If the Submitterfails to timely obtain a court order enjoining disclosure, the City will release the requested information onthe date specified.Page 1 of 4INTRODUCTION AND PURPOSEThe City’s Pencom 911, a division of the Police Department and Jeffcom 911, Jefferson County areassessing whether the use of a Cloud Native public safety suite would provide a better operationalcapability for each dispatch center. Pencom 911 / Jeffcom 911 are developing its requirements forComputer Automated Dispatch system. The purpose of this Request for Information (RFI) is to gatherinformation to assist the City in formulating its requirements and identify qualified firms who are able tomeet our requirements.The purpose of this Request for Information (RFI) is to help the City meet the original goals of the 911dispatching, public safety service and providing better software capabilities to first responders withinClallam and Jefferson Counties. This RFI is to gather additional information to help the City understandthe capabilities of cloud native software and related software packages and to identify qualified vendorswho might be able to meet our future requirements.While this RFI focuses on cloud native infrastructure, the City remains open to alternative ideas andconsiderations. Respondents are encouraged to provide information about server infrastructure oralternative methodologies that can help assess whether solutions exist that might meet the needs.BACKGROUND1. General Conditionsa. Intent: It is the intent of this RFI to secure information from a vendor to that can providePublic Safety Software, specifically, Computer Aided Dispatch (CAD), Law EnforcementRecords Management (LERMS), Fire Records Management System (FRMS), JailManagement Software (JMS), and Mobile Data Software (MDS).b. Infrastructurei. PenCom 911 & Jeffcom 911 highly prefer a cloud-native solution, not cloud-hostedor client-server.ii. Although companies may not currently offer all of the products needed or fullfunctionality preferred, we are open to offers that may include a phased approachto complete the products/functionality over the course of the project.c. Vendor requirements:i. Has been in business for over 2 yearsii. Has extensive knowledge in public safety software projects involving the aboveprojectsiii. Specific knowledge and expertise in the interoperability of disparate softwaresystems being interfaced or integrated togetheriv. The vendor must have extensive experience in similar public safety softwareprojects2. Responses shall include the full implementation and acceptance of the following solutions frompreferably a single-source software vendor that provides single-sign-on capabilities:a. Computer Aided Dispatch for Law Enforcement, Fire and EMSb. Law Enforcement Records Management Software (LERMS)Page 2 of 4c. Jail Management Softwared. Mobile Data Softwaree. Fire Records Management Software (FRMS)i. Bidding FRMS is not mandatory to be able to bidii. If this option is not offered by the vendor, they can partner with a company to bid alliii. Companies that provide FRMS can provide a proposal for only FRMSf. See Section 12 for Technical Specificationsg. Pencom 911 and Jeffcom 911 desire a cloud native solution. Please provide detailedinformation on your platforms architecture and database, regardless of if it is cloudbased or not.ATTACHMENT: Pencom Jeffcom 911 RFI Technical SpecificationsRESPONSE FORMATAll vendors with an appropriate service/product relating to the requirements set forth in the Scope ofservices, and technical specifications above are invited to submit a Capability Statement and contactinformation. The Capability Statement should discuss the service/product’s capabilities as against thepotential requirements, the service/product’s system requirements, the product’s integrationspecification, as outlined within the technical specifications document, budgetary costs and any otherspecific and pertinent information that would enhance the City’s understanding of the informationsubmitted.PROVIDE THE FOLLOWING:1.
