IntroductionThe City of Craig, Colorado (“City”) is seeking Request for Proposals (RFP) from experienced firms specializing instatistically valid public opinion polling, community surveying, and strategic public engagement. The selectedConsultant will support the City as it prepares for a potential November 2026 tax initiative related to the proposedCraig Sports Complex. Accurate public sentiment is critical for long‑term financial planning and ensuringtransparent, community‑driven decision making.II. Project BackgroundCraig’s two outdoor seasonal pools have long served as core recreational amenities. The lap pool is nearing 50years of service, while the wave pool recently celebrated its 40th anniversary. Both are heavily utilized andincreasingly costly to maintain.A 2022 Feasibility Study identified:• Approximately $2 million in repairs needed to bring existing pools to standard.• Strong community support for a year‑round indoor aquatic facility.• Public desire for additional indoor recreation space such as gymnasiums.In 2025, the City engaged Ohlson Lavoie Corporation (OLC) to complete Phase 1 Programming & Concept Planningand Phase 2 Schematic Design. With design and planning advancing, the City now seeks a qualified polling andpublic engagement partner to help guide the next phase: community sentiment validation, strategiccommunication, and ballot‑related preparation.1III. Minimum QualificationsConsultants must meet the following minimum requirements:• Completion of at least three (3) comparable municipal or ballot‑related polling or public outreach projects withinthe past five years.• Demonstrated experience working with Colorado municipalities, specifically within the parks and recreationsector (preferred).• Demonstrated experience conducting statistically valid surveys with transparent methodology.• Ability to deliver project management, reporting, and public engagement materials on schedule.IV. Scope of Services & DeliverablesA. Funding Proposal Recommendations• Analyze potential funding strategies.• Provide data‑informed messaging guidance.B. Community Voting Analysis• Develop voter profiles and turnout likelihood models.• Identify key demographic and attitudinal segments.C. Community Survey Development & Implementation• Firm to create detailed survey(s) to lead the mailing and return of complete surveys, and compile andanalyze results.• Number of surveys to be identified by the Consultant to be a statistically valid surveyproviding a high level of confidence. The City of Craig is seeking guidance from the professional consultantto establish methodology as it relates to a high level of confidence, validity and community makeup. Thesurvey must be statistically valid utilizing the following at a minimum (but not limited to):a. Mail out a pre‑notification postcard prior to mailing the survey.b. Mail out/mail back methodology with pre‑addressed, postage paid return envelope.c. At least one (1) text message to encourage responses.d. Providing pre‑addressed, postage‑paid return envelope.e. Weighting the results as necessary to accurately reflect the demographics of the population.f. Formatted survey, printing, mailing, receipt of responses and compilation of results.g. Detailed analysis of survey results.• Develop informational strategies to be sent to all registered voters providing them with updates on project.• Develop messaging for presentations.• Prepare a list of Frequently Asked Questions (FAQ) with answers.• Multi‑platform distribution strategy (mail, digital, text).• Final report, data tables, and cross‑tabulations.• Consultant warrants that all surveys shall be conducted using professionally accepted statisticalmethodologies consistent with the confidence levels and margins of error stated in this RFQ.• If the City determines that survey results are materially unreliable due to methodological flaws, samplingerrors, weighting errors, or Consultant negligence, the Consultant shall, at no additional cost to the City,correct the deficiencies or re-administer the survey as directed by the City.2D. Community Task Force Support• Identify and engage with Community Champions for the project.• Facilitate up to two (2) meetings.• Provide talking points and advocacy tools.E. Public Engagement Timeline & Budget• Produce a detailed engagement calendar through November 2026.• Provide a budget outlining recommended communication phases.F. Graphics & Media Support• Produce informational graphics, social media assets, digital ads, and print materials.• Ensure message consistency across all public‑facing platforms.G. Presentation to City Council• Present survey findings, engagement insights, and funding recommendation analysis.H. Ballot Question Assistance• Provide preliminary review and final ballot language questions.• Produce community‑facing ballot education materials (non‑advocacy).I. Non-Advocacy and Election Law ComplianceConsultant’s services related to polling, surveys, messaging, public engagement, and ballot-related activitiesshall be limited to non-advocacy, informational, and educational activities, as further governed by the electionlaw compliance requirements set forth in Attachment B.J. Optional Services -List of Additional Services Offered by Firm that May Enhance Overall Project,If Available.V. Proposal Submission RequirementsProposals must include the following, in order:1. Cover Letter – Firm name, address, contact information.2. Statement of Qualifications – Overview of firm capabilities and team roles.3. Relevant Project Experience – Summaries of three (3) similar projects.4. Key Personnel – List and brief biographies of assigned team members.5. Approach & Methodology – Proposed process, tools, and communication strategy.6. Deliverables & Timeline – Expected sequencing and major milestones.7. Detailed Budget & Fee Proposal – Itemized by:• Community Survey• Task Force Support• Graphics & Media• Presentation to City Council• Reimbursable Expenses8. Optional Services Pricing (if offered).3*Please note, City staff does not have capacity to provide support services or separately lead any mailings orestablishment of community groups. Project budget should outline all expenses per tasks.VI. Evaluation CriteriaProposals will be evaluated on:• Experience & Qualifications – 30%• Approach & Methodology – 30%• Team Expertise – 20%• Fee Proposal – 10%• Overall Value to the City – 10%The City may shortlist firms for interviews but is not required to do so. Selection is based on best overall value, notlowest cost.VII.
