The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide consultant services in updating its Bicycle, Pedestrian, and Trails Master Plan (referred to in throughout this RFP as "Bicycle, Pedestrian, and Trails Master Plan 2035" (“BPTMP 2035”)). More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

BackgroundWest Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with 9 departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, public works, and parks and recreation. The City also provides water service and maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.
The City prepared its first BPTMP in 1990, just three years after incorporation. The plan has been revised twice in 2013 and in 2018, and minor project-specific changes were integrated into the plan in 2024. The BPTMP is prepared in coordination with the West Sacramento General Plan 2035 and Mobility Element, the Mobility Action Plan, City Specific and Master Plans, the Sacramento Area Council of Governments Regional Trail Network, the Great California Delta Trail Master Plan, Yolo County and Yolo Transportation District planned trail network, West Sacramento Parks Master Plan trail policies, the Transportation Impact Fee Program, and other related city and regional policy documents and plans.
Supporting active transportation and outdoor recreation have been municipal priorities since incorporation, and the City has made significant progress in creating a comprehensive network of public trails, bicycle lanes, and sidewalks that reach most of the City with 52 miles of Class I trails, 45 miles of Class II bicycle lanes, emerging Class IV facilities and 150 miles of Low Traffic Stress streets safe for mixed-traffic bicycling.
Th BPTMP 2035 update will build on the foundation of public engagement, participation, and analysis from the last major update completed in 2018, and further expand opportunities for the community to take part in guiding development of the network over the next ten years with updated concepts, corridors, and policies. The BPTMP 2035 will update required data collection, data analyses, maps, case studies, and implementation strategies to reflect changes and what we have learned.
The project is funded by an SB-1 Sustainable Communities Grant and matching funds provided by the City of West Sacramento. The Sustainable Communities Grant will provide up to $309,855 for consultant services.
