LEGAL NOTICEINVITATION TO SUBMIT QUOTATIONS
The Town of Smyrna requests quotations for annual contract mowing. Bidders shall submit sealed quotations in the format specified in the Invitation to Submit Quotations no later than 10:00 a.m. February 11, 2026 at which time bids will be publicly opened and read aloud. A Mandatory Pre-Bid Conference will be held at Town Hall on February 4th at 10:00 a.m. A representative from your organization must be present in order to bid on this contract. No bid may be withdrawn after the scheduled closing time for a period of 90 days. Bidding documents may be obtained at Smyrna Town Hall during regular business hours or www.town of smyrna.org . Quotations should be mailed or hand delivered to:

This bid covers theBuilding and Grounds Maintenance, Mapleview Cemetery, Utilities Department andStreet Department and Fire Administration.Smyrna Town Hall location:315 South Lowry StreetSmyrna, TN 37136B. The Town of Smyrna reserves the right to reject any and all bids, to waive technicalitiesor informalities and to accept any bid deemed to be in the best interest of the Town. Nobid may be withdrawn after the scheduled closing time for a period of 90 days.C. The bidder shall abide by and comply with the true intent of the specifications and nottake advantage of any unintentional error or omission, but shall fully address the fullintent and meaning of each aspect of the specifications.D. Section II, III, Agreement and all forms shall be completed and included as an integralpart of each bidder’s proposal. Successful bidder will be expected to enter into a contractAgreement with the Town of Smyrna. The winning bidder could be awarded the contract for atotal of 4 years. Vendors must observe all state and federal laws and have financial stability.Payment will be made within 30 days after the invoice is received. Questions should bedirected to the person listed with each location.The Town reserves the right to pick which sites will be contracted due to budgetary restraints.The Town reserves the right to start or stop jobs to be “contract” mowed anytime during themowing season. The Town also reserves the right to use more than one vendor.A Mandatory Pre-Bid Conference is scheduled for Wednesday, February 4 at 10:00a.m.The meeting will be held at Smyrna Town Hall Council Chambers, 315 South Lowry Street.If you are unable to attend – send a representative. Bidders must have a representativepresent to be awarded the bid. This is the only conference available. Maps will be availableat the Pre-Bid Conference and the Parks Office from Jimmy Stitt.LIST OF EQUIPMENT:DescriptionExample: John Deere 910Number of Units4Number of people that will be working on these fields.4PART A – BUILDING AND GROUNDS MAINTENANCE DEPARTMENTQuestions should be directed to Pete Johnson, Building and Grounds Maintenance Manager at615-459-1081.The time period to mow grass area is Monday through Friday BEFORE 7:30 a.m. orAFTER 4:30 p.m., or weekends.Mowing period for this agreement will begin around the middle of March till the middle ofOctober. Any mowing needed after that date will be on an as needed basis. Contractor willnot start work until given approval by Pete Johnson, Building and Grounds MaintenanceManager. Grass will be mowed every 7 days unless otherwise indicated. The Town reservesthe right to move mowing to 10-day rotation or stop mowing during slow growing periods.Height of cut will be at 2 inches. Grass must not be mowed when wet. Vendor will provideproof of equipment with variable cutting heights by submitting a listing of equipment that willbe used for this contract. Any equipment to be used on lawns must be approved by theBuilding and Grounds Maintenance Manager.Contractor is responsible for mowing away from all mulched areas including trees andvehicles. Clippings are not to be thrown or blown on vehicles. Vehicles that have clippingswill be sent to a local car washing business and the cost will be deducted from contractors’payment. Any mulch disturbed must be repaired the same day. If repairs are not done, theTown reserves the right to withhold payment for days work. All cutting debris must becleared from sidewalks and other paved areas.Weed eating will be done at time of mowing. Use of herbicide may be used, but areas andtype of herbicide must be approved by the Building and Grounds Maintenance Manager. Costof the herbicide will be the responsibility of the contractor. Curbs, sidewalks, drives, trees,stones and fences will be cleared with weed eater.The area to be mowed and the price per cut is as follows:LOCATION1. TOWN HALL 315 SOUTH LOWRY STREET2. JUSTICE CTR 400 ENON SPRINGS EASTPRICE$_____________$_____________TOTAL PART A - BUILDING & GROUNDS$_____________Poor performance on the part of the contractor will be communicated to the contractor bywritten notification from the Building & Grounds Maintenance Manager. After two letters ofpoor performance the Town has the option to cancel agreement immediately by another letter.All invoices will be turned into the Building and Grounds Maintenance Department onTuesday by 4:00 p.m. The Town requires contractor to submit job completion sheets (suppliedby the Town) each week for monitoring and work inspection. The Town reserves the right torenew this agreement up to four years by mutual agreement with the vendor.5
