Bid Title:	Foundation Repairs at the Placerville Schoolhouse

Description: 1. Request for Proposal Location: 400 Front St, Placerville, CO 81430 The San Miguel County Parks & Open Space department is seeking qualified bidders to repoint the foundation, remove the river rock around the foundation and replace it with a smaller gravel at the historic Placerville Schoolhouse. Early this year we had the historic foundation mortar as well as the modern mortar analyzed by Barlow Cultural Resource Consulting. The contractor will use this mortar analysis to match the mortar composition and color of the original mortar as closely as possible. The schoolhouse is located adjacent to Placerville Park at 400 Front St., Placerville. This project will include all preparations, machinery, labor and materials necessary. 2. Background The intent of this project is to increase the permeability of the mortar to prevent cracking and displacement. The original foundation was reinforced with a secondary inner foundation during renovation. Because of the composition of modern mortar used, and the fact that there are two layers of foundation, there is a permeability issue with the foundation. In addition, it was noticed that the river rock used in the drip area around the foundation was causing splash from the water shed off the roof. By using a smaller gravel composition, we hope to mitigate this damage. 3. Scope of Work and Deliverables San Miguel County requests proposals include: All preparations, machinery, labor and materials necessary to execute the scope of work Utilizing the attached mortar analysis to match the historic mortar on the original foundation in composition and color in composition and color Removing the modern outer mortar and repointing with the agreed upon mortar mix Removal of the river rock drip area around the foundation Replacement with a 3⁄4” clean gravel set to a depth of 4-6” Completing the scope of services with as little disturbance to County operations and schoolhouse reservations as possible Removal and disposal of any unused or waste materials Take protective measures, when working in or near school-house garden The site must be completed in a visitor ready condition A site pre-bid visit at the Placerville Schoolhouse location is mandatory in order to respond to this RFP. Proposal Requirements “Proposals must include clear descriptions of the contractor’s capabilities to perform the requirements of the RFP, including the following: Transmittal Letter. This short letter should outline the Contractor’s ability to provide the scope of services requested. Please describe the company, including: name, address, number of years in business, and primary contact. This letter must be signed by an officer who is authorized to bind the Consultant and state that the proposal is binding for 90 days from the submission deadline for proposals. Staff Experience. Include a brief description of each key staff member assigned to a typical project. Identify any sub-consultants proposed to serve on the project as well. Sample Projects. Include up to three (3) sample projects, including tasks and deliverables provided to the owner that are similar to what the County seeks. Include a brief description of the project, owner contact information, and project cost. Exceptions. Please include a statement regarding exceptions. If no exceptions are included, the County expects the Consultant will be able to sign the County’s contract and provide the required insurance and indemnification. Fee Estimate. Please submit a fee estimate for the total project cost for requested Scope of Word and Deliverables, including each of the tasks outlined in the scope of work and the total number of hours expected. Also, provide a menu of pricing for scenarios and strategies. Signatory Requirements. The Transmittal Letter must be signed by the contractor’s representative who is empowered with signatory authority for the company. The form may be accompanied by a Corporate Resolution.” 8. Proposal Submission The proposals must be submitted by 11/28/25 Mountain Time. Late proposals will not be accepted. It is the Consultant’s responsibility to see that the Proposal is received at the proper time. The County is not responsible for delayed deliveries due to connectivity problems. The time the proposal is logged as received in the County’s email system shall determine the official time received. Agreement for Services The contractor shall review and execute the Independent Contractor Agreement contract prior to beginning work. Upon award, this contract will define the project, the term and services to be performed. This is a legal-binding document between the contractor and San Miguel County. A draft Construction Agreement is attached for your review. The solicitation may be canceled by the County and any bid or proposals received by the County may be rejected in whole or in part when in the best interest of the County to do so. 10. Selection Procedure and Evaluation Criteria The County will have a Selection Committee for the evaluation and ranking of proposals. The County may conduct interviews if determined necessary after review of the proposals. The top three (3) ranked companies based upon the proposals (and interviews if held) will be given the opportunity to execute a professional services agreement with the County. If an agreement regarding scope and fee is not reached within a reasonable period, the County may pursue negotiations with the next-ranked firm or reissue the RFP altogether. The Proposals will be evaluated and rated based on the factors listed below. 11. • The site must be completed in a visitor ready condition
