Bid Title: GENERAL LEGAL SERVICES FOR EDDY COUNTY
Category: Eddy County Bids Status: Open Description: Eddy County, New Mexico, is seeking proposals from qualified firms to obtain General Legal Services for Eddy County to meet the broad range of legal needs of the County. All work performed regarding Legal Services pursuant to this RFP will be under the direction of the County Manager with input from the Board of County Commissioners.
Law firms or attorneys submitting offers must have documented experience, skills and knowledge in representing municipal, county or state governmental entities in any of, but not limited to the following areas of law: general tort liability (including highway), medical malpractice, law enforcement and corrections liability, employment law, civil rights, insurance, subrogation and contractual indemnity, construction, property rights and usage, class action litigation, Real Property, and worker’s compensation.
Law firms or attorneys submitting offers must have a Principal/Owner/Director/Partner with at least five (5) years general civil litigation experience.

The County reserves the right to renew or extend any contracton an annual basis (or any portion thereof) for up to three (3) additional one-year terms and shallbe subject to the same terms and conditions as set forth in the original agreement. Any suchrenewal or extension shall be subject to mutual written agreement by both parties. Under nocircumstances will the total term of this contract exceed four (4) years. DEFINITION OF TERMINOLOGYThis section contains definitions that are used throughout this procurement document, includingappropriate abbreviations.1. “Board of County Commissioners” (also “BOCC”) means the elected board in whom all powersof the County are vested and who are responsible for the proper and efficient administration ofthe County government.2. “MST” Mountain Standard Time3. “Contract” or “Agreement” means a written agreement for the procurement of items of tangible,personal property or services.4. “Contractor” means a successful offeror who enters into a binding contract.5. “County” means the County of Eddy, State of New Mexico.6. “Determination” means the written documentation of a decision of the ProcurementAdministrator including findings of fact required to support a decision. A determination becomespart of the procurement file to which it pertains.7. “Desirable” refers to the terms “may”, “can”, “should”, “preferably” or “prefers” which identifya discretionary item or factor. (As opposed to a “mandatory” item or factor.)8. “Evaluation Committee” means a body appointed by County management to perform theevaluation of offeror proposals.9. “Evaluation Committee Report” means a report prepared by the Procurement Administrator andthe Evaluation Committee for submission to appropriate approval authorities for contract awardthat contains all written determinations resulting from the conduct of a procurement requiring theevaluation of competitive sealed proposals.10. “Finalist” is defined as an offeror who meets all the mandatory specifications of this Request forProposal and whose score on evaluation factors is sufficiently high to merit further considerationby the Evaluation Committee.11. “Mandatory” refers to the terms “must”, “shall”, “will”, “is required” or “are required,” whichidentify a required item or factor. (As opposed to a “desirable” item or factor.) Failure to meet amandatory item or factor will result in the rejection of the Offeror’s proposal.12. “Offeror” is any person or entity who chooses to submit a proposal.13. “Procurement Administrator” means the person or designee authorized by the County to manageor administer a procurement requiring the evaluation of competitive sealed proposals; alsoreferred to as “Chief Procurement Officer” or “Chief Procurement Officer,” in this document andattachments.14. “Procuring agency of the County” or “Requesting Department” means the department or othersubdivision of Eddy County that is requesting the procurement of services or items of tangiblepersonal property.15. “Purchase Order” or “PO” means the document that directs a contractor to deliver items oftangible personal property or services pursuant to an existing, valid contract.5
