SummaryThe San Mateo County Probation Department (“Department”) employs approximately 220-250 staff in three (3) locations: Redwood City, San Mateo, and South San Francisco. Probation personnel encompass a wide variety of diverse professionals in both Sworn and Non-Sworn capacities.
The Department is responsible for the supervision of approximately 2,500 adult and juvenile probationers. Probation represents the link between the application of appropriate consequences for illegal and delinquent behavior and the establishment of offenders transitioning to productive, law-abiding lives. This specialized criminal justice role of probation is a successful and cost-effective balance of both enforcement and treatment. Deputy Probation Officers (DPOs) are responsible for monitoring probationers in the community by enforcing court-ordered restrictions and providing access to rehabilitation programs, as well as promoting victim safety and restoration.
The Department's Professional Standards Unit coordinates and conducts mandated training for sworn officers, as well as administrative professionals. The Department is seeking qualified vendors to provide annual, standards-compliant training services for approximately 220-250 S worn and Non-Sworn probation staff across adult, juvenile and institutions, and administrative divisions. The Department’s mission includes ensuring public safety, staff readiness, legal compliance, and evidence-based supervision practices. Annual training is mandated by regulatory bodies, including the Board of State and Community Corrections (BSCC), California Commission on Peace Officer Standards and Training (POST), and California Code of Regulations Title 15.
The goal is to standardize skills sets and ensure high-level professional growth across the 2027 to 2030 training calendar year. Subject to compliance with all terms and conditions, the timeline for the term of this Agreement shall be up to three (3) years, with a commencing start date of July 1, 2027, including one (1) option to extend the term for an additional period not to exceed two (2) years.
The Department requires a comprehensive, scalable, and compliant training program that:
- Ensures all staff meet annual certification requirements
- Enhances officer safety and field readiness
- Maintains legal and procedural compliance
- Incorporates modern training methodologies
The Department reserves the right to award multiple contracts by training discipline, or award a single prime contractor with subcontractors.
