INTRODUCTION:The Sanilac County Sheriff’s Office is seeking proposals for the outfitting of one 2025 ChevroletExpress 3500 15 Passenger Van, with vehicle equipment (listed in Product Requested), andinvites individuals (Offerors) to submit proposals in accordance with the outlines andspecifications contained in this request for proposals (RFP). This RFP contains specificrequests for information. In responding to this RFP, Offerors are encouraged to provide anyadditional information they believe is relevant. The Sanilac County Sheriff’s Office shall evaluatethe proposals and may request additional information to include interviewing the Offerors todetermine their ability to provide the requested items sought to be purchased.II. Release of RFP. This RFP will be placed on the Counties website atwww.sanilaccounty.net, and prospective Offerors may direct questions about the RFP toLt. One (1) copies of the proposal and supportingdocuments shall be submitted to the Sanilac County Sheriff’s Office. Proposals must bein the format specified in ITEM 5 below and must be signed by the Offeror.The deadline for receipt of proposals by the Sanilac County Sheriff’s Office is 9:00amEST, Friday, April 3, 2026. Proposals will be date stamped and the time receiveddocumented on the proposal envelope upon receipt.All proposals shall be submitted in sealed envelopes marked “Proposal for CorrectionsTransport Van”All proposals must be addressed to:Lt. Elk StreetSandusky, Michigan 48471SEALED PROPOSALPage 1 of 4A proposal may be modified by an Offeror prior to the deadline for submission of proposals bydelivery of a written modification to the above address. The sealed envelope shall be marked“Modification to Proposal for Corrections Transport Van”.A proposal may be withdrawn prior to the deadline for submission of proposals by deliveringwritten, telephone or email notice to the person listed above.Any proposal or modification received after the deadline for submission for proposals will beconsidered late. Unless a late proposal is the only one received, no late proposal or latemodification will be considered unless it would have been timely but for the action or inaction ofthe Sanilac County Sheriff’s Office. Time limits will not otherwise be waived.Proposals will not be opened publicly but will be opened in the presence of witnesses. Neitherthe register of proposals nor the proposals themselves will be open to public inspection untilafter the award of the purchase contract. Offerors may request in writing nondisclosure ofconfidential data. Such data shall accompany the proposal and shall be readily separable fromthe proposal in order to facilitate eventual public inspection of all proposals.c.) Evaluation of Proposals. Proposals will be evaluated by the Sanilac County Sheriff’sOffice using the criteria listed in ITEM 7 below. During the evaluation process, theSanilac County Sheriff’s Office may seek clarification from Offerors, but SHALL NOTnegotiate with Offerors.d.) Selection of Offeror. The individual proposal selected and those individual proposals notselected will be notified in writing by the Sanilac County Sheriff’s Office. Selection DOESNOT constitute an obligation to purchase from the successful Offeror.III. AMENDMENTS TO REQUEST FOR PROPOSALS:If there are any amendments to this RFP, they shall be in writing and shall be mailed to allindividuals who received the RFP. Amendments shall be distributed with sufficient time to allowOfferors to consider the amendments in preparing their proposals. If necessary, the deadline forsubmission of proposals shall be extended by the amendment.The written acknowledgment form mailed with the amendment shall be completed by the Offerorand submitted with the proposal as evidence of receipt of the amendment.IV. CANCELLATION OF REQUEST FOR PROPOSALS; REJECTIONOF PROPOSALS:The Sanilac County Sheriff’s Office reserves the right to cancel this RFP at any time and for anyreason.Any and all proposals may be rejected in whole or in part when it is in the interest of the SanilacCounty Sheriff’s Office to do so. The Sanilac County Sheriff’s Office shall not be responsible forthe payment of any costs incurred by the Offeror in the preparation or submission of a proposal.The issuance of this RFP, the receipt of proposals or the selection of an individual in no mannerobligates the Sanilac County Sheriff’s Office to the eventual purchase of services and products.Page 2 of 4This process is solely at the discretion of the Sanilac County Sheriff’s Office and may beterminated without penalty or obligation at any time prior to the signing of a written contract orpurchase agreement.V. PROPOSAL FORMAT:Offerors shall include the following information in their proposals:a.) Letter of Transmittal. Include at least the following information:1. The name, address and telephone number of the Offeror;2. The name and telephone number of the primary contact for the Offeror;3. The signature of the Offeror;4. The date of the proposal5. A statement that the Offeror; if awarded the Contract or Purchase Agreement, willcomply with the terms and conditions set forth in this RFP; and6. A statement that the Offeror’s proposal is valid for sixty (60) days after the deadlinefor submission of proposals.b.) Description of Product. Provide a description of the product being provided to includemake/model and number of items being provided.c.) Estimated Delivery. Provide estimated date of delivery for the products.VI. PRODUCT REQUESTED:EQUIPMENT FOR:One (1) quantity: 2025 Chevrolet Express 3500 15 Passenger Van with barn style sidedoors.Equipment shall include the following and be compatible with the above listed vehicle(s):• Headlight Flashers• Rear Taillight flasher• Front and Rear Dual Red/Blue surface mount lights• Siren and Siren controls installation• Radio installation (radio will be removed from old van)• Partition Behind Driver/Passenger seats in front of first row• Partition between First rear row and second row• Window Guards (all windows except driver and passenger front window)• All Rear door latch/lock removal/disable and cover• Dual gun rack and timer installation mounted between driver andpassenger• Center Console between front seats for gun rack, siren controls, radiomounting• Any and all wires or supplies needed for outfitting• Removal of camera equipment from old van to new van (cradle point router, 2cameras, monitor, GPS antenna, hard drive, and wiring• Shipping/Delivery/Transportation CostsPage 3 of 4
