Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to bereceived by the Purchasing Department before the submittal deadline. Any proposal, portionP25-19Page 2 of 12Common Use Technology Equipmentof a proposal, or requested proposal revision received at the City Purchasing Departmentafter the time and date specified will be returned to the Proposer unopened or, if by electronicsubmission, deleted without being opened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e., mailing fees) will be borne by theProposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from the successfulProposer. The evaluation of proposals and determination of the award will be at the discretionof the City and its judgment shall be final and without right of recourse by any Proposer.VIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.Upon request, a tax exemption certificate for the City of Bangor shall be furnished tothe successful Proposer.B. Bid Form and Requirements: The Bid Form (page 9) and all materials requested inSection XV: Additional Questions and Section XVI: Submission Format andEvaluation Criteria must be completed and returned with the proposal to beconsidered responsive.C. Required Insurance: Proposers are required to maintain the following insurancepolicies throughout the life of the project and name the City of Bangor as an additionalinsured where applicable and may be required to provide proof:1. Worker’s Compensation Insurance Statutory2. Employer’s Liability Insurance$500,000 each accident$500,000 disease – policy unit$500,000 disease – each employee3. Work ScopeBangor International Airport (BGR) is pursuing the installation of a Common Use PassengerProcessing System (CUPPS) with Common Use Terminal Equipment (CUTE) for passengerprocessing at ticket counters and gate service areas. CUPPS shall assist in terminaloptimization by providing flexibility in the assignment and sharing of key terminal resources.BGR is moving toward being 100% Common Use gates and ticket counters.BGR began the installation in 2024, and this is phase II of the hardware deployment. Thisaward is for the software and hardware for a period of five (5) years during which time a fulldeployment to nine (9) ticket counters and eight (8) gates is expected to take. The timing ofadditional expansion beyond what is listed in section X. Equipment is subject to futurebudgetary allocation. Also included in the project is airline branding with Gate InformationDisplays (GIDs) and integrating the Flight Information Display System (FIDS) monitors atgate locations for airline identification. The current FIDS system is managed through AlpineSystems and does not connect with existing CUTE.The qualified manufacturer/Value Added Reseller submitting a proposal shall be referred toas the vendor. The Vendor shall furnish all materials and equipment necessary to completethe job and provide detailed submittals of all materials and equipment to be used on theproject.The system must provide the capability for airlines to connect directly with and access theirnative, non-emulated host systems and applications; OR must be a fully compliant CUPPSIATA RP1797 solution (latest version). The system shall ensure that the Airport will be ableto take advantage of the latest technologies and upgrade features offered at the time of thisaward.X. EquipmentBGR requests a quote for:a) Gate workstations14 newo A gate workstation will include a proximate or dedicated printer for bag tagsand boarding passesb) Ticket counter positions 0 newo A gate workstation will include a proximate or dedicated printer for bag tagsand boarding passesc) GIDS screen controllers 2 newd) Fids screen controllers 0 newe) Software license for all new and existing locationsCabling and flatwork have been provided by the airport. Adjustments to this is outside thescope of this RFP and will be discussed with vendor after selection.P25-19Page 4 of 12Common Use Technology EquipmentXI. Special AttentionThe system will need to be operated by the following airlines upon installation: Allegiant American Airlines Breeze Delta UnitedSolutions should have the flexibility to accommodate other airlines that may serve BGR inthe future.Special effort shall be made to minimize the interruption of airline operations and anydisruptions of passenger service.XII. General System RequirementsCUPPS shall allow multiple airlines to share ticket counter positions and gate podiums byproviding secure applications access to each airline's respective native host system for ashared use environment; or shall be CUPPS compliant with the latest version of IATA RP1797 technical specifications.CUPPS system shall:1. Meet the technical requirements specified in this RFP.2. Provide a reliable and secure environment for Airport and Airline operations.3. At minimum, the CUPPS will be installed with the enhancements, functionality, andsoftware releases that are the most current and meet industry requirements at thetime of implementation.XIII. Additional Requirements1. Vendor must be able to provide 24/7 phone support to the end user. If offered, provideoptions for onsite support.2. The vendor shall perform the detailed configuration, engineering, installing, testing,and training for the total CUPS including the interconnectivity of system componentsand modules.3. The installation, commissioning, and maintenance of CUPPS will be defined in anagreement to be completed with the vendor selected under this RFP.4.
