The Board of Trustees(“Board of Trustees”) of the Library District is a body corporate with all the powers and rights oflike or similar corporations serving more than 870,000 Library District residents.All management and control of the Library District is vested in a Board of Trustees consisting offive Trustees appointed by the County Executive of St. Louis County, Missouri. The Trustees servestaggered four-year terms.The Board of Trustees appoints a qualified librarian who holds that office at the Board of Trustees’pleasure as the chief executive and administrative officer (“Director”) of the Library District.The Board of Trustees has the power to purchase grounds, erect appropriate buildings and improveexisting buildings for the use of the Library District and its branches out of funds available orthrough the issuance of bonds or otherwise.The Library District was established by a vote of the residents of St. Louis County, Missouri in1946. In 1947 the first library building opened and was quickly followed by two branch locationsin the heavily populated portion of North County. The 1960s saw an additional four branches,including a new Headquarters building and the first of many building expansions. This buildingboom resulted in the construction of branches throughout the 524 square miles of St. Louis County,Missouri. A tax levy passed in 1973 allowed the Library District to add 12 branches to the system,bringing the total number of branch locations to 20. The Library District is supported primarily bythe property taxes of Library District residents.The Library District is seeking the professional and engineering services for all material testingand special inspection services required by the current Building Code and those testing andinspections which are identified in the Contract Documents.The required material testing and special inspection services will consist of as-requested servicesduring the earthwork and building construction.GENERAL REQUIREMENTSThe Project is subject to all applicable laws of the State of Missouri governing the Library District,including, but not limited to, the following:● Missouri law prohibits all employers from employing aliens unlawfully present in the United Statesto perform work within the State of Missouri, including the Project and Responders must complywith the provisions relating thereto in Section 285.530, RSMo., as amended.● All Responders on Library District contracts for services in excess of $5,000 must provide theLibrary District with documentation and a sworn affidavit, with respect to employees working inconnection with the contracted services, affirming enrollment in a Federal Work AuthorizationProgram (“FWAP”). The affidavit shall also provide that the Responder does not knowinglyemploy any person in connection with the contracted services who is an unauthorized alien. Suchaffidavits must be provided with the Response to this Request for Qualifications.● Every transient employer must comply with Sections 285.230 through 285.234, RSMo., asamended, when applicable.● Pursuant to Section 34.600 RSMo, in the event that the contract for the services described in thisRequest for Qualifications is for $100,000 or more, and the successful Responder employs ten (10)or more employees, the contract shall include a written certification that the Responder is notcurrently engaged in and shall not, for the duration of the contract, engage in a boycott of goods orservices from the State of Israel; companies doing business in or with Israel or authorized by,licensed by, or organized under the laws of the State of Israel; or persons or entities doing businessin the State of Israel.● In addition to the general requirements listed above, the successful Responder shall comply withall laws, ordinances, regulations, and orders of federal, state, county, and local governing authoritiespertaining and applicable to the successful Responder and/or the Library District.Applicable insurance coverage must be provided by the successful Responder before any work can bestarted on the Project.SCOPE OF SERVICESThe Library District intends to engage a firm to provide material testing and special inspection services asdescribed herein for:Chesterfield Branch – CB – (16431Main Circle Drive) The Library District plans to demolish the existingbuilding and build a new 20,700 square foot single story public library branch on the existing site. Theconstruction of this project is currently scheduled to commence in the first quarter of 2026.Material Testing and Special Inspection ServicesThe scope of services includes providing material testing and special inspection services on behalfof the Library District. The type of testing and inspection services will be defined for each projectin the Contract Documents. The following is a list of typical services anticipated:(a) Special Inspections1. Wind Resistant Components2. Designated Seismic System Verifications3. Exterior Insulation & Finish Systems4. Sprayed Fire-Resistant Materials5. Mastic & Intumescent Fire-Resistant Coatings6. Fire-Resistant Penetrations & Joints7. Additional Structural and Mechanical Special Inspections Requirements8. Other Special Inspections indicated in the Contract Documents(b) Testing and Inspecting1. Concretei.Inspections1. Steel reinforcement placement2. Steel reinforcement welding3. Headed bolts and studs4. Verification of use of required design mixture5. Concrete placement, including conveying and depositing6. Curing procedures and maintenance of curing temperature7. Verification of concrete strength before removal of shores andforms from beams and slabsii. Testingiii. Measure floor and slab flatness and levelness2. Masonry testing and inspection3. Structural Steeli. Testing and inspection of bolted and welded connectionsii. Testing and inspection of shear connectors4. Steel Deck testing and inspections5.
