Sealed bids are invited and will be received by the Town of Roxbury until 11:00 AM on March 10, 2026, at the First Selectman’s Office, Roxbury Town Hall 29 North Street, PO Box 203, Roxbury, CT  06783, at which time and place they will be publicly opened and read aloud.  To receive consideration bids must be in the hands of the authorized representative, no later than the day and hour mentioned above.

Proposals must be submitted on the forms provided and in a sealed envelope addressed to Patrick Roy, First Selectman, Town of Roxbury, PO Box 203, 29 North Street, Roxbury, CT 06783 and plainly marked with the appropriate title “Roxbury Firehouse Ambulance Addition”

A mandatory pre-bid conference will be held on February 18, 2026, from 12:00 PM.    All prospective bidders are required to attend.

This contract is subject to state spending allocation goals and contract compliance requirements. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. §§ 4a-60, 4a-60g, and 46a-68b through 46a-68f.

State law requires a minimum spending allocation goal of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the spending allocation goals.

A satisfactory Bid Bond or Certified Check, in an amount equal to five percent (5%) of the base bid, must be submitted with each bid.  The Bid Bond shall be made payable to the Town of Roxbury and shall be properly executed by the Bidder.  A 100% Performance, Labor and Material Bond is also required.  All sureties must be listed on the most recent IRS circular 570.

The attention of bidders is directed to the requirements of this contract which require payment of Davis-Bacon wages, compliance with certain local, state requirements.

Note: Any addenda to this bid will be issued via email from the plan room. Contractors intending to bid must register with Advanced Reproductions to receive addenda and/or additional information.

The Town of Roxbury reserves the right to accept or reject any or all bids; to waive any informalities, or to accept any bid deemed in the best interests of the Town of Roxbury.

All bids will be considered valid for a period of sixty (60) days.
