INVITATION TO BID

BIDS FOR MAINTENANCE AND MOWING SERVICES FOR THE GREENWAY TRAIL

COORIDOR

Notice is hereby given that bids for the maintenance and mowing of the Greenway trail

corridor will be received by the City of Bella Vista (the Owner) until 4:00 PM., local time,

March 16, 2026. Bids received after this time will not be accepted. Sealed bids will be

received in-person or by mail, at the following location. No electronic or emailed bids will

be considered.

Bids shall include a completed bid form, three (3) landscaping references with name and

telephone number, and a W-9 tax identification form. Bid documents shall be sealed

within an envelope labeled with the bidder’s name and bid name ‘Maintenance and

Mowing Services for the Greenway Trail Corridor’. No incomplete bids will be accepted.

For a term to begin on or near April 13, 2026, for a period of 32 weeks or less, as

determined by the Planning and Development Director, from the date of award, the

contract shall provide for the maintenance of the Greenway trail corridor with the

following methods:

Mowing, Edging, and Weed eating

• At an interval of once every two weeks, mow a 5’ wide, on average, swath from

both edges of the Blowing Springs Greenway ranging from its intersection with

Manchester Drive and eastward to its termination at Metfield Park (Approximately

1.9 miles of trail)

• At an interval of once every two weeks, mow a 5’ wide, on average, swath along

both edges of the Razorback Greenway and connector trail on the eastern and

western sides of the Mercy way Bridge (Approximately 0.21 miles of trail)

• With each mow: tree trunks, posts, signs, fences, culverts, etc. require weed eating

• With each mow, trail should be blown of debris and grass chippings

• Trail should be edged 3 times throughout the contract; once early, once in the

middle, and once as the grass goes dormant for the season

• Every effort should be made to create a safe environment for the contractor and

trail and roadway users

• Native wildflowers and pollinators should be present and promoted in identified

areas. The removal of non-native invasive species within trail corridor shall be

considered.

Trim and Prune Trees as Necessary

• As trees, shrubs, and bushes grow into the corridor of the trail, they may require

branch trimming or pruning.

• Trees and deadfall that enter the trail corridor may need bucked and dispersed.

Miscellaneous

• Maintain sightlines near street and trail intersections for safety of trail users. Ensure

growth is low enough to meet sight triangle standards for trail users and drivers.

Proposers shall be qualified to do business and licensed in accordance with all

applicable laws of the state and local governments where the project is located.

Pursuant to A.C.A. §22-9-203, the City of Bella Vista encourages all qualified small,

minority, and women-owned business enterprises to bid on and receive contracts for

goods, services, and construction. Also, the City of Bella Vista encourages all general

contractors to subcontract portions of their contract to qualified small, minority, and

women-owned business enterprises.

The City of Bella Vista reserves the right to reject any or all bids, or to waive any

informalities in bidding where such acceptance, rejections, or waiver is considered to be

in the best interest of the City of Bella Vista. All Bidders shall agree that such rejection shall

be without liability on the part of the Owner for any damage or claim brought by any

Bidder because of such rejections, nor shall the Bidder seek any recourse of any kind

against the Owner because of such rejections. The filing of any bid in response to this

invitation shall constitute an agreement of the Bidder to these conditions.

If selected as the lowest reasonable bidder, a contract will be negotiated between the

bidder and the Owner using the unity price bid amount not to exceed the total amount.

prices. Quantities are estimated and subject to change for a variety of reasons.

Estimated quantities assume an April 13th contract start date and a full mow and

trim every two weeks, with an edging at the contract beginning, middle, and end,

occurring November 23rd at the latest.
