Overview
SummaryThe Sacramento County Office of Emergency Services (Sac OES) is seeking flood control barriers for Delta projects that will:
- Provide flood fight material stockpiles and equipment for the region in an organized and well managed inventory strategically placed throughout the region;
- Provide flood fighting capabilities to Reclamation Districts (RDs) and to protect the small communities of Hood, Walnut Grove, Courtland, Isleton and the unincorporated areas of Sacramento County within the Delta.
Sac OES will either retain ownership of equipment and supplies purchased or ownership will be transferred to the appropriate county. Equipment and supplies will be stored at specific locations throughout the Delta region, so that counties, and Reclamation Districts (RDs) may quickly access the flood fighting supplies and equipment.
A materials and equipment inventory will be maintained at each location at which inventory is stored, and a master inventory will be maintained by Sac OES. Flood fighting materials and equipment that are taken by an RD for flood fighting will be tracked by Sac OES and other participating partner agencies. Local RDs will be responsible for replenishment of inventory.
The materials purchased will be procured to make available approximately 15 fully stocked 20-foot roll-off containers to be strategically positioned in secure locations throughout the Delta for immediate access during a flood fighting event.
BackgroundOn January 28, 2019, the Department of Water Resources of the State of California and the Sacramento County Office of Emergency Services (Sac OES) entered into an agreement for the purpose of improving local flood emergency response. The agreement is designed to increase the capacity for locals to respond to flood threats through the development of decision tools, training, exercises, and materials procurement.
Delta Islands within Sacramento County are in one of the most complicated hydrologic and hydraulic areas in California, and the entire United States. Major rivers that converge within the Sacramento County Delta are the Sacramento River, Yolo Bypass, Mokelumne River, Cosumnes River, and the San Joaquin River along with several local tributaries. In addition, the Delta is affected by tidal conditions. Each of the rivers and local tributaries are lined with hundreds of miles of local levees which protect legacy communities of Locke, Walnut Grove, Isleton, Courtland, and Hood along with isolated residential communities and agriculture.
