Through a Request forProposal process described herein, persons and/or firms interested in assisting the BOROUGHwith the provision of such services must prepare and submit a Proposal in accordance with theprocedure and schedule in this RFP. The BOROUGH will review Proposals only from thosepersons and/or firms that submit a Proposal which includes all the information required to beincluded as described herein, as determined in the sole and absolute discretion of theBOROUGH. The BOROUGH intends to qualify persons and/or firms that (a) possess theprofessional, financial and administrative capabilities to provide the proposed services, and (b)will agree to work under the compensation terms and conditions determined by the BOROUGHto provide the greatest benefit to the taxpayers of New Providence. The services of successfulRespondents may be procured as soon as March 1, 2026.DEFINED TERMSThe following definitions shall apply to and are used in this Request for Qualifications:"BOROUGH" - refers to the BOROUGH OF NEW PROVIDENCE."Proposal" - refers to the complete responses to this RFP submitted by the Respondents."Qualified Respondent" - refers to a Respondent who (in the sole and absolute discretion ofthe BOROUGH) has satisfied the qualification criteria set forth in this RFP."RFP" - refers to this Request for Proposals, including any amendments thereof orsupplements thereto."Respondent" or "Respondents" - refers to the interested persons and/or firm(s) that submit aProposal.CONTRACT FORMIf selected, a respondent shall be required to execute the BOROUGH's form contract,2which includes, among other things, indemnification, insurance, termination and licensingprovisions. A complete copy of a draft BOROUGH form contract is available upon request.It is also agreed and understood that the acceptance of the final payment by a vendor shallbe considered a release in full of all claims against the BOROUGH arising out of, or by reasonof, the work done and materials furnished under the contract.REQUIREMENTS OF THE PROPOSALSRECREATION SPORTS PROGRAMS1. BOROUGH OF NEW PROVIDENCE FACTS AND FIGURES – The BOROUGHOF NEW PROVIDENCE is a legal, governmental entity. The BOROUGH was incorporated in1899 and operates under N.J.S.A 40A:60-1, et seq., the borough form of government. TheBOROUGH is governed by a mayor and borough council. The Borough Council sets policy,adopts the operating and capital budgets for the BOROUGH, enacts ordinances and sets thedirection of how the BOROUGH OF NEW PROVIDENCE will provide government services.The Mayor is elected and is the chief executive. The Borough Administrator carries out thepolicies adopted by the Mayor and Borough Council.The BOROUGH's population is approximately 14,500 and it consists of approximately4 square miles of area. The BOROUGH provides a full range of municipal services.The BOROUGH's operating budget is approximately $27 million.2. NATURE/ SCOPE OF SERVICES – The BOROUGH hereby solicits Proposals fromRespondents that have expertise in providing sports instruction for kids and adults. The specificsof the program are set forth as follows:MULTI-SPORT CAMPSThe New Providence Community Activities Department seeks sports programs whichwill expose young kids to a variety of different sports, such as soccer, baseball, flagfootball, basketball, lacrosse, track & field, and golf. Participants will learn thefundamentals through dynamic drills and fun group games.Contractor will have a minimum of three years’ experience in delivering youth sports andyouth activity camps in recreation or school settings for ages 2-14.Instruction may be conducted during the school year as a weekly class or during schoolbreaks as a camp. The Community Activities Department will collect the participant feesand pay the program provider based on the terms of agreement.The Community Activities Department will market the program in its materials throughthe school systems, on its website (www.newprov.us/191/community-activities), and inlocal publications. If the program provider seeks to distribute a stand-alone flyer for itsprogram, it may do so only with the permission of the Community Activities Departmentand must supply the flyer(s) for distribution.3The contractor is responsible for advising the Community Activities Department wheninjuries to participants occur and for completing accident reports. Reports shall be filedon the same day of injury by the class supervisor or by the contractor’s businessrepresentative.CHILDREN’S AGE GROUP TENNISThe New Providence Community Activities Department seeks tennis programs that willinstruct children in the fundamental skills of recreational tennis with emphasis on properwarm-up, racket grip and control, drills and games to develop agility, balance andcoordination, stroke