This project specifically involves the designand implementation of new controls in an outdoor enclosure, a new pump control panel, pumpreplacement, and a variable frequency drive (VFD) pump motor control to optimize performance andefficiency.It is the intent of the City to hire a single highly qualified consultant that can provide the followingservices:• Project Management• Preliminary and Final Professional Engineering Design Services• Environmental Compliance and Permitting• Bid Assistance• Construction OversightBackgroundThe City’s Storm Sewer System includes lift stations to move stormwater runoff from low-lying areas tohigher elevations where it can flow by gravity. The Lake “A” lift station has been in service since the early1970s and has reached the end of its useful life. Lake “A” provides critical rainfall storage and runoff controlto minimize flooding for areas on the east side of Wheaton near Lorraine and Elm, extending west toPresident and Elm. The project is classified as a rehabilitation within the City’s Capital Improvement Plan(CIP).LocationThe project area is centered at the Lake “A” Storm Lift Station, serving the drainage basin betweenLorraine and Elm (east) and President and Elm (west) in Wheaton, Illinois.Scope of ServicesThe selected qualified professional engineering firm will be responsible for the following scope of servicesfor the development of project drawings and specifications, as well as construction oversight.• Engineering Design and Permitting:o Attend a kick-off meeting and secondary coordination meeting(s) with City staff.o Survey the proposed project site and establish baselines, benchmarks, and/or monumentsVertical control for the project shall be DuPage County Datum (NAV88). Elevation datashall be collected for the station site and immediate vicinity, including all relevant stormScope of Services1EXHIBIT ACITY OF WHEATONREQUEST FOR PROPOSAL #26-62ENGINEERING SERVICES – STORMWATER LIFT STATION REHABILITATION – LAKE Astructures and utilities necessary to facilitate the control panel enclosure installation andpump replacement. The surveyor shall arrange a utility coordination meeting to ensurethat all utilities are aware of the survey project and to ensure all utilities are properlymarked for the survey.o Provide the engineering and drafting services necessary to complete a finished set of civildrawings for the following items: Pump control panel and outdoor weatherproof enclosure system. Variable Frequency Drive (VFD) integration and motor control upgrades. Lift station pump(s) replacement. SCADA integration with Mission Communications. Site Restoration.o All drawings shall be completed with AutoCAD. The drawing sheet size shall be 24”x36”.o Furnish an electronic copy of the final bid drawings to the City in both AutoCAD and AdobeAcrobat “PDF” formats.o Prepare technical specifications for the project. Furnish electronic copies of the finalspecifications to the City in Microsoft Word.o Provide signed and sealed electronic Adobe Acrobat “PDF” format and two (2) hard copyfinal design drawings and specifications.o Provide a detailed cost estimate of the final design prior to bidding. Submit an electroniccopy and a hard copy of the cost estimate. The electronic copy must be in Microsoft Excelformat.o Obtain all required permits for the project with local and regulatory agencies, including,but not limited to, DuPage County Stormwater Management Permit and City of Wheaton.• Bidding Assistance:o The distribution of the drawings and specifications and project bidding will be conducteddirectly by the City.o The Consultant will provide miscellaneous services during bidding, including clarificationof bidders' questions.Scope of Services2EXHIBIT ACITY OF WHEATONREQUEST FOR PROPOSAL #26-62ENGINEERING SERVICES – STORMWATER LIFT STATION REHABILITATION – LAKE A• Construction Oversight and Administration:o Generate relevant construction notifications and communicate and/or coordinate withimpacted residents and/or adjoining property owners.o Attend a pre-construction meeting.o Review submittals from the Contractor.o Review Contractor’s proposed construction schedule.o Review any shop drawing submittals.o Observe the progress and quality of the executed work.o Advise the City when it is necessary for the City to disapprove work due tononconformance to the contract documents.o Review the progress of the Contractor’s schedule on a weekly basis.o Keep field notes containing reports on the quantity of hours on the job site, weatherconditions, list of visiting officials, activities observed, job decisions, as well as generaland specific observations.o Review applications for payment by the Contractor and forward them withrecommendations to the City.o Provide as-constructed drawings.DeliverablesThe firm shall provide the following deliverables:• Submit drawings and specifications for staff review at 75% and 100%.• Submit AutoCAD, Microsoft Excel, Microsoft Word, and Adobe Acrobat deliverables as detailed inthe Scope of Services section.• Submit as-constructed drawings for the proposed lift station rehabilitation.• Detailed estimate of probable construction costs for the proposed improvements.• All construction documents, including, but not limited to, notices, special provisions, anddetailed unit price cost proposals.CompensationFees for design engineering services and construction oversight will be based on a cost plus not to exceedbasis using an hourly rate times direct staff cost. Direct costs will be charged at the actual rate incurredwith no markup.
