The final design also includes environmental tasks described in more detail in the scope below. SAFCA expects the selected consultant to use the partial design documents in preparing the final design but makes no representation of the suitability or completeness of any part of those documents.
BackgroundA grant application that was submitted to the FEMA Building Resilient Infrastructure and Communities (BRIC) grant program in 2022 using nominally 35% designs. The project was awarded funding by FEMA in early 2024. The recipient of the award was the State of California (through the California Office of Emergency Services, CalOES), with the City named as a subrecipient. SAFCA is the implementing agency for the project through a Memorandum of Understanding (MOU) with the City and will manage the work contracted under this RFP.
Because of the nature of the funding, this procurement process is guided by State and Federal law, regulations, and guidelines including but not limited to the procurement standards in 2 CFR Part 200 Subpart D and the conditions of the grant as shown in Attachment 1 to the RFP. The selected firm or firms will be expected to take a proactive role in ensuring that their work complies with and helps SAFCA and the City comply with these directives. Under the terms of the grant, contractors are subject to the same policies, procedures, conditions and certifications as the grant recipients and subrecipients.
