Respondents are asked to provide pricing for the following. Upon collection of responses the NURA will select a firm to award a contract to the selected firm for services at all properties released for services in the program.

1. Corner Staking

  • Provide visible staking and flagging for field identification.

2. Prepare a House Location Plan (HLP) or Site Plan showing:

  • Proposed structure footprint
  • Distances from property lines (setbacks)
  • Driveways, walkways, and other improvements
  • Easements and encumbrances
  • Verify compliance with zoning setbacks and applicable development regulations.
  • Best Management Practices (BMP) Layout

Purpose of the Invitation to Bid
The City of Newnan has been awarded $4.6 million through a Congressionally Directed Spending
allocation in the FY2023 Federal Budget. The Newnan City Council has authorized the Newnan
Urban Redevelopment Agency (NURA) to serve as the administrator of these funds. The program
includes two primary activities: the rehabilitation of owner-occupied housing units and the construction
of new homes on City-owned lots. These new homes will be sold to low-, moderate-, and middle-
income families whose household income is at or below 120% of the Area Median Income (AMI) for
Coweta County. NURA reserves the right to reject any or all responses determined not to be in the
best interest of the program.
Estimated Program Budget
The current HUD approved budget for the surveying services is $15,000
The program will serve and estimated 16 new construction lots.
Scope of Work

State Board of Licensure requirements for Professional Land Surveyors
Local jurisdictional requirements (city/county)
Applicable subdivision and zoning ordinances

Coordination

One original, one hardcopy, and one digital copy of the response must be delivered to the City of
Newnan, Attn: Chalk Level Area Housing Rehabilitation Program (Andrew Moody), 25 LaGrange
Street, Newnan, GA 30263.
This ITB is made available to firms that have previously been qualified by the Newnan Urban
Redevelopment Agency through a response to the open-ended Request for Qualifications. Any
response may be withdrawn or modified prior to acceptance.
Administrative Reservations
Neither the NURA nor the City of Newnan will be responsible for any costs associated with the
