This PROJECT IS A STANDARD LOW BID PROJECT and includes: GENERAL CONSTRUCTION, HVAC, AND ELECTRICAL SERVICES.
The work under this Contract shall generally consist of, but not necessarily be limited to,
providing all labor, material, devices, tools and equipment required for the construction of new 512 SF, two-story, Range Tower located at Range 7 on Fort Indiantown Gap Pennsylvania
National Guard Training Center, Annville, Lebanon County, PA and shall be in total accordance
with the specifications and drawings and subject to the terms and conditions of all other Contract
Documents.
ESTIMATED RANGE: General Construction - $800,001.00 - $1,000,000.00, HVAC - $20,001.00 - $50,000.00, and Electrical - $200,001.00 - $400,000.00
ESTIMATED RANGE: Liquidated Damages: General Construction - $270.00 per day, HVAC - $60.00 per day, and Electrical - $130.00 per day
MANDATORY PRE-BID CONFERENCE: The Pre-Bid Conference will take place on Wednesday April 29, 2025, at 11:00AM at Building 11-12 (map in bid docs), Lebanon County, PA.
ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION.
Questions are due back by COB 3:30PM EST on May 4, 2026.

Also, at least 3 days before starting anyearth disturbance activities, the contractor shall notify thePennsylvania One Call System Inc. at 1-800-242-1776 for buriedutilities location.2. Before implementing any revisions to the approved erosion andsediment control plan or revisions to other plans which may affectthe effectiveness of the approved E&S control plan, the contractorreceive written approval of the revisions from the LebanonConservation District.3. The contractor shall remove from the site, recycle or dispose of allwaste materials (tree stumps, brush etc.) in accordance with theDepartment's Solid Waste Management Regulations at 25 PACode 260.1 et seq., 271.1 e. seq. and 287.1 et seq.4. Before disposing of soil or receiving borrow for the site, thecontractor must assure that each spoil or borrow area has anerosion and sediment control plan approved by the LebanonConservation District, and which is being implemented andmaintained according to Chapter 102 regulations. The contractorshall also notify the Lebanon Conservation District in writing of allreceiving spoil and borrow areas when they have been identified.5. Only limited disturbance will be permitted to provide access toconstruct construction BMPs.6. Erosion and sedimentation controls must be constructed,stabilized, and functional before site disturbance within thetributary areas of those controls.7. After final site stabilization has been achieved, temporary erosionand sedimentation controls must be removed. Areas disturbedduring removal of the controls must be stabilized immediately.8. At the end of each working day, any sediment tracked orconveyed onto a public roadway will be removed and redepositedonto the construction site. Removal can be completed throughuse of mechanical or hand tools, but must never be washed offthe road by use of water.9. Sediment removed from E&SPC controls & facilities shall bedisposed of in landscaped areas outside of steep slopes,wetlands, floodplains or drainage swales and immediatelystabilized, or placed in topsoil stockpiles.10. All pumping of sediment laden water shall be through a dirt bagfiltration device, or equivalent sediment removal facility, overnon-disturbed vegetated areas. Discharge points should beestablished to provide for maximum distance to active waterways.11. Should unforeseen erosive conditions develop during construction,the contractor shall take immediate action to remedy suchconditions and to prevent damage to adjacent properties as aresult of increased runoff and/or sediment displacement.Stockpiles of wood chips, hay bales, crushed stone and othermulches shall be held in readiness to deal immediately withemergency problems of erosion.12. The contractor is advised to become thoroughly familiar with theprovisions of the Appendix 64, Erosion Control Rules andRegulations, Title 25, Part 1, Department of environmentalProtection, Subpart C, Protection of Natural Resources, Article III,Water Resources, Chapter 102, Erosion Control.13. A copy of this erosion and sedimentation control report and plansmust be posted at the construction site.14. Failure to correctly install sediment control facilities or failure toprevent sediment laden runoff from leaving the construction siteor failure to take corrective actions to immediately resolve failuresof sediment control facilities may result in administrative, civiland/or criminal penalties being instituted by the PennsylvaniaDepartment of Environmental Protection as defined in Section 602of the Clean Streams Law of Pennsylvania. The Clean StreamsLaw provides for up to $10,000 per day in civil penalties, up to$10,000 in summary criminal penalties, and up to $25,000 inmisdemeanor criminal penalties for each violation.2-0 STABILIZATION NOTES1. Stockpile heights must not exceed 35'. Stockpile slopes must be2:1 or flatter.2. Upon completion of an earth disturbance activity or any stage orphase of an activity, the contractor shall stabilize immediately thedisturbed areas to protect from accelerated erosion. Duringnon-germinating periods, mulch must be applied at the specifiedrates. Disturbed areas which are not at finished grade and whichwill be redisturbed within 1 year may be stabilized in accordancewith temporary seeding specifications. Mulch with mulch control netting or erosion control blankets mustbe installed on all slopes greater than 3:1.2-1 COMPOST FILTER SOCK1. Compost sock should be placed parallel to contours with bothends of the sock extended upslope at a 45 degree angle to therest of the sock to prevent end-arounds.2. Socks placed on earthen slopes should be anchored with stakesdriven through the center of the sock or immediately down slopeof the sock as per detail.3. Any section of compost sock, which has been undermined ortopped, must be immediately replaced.3-0 CONSTRUCTION SEQUENCE NOTES1. All earth disturbance activities shall proceed in accordance withthe following sequence. Each stage shall be completed incompliance with Chapter 102 regulations before any followingstage is initiated. Clearing and grubbing shall be limited only tothose areas described in each stage.2.
