnish Purchaser withwritten verification of the existence of such insurance. In the event of any action,suit, or proceedings against Purchaser upon any matter herein indemnifiedagainst, Purchaser shall within five (5) working days cause notice in writingthereof to be given to Elevator Company by certified mail, addressed to its postoffice address. Purchaser shall cooperate with Elevator Company and itsattorneys in defense of any action, suit, or other proceedings.Section 4 - Scope of WorkCarroll Heights Elevator Replacement Specification5
