Thespecifications for this Request for Proposal are as follows:___ Goodsx Services ______ Insurance _____ ConstructionGeneral description of the subject of Procurement:The Town of Culpeper is seeking proposals from qualified firms or individuals to develop acomprehensive Tourism Master Plan to guide future tourism development, investment,marketing, and community alignment over the next decade.The selected offeror will work closely with the Culpeper Tourism & Town EconomicDevelopment Department to evaluate existing tourism assets, identify opportunities for productdevelopment, engage community stakeholders, benchmark peer destinations, and create anactionable, data-driven roadmap that strengthens Culpeper’s competitiveness and enhancesresident and visitor experiences.This RFP outlines the background, objectives, scope of work, submission requirements,evaluation criteria, and anticipated selection process.DESCRIPTION OF THE ORGANIZATIONCulpeper, Virginia, located in the foothills of the Blue Ridge Mountains, serves as a gateway tosome of the Commonwealth’s most iconic historic, cultural, and natural assets. Culpeper ispositioned within convenient access of Charlottesville, Fredericksburg, Richmond, andWashington, D.C., making it an increasingly attractive destination for day-trippers and overnightvisitors.Culpeper offers a unique blend of historic architecture, award-winning culinary experiences,outdoor recreation, vibrant events, arts and culture, agricultural tourism, and a thriving downtowndistrict. As the destination continues to evolve, the Tourism Master Plan will serve as a strategicguide to ensure sustainable growth, competitive positioning, and alignment with broadercommunity and economic development goals.ORGANIZATIONS GOALSThe Culpeper Tourism & Economic Development Department, is responsible for promotingCulpeper, both Town and County, as a vibrant, appealing, and competitive travel destination. Theoverarching goals of Visit Culpeper are to:• Maintain and strengthen awareness and consideration of Culpeper as a top traveldestination among regional, state, national, and international audiences.• Increase visitor bookings and arrivals, including overnight stays, day trips, group travel,meetings, events, and leisure visitation.3• Support sustainable growth of the visitor economy in ways that enhance quality of life forresidents and align with community and economic development priorities.• Elevate Culpeper’s brand identity and destination appeal through strategic marketing,product development, and collaborative partnerships with local businesses, attractions,and organizations.• Ensure long-term destination competitiveness by identifying opportunities, addressinggaps, and adapting to visitor trends, market conditions, and evolving travelerexpectations.These goals provide the foundational framework for the Tourism Master Plan, guiding thestrategic recommendations, development priorities, and implementation strategies that will ensureCulpeper remains an exceptional destination for both visitors and residents.PROJECT OVERVIEW AND SCOPE OF WORKThe Culpeper Tourism and Town Economic Development Department seeks a offeror to lead astructured, inclusive, and data-driven planning process. At minimum, the scope of work shallinclude the following components:Step 1 – Project Initiation and Review of Existing Materials• Meet with Tourism & Economic Development staff to set expectations, definedeliverables, refine project schedule, and finalize engagement approach.• Review existing research, visitor data, planning documents, and related materials.• Establish frameworks, tools, and processes for project management.• Coordinate key dates for focus groups, interviews, workshops, and check-ins.Step 2 – Asset Inventory, Data Analysis, and Competitiveness Review• Analyze relevant economic, infrastructure, land use, transportation, and visitor-facingdata.• Compile a detailed tourism asset inventory to identify gaps, strengths, and marketalignment.• Review real estate, lodging, event, recreation, and public space data (e.g., CoStar, publicsources, Town assets).• Assess how the built environment supports or limits visitor experiences and destinationcompetitiveness.Step 3 – Identify and Assess Culpeper’s Tourism ProductThe offeror shall conduct a comprehensive, multi-layered assessment of Culpeper’s existingtourism product to determine its strengths, gaps, competitiveness, and alignment with visitor4expectations and emerging market trends. This analysis will form the foundation for destinationdevelopment recommendations and long-term strategic priorities. At minimum, this step shallinclude:3.1 Tourism Asset Audit & Inventory DevelopmentThe offeror will complete a full audit of Culpeper’s visitor-facing assets, including but not limitedto:Primary Assets:Attractions & Experiences• Museums, historic sites, cultural venues, and heritage assets• Outdoor recreation offerings (trails, natural areas, parks, water access, agritourism, etc.)• Arts and entertainment facilities (galleries, studios, performance venues, public art)• Culinary and beverage experiences (restaurants, breweries, wineries, distilleries, foodtrails)• Signature events, festivals, recurring programs, and seasonal activations• Tours, guided experiences, classes, workshops, and hands-on visitor experiencesSports, Recreation, and Event Facilities• Sports fields, courts, complexes, and indoor recreation centers• Event venues (public and private), including meeting spaces and large-scale event sites• Fairgrounds, amphitheaters, and community gathering spacesHospitality, Retail, and Visitor Services• Lodging inventory (hotels/motels, short-term rentals, B&Bs, boutique lodging,campgrounds)• Restaurants, cafes, tasting rooms, pubs, food halls• Visitor centers and ambassador programs• Retail offerings with visitor appeal (local shops, specialty retail, artisan goods)Secondary Assets:Infrastructure & Supporting Elements• Signage, wayfinding, and transportation access• Parking availability for both visitors and events• Walkability, bikeability, and connectivity between assets• Public restrooms and essential visitor amenities• Digital infrastructure supporting visitation (Wi-Fi, mobile coverage)5
