Request for Proposals Pavements MarkingsI. BackgroundThe Town of Orono requests proposals from qualified and experienced contractors to providepavement marking services for all streets located in Orono, Maine for a period of one (1) year,with a one year optional renewal extension.The work encompasses routine painting of all arrows, symbols, words, stop bars, crosswalkblocks, lane lines, center lines, edge lines, delineator lines and handicapped spaces on an annualbasis or as directed by the Town of Orono. The services requested include painting the pavementmarkings in accordance with the nationally accepted standards outlined in the Manual on UniformTraffic Control Devices and the Maine Department of Transportation, to insure motorist andpedestrian safety.II. SubmissionTo be considered, return the Proposal Form in an envelope clearly marked “Pavement MarkingProposal” by 10:00 AM, Tuesday April 7th, 2026 to the Town of Orono Town Office, 59 MainStreet, Orono, ME 04473.No faxed or e-mailed proposals will be accepted. Proposals will be publicly opened on the dateand time stated above.Submissions must include two (2) hard copies of the following:1. The Completed Bid Form, as Attached Below.2. The Completed Schedule of Items with Unit Pricing3. Materials Submittal Forms for the paint proposed to be used4. A list of not less than three independent references5. Proof of Workers Compensation and General Liability insurance(Insurance Certificate naming the Town of Orono as insured)6. Quantities shown on the schedule of items are estimated,actual completed quantities may vary.IV. Scope of Work1. General DescriptionContract administration will be by the Director of Public Works.The work to be performed consists of complete pavement marking services for all streetswithin the Town of Orono. The successful Proposer shall be responsible for all pavementmarkings such as; center lines, lane lines, skip lines, edge lines, delineating lines,directional arrows, stop bars, crosswalks, handicapped spaces and words.It shall be the responsibility of the successful Proposer to report, in writing, the quantitiesof lines, stop bars, crosswalks, symbols and words painted to the Contract Administratoron a daily basis.It is our intention that all requested work be completed by July 24th, 2026. If unableto fully meet the July 24th deadline, the downtown area crosswalks (RT2 fromBennoch Road to Westwood, Mill Street downtown area and the Rangeley Roadand Park Street Roundabout must be completed by that date. The remaining areasmust be accomplished by August 25th 2026.Before work can begin, the contractor must schedule a pre-work meetingwith the Director of Public Works to discuss the included work and provide aschedule of work.2. Employees BehaviorAll employees of the successful Proposer shall be competent and skilled in theperformance of the work to which they are assigned. Work zones shall be well marked and protected in themanner prescribed under the requirements of the Manual on Uniform Traffic ControlDevices.If necessary, the successful Proposer shall adjust their schedules to accommodate workbeing performed by the Town.3.Specifications:A.General:1. No markings shall be applied for a minimum of thirty days after paving orunless otherwise directed by the Town of Orono.2. All pavement lines and markings shall be applied in accordance with theManual on Uniform Traffic Control Devices.3. Longitudinal lines placed on tangent roadway segments shall be straight andtrue. Longitudinal lines placed on curves shall be continuous smoothly curvedlines consistent with the roadway alignment. All pavement markings placedshall meet the dimensions and layout as existed in the field prior to the start ofwork.4. Newly painted lines, markings, and curb shall be protected from traffic by theuse of cones, stationary vehicles or other approved methods until the paint isdry.5. Crosswalks will be painted according to MDOT square blocks and not ladders.We will not require you to remove the old ladder paint. The newly paintedcrosswalks shall match existing blocks widths.B.Preparation of Surface: Immediately beforeapplying the pavement marking paint to the pavement or curb, the surface shall be dryand entirely free from dirt, grease, oil or other foreign matter.the Town of Orono.Street sweeping shall be performed byC.Application:1. The wet thickness of paint without beads on final pavement lines shall be aminimum of 16 mils (0.400 mm).2. Glass beads shall be applied to the final lines, marking, and curb (All PaintedAreas) at the rate of 4.5 pounds per gallon (0.54 kg/L) of paint and in sufficientquantity to assure complete and uniform coverage of hand painted surfaces.3.