and volley skills, serve skills, and drills and activities to learn gamesituations.Contractor will have a minimum of three years’ experience in delivering progressiveyouth and adult tennis instruction and youth tennis activity camps in recreation or schoolsettings for ages 3-adult.Tennis will be offered during Spring, Summer and Fall as classes or camps. TheCommunity Activities Department will collect the participant fees and pay the programprovider based on the terms of agreement.Classes will be offered at different levels: Beginner, Intermediate, and Advanced to meetthe wide range of ability and experience within our population.The Community Activities Department will market the program in its materials throughthe school systems, on its website (www.newprov.us/191/community-activities), and inlocal publications. If the program provider seeks to distribute a stand-alone flyer for itsprogram, it may do so only with the permission of the Community Activities Departmentand must supply the flyer(s) for distribution.The contractor is responsible for advising the Community Activities Department wheninjuries to participants occur and for completing accident reports. Reports shall be filedon the same day of injury by the class supervisor or by the contractor’s businessrepresentative.ADULT INSTRUCTIONAL AND FITNESS RELATED TENNISThe New Providence Community Activities Department seeks tennis programs for adults18 and over to accommodate players of all abilities. Instructional programs shouldenable participants to learn proper technique and the fundamentals of tennis withopportunities to refine and improve their game from week to week. Fitness related tennisprograms will incorporate cardio and exercise regimes into the game of tennis.The Community Activities Department will market the program in its materials throughthe school systems, on its website (www.newprov.us/191/community-activities), and inlocal publications. If the program provider seeks to distribute a stand-alone flyer for itsprogram, it may do so only with the permission of the Community Activities Departmentand must supply the flyer(s) for distribution.The contractor is responsible for advising the Community Activities Department wheninjuries to participants occur and for completing accident reports. Reports shall be filed4on the same day of injury by the class supervisor or by the contractor’s businessrepresentative.3. SUBMISSION REQUIREMENTS – Respondents must demonstrate satisfactoryexperience in providing the program which the proposal seeks. Respondents should submit aProposal that contains the following:A. The name of the Respondent, the principal place of business and, if different, theplace where the services will be provided;B. A description of Respondent's overall experience in providing the type of servicessought in the RFP. At a minimum, the following information on past experienceshould be included as appropriate to the RFP: (i) description and scope of work byRespondent; (ii) explanation of perceived relevance of the experience to the RFP;and (iii) the education, qualifications, experience, and training of all persons whowould be assigned to provide services along with their names and titles;C. A narrative statement of the Respondent's understanding of the BOROUGH'sneeds and goals;D. A listing of all other engagements where services of the types being proposedwere provided in the past five (5) years. Contact information for the recipients ofthe similar services must be provided. The BOROUGH may obtain referencesfrom any of the parties listed;E. A listing of all immediate relatives of the officers, directors or managing agents ofRespondent who are BOROUGH employees or elected officials of theBOROUGH. For purposes of the above, "immediate relative" means a spouse,parent, stepparent, brother, sister, child, stepchild, direct-line aunt or uncle,grandparent, grandchild, and in-laws;An Affirmative Action Statement (sample language attached);A completed Non-Collusion Affidavit (copy of form attached);A completed Owner Disclosure Information form (copy of form attached);A completed Disclosure Statement (copy of form attached);A statement that the Respondent will comply with the General Terms and Conditionsrequired by the BOROUGH and enter into the BOROUGH's standard multi-sportinstruction for kids Contract;A copy of the Respondent's Business Registration Certification.4. FINANCIAL PROPOSAL – Respondents should submit a financial proposal thatresponds to the services requested in the RFP and includes the form as indicated herein. Thepayment to the Borough by the Respondent must be on a percentage basis per paid registration.In addition, the Respondents are asked to provide the price it will be charging participants for itsprograms.5
