Summary

The County of Orange, Sheriff-Coroner , (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Facility Lighting Maintenance . The County has attempted to provide all information available. It is the responsibility of each Bidder to review, evaluate, and, where necessary, request any clarification prior to submission of a bid. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work.

This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits. Background

The Orange County Sheriff’s Department, has facilities requiring routine and as-need lighting, inspection, testing, cleaning, corrective maintenance, service, replacement, and minor alterations. Minimum frequency and tasks to be in accordance with all manufacture specifications and recommendations, County tasks and duties, State, Federal, Local laws, and regulatory requirements.

In addition to routine scheduled service and planned corrective maintenance, Contractor shall be available for emergency services twenty-four (24) hours a day, seven (7) days a week, three-hundred sixty-five (365) days a year.

Contractor shall perform scheduled and on-call tasks and duties at the following service locations and upon request by the County, may respond to various other locations not listed for as-needed services, to include any current or future Sheriff maintained facility.

This solicitation requires a mandatory two-day job walk on May 19, 2026 and May 20, 2026 at 8:00AM (PST). Security Clearance is required prior to job walk. It is the vendors responsibility to submit their security clearance right away. Vendors must RSVP on OpenGov prior to May 1, 2026 at 12:00PM (PST) to be eligible to attend the mandatory job-walk. OCSD is requesting only one (1) attendee per vendor to attend the job-walk. Vendors must read the Model Contract in its entirety prior to submitting RSVP for the job-walk.

Mandatory Requirements: Security Clearance and Job Walk
Please be aware that a security clearance is required for this solicitation. Additionally, a mandatory two-day job walk will be held for all prospective vendors on May 19. 2026 and May 20, 2026.

Security Clearance:
Details regarding the security clearance application process are in the Attachments Section of this solicitation. It's the vendor's sole responsibility to submit their security clearance application immediately. Security clearance application may take up to 3 weeks. Vendor must send confirmation of approved security clearance to Deputy Purchasing Agent Adam Mitchell at amitchell@ocsheriff.gov prior to job walk. Please understand that all attendees must have a successful security clearance approval to be allowed to attend the job walk. The County is not responsible for any delays or inaccuracies in information submitted by the vendor that may affect security clearance processing.

Mandatory Job Walk:
The schedule and location for the two-day job walk will be provided in a separate attachment. Due to space constraints, ideally one individual per vendor is preferred for attendance, with a maximum of two individuals allowed.

RSVP and Notification:
To confirm your attendance at the mandatory job walk, please RSVP within this solicitation. You must also submit your security clearance information promptly and notify Deputy Purchasing Agent Adam Mitchell of your intention to attend. This notification must be sent via email to amitchell@ocsheriff.gov by May 1, 2026, at 12:00 PM PDT.
