This system includes a Guascor engine, Leroy-Somer generator, and Biospark fuel conditioning system, which together support the facility's energy efficiency and operational reliability.
The selected contractor will be responsible for scheduled preventive maintenance, scheduled emission source and screen testing, inspections, corrective actions, and emergency response to ensure continuous compliant operation of the cogeneration facility. Services will follow manufacturer-recommended intervals, City-specific requirements, and the conditions set forth in the City's operating permit issued by the Ventura County Air Pollution Control District (VCAPCD).
This contract will be for a five-year term, beginning January 2026 and ending December 2030. It presents an opportunity for experienced vendors to partner with the City in maintaining critical energy recovery infrastructure that offsets power costs, reduces greenhouse gas emissions, ensures regulatory compliance, and contributes to community sustainability goals.

BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
The Hill Canyon Treatment Plant operates 24 hours a day, seven days a week, and includes a cogeneration facility that captures biogas produced during wastewater treatment and uses it to generate power. This system reduces the City's reliance on purchased electricity, offsets operating costs, and supports environmental sustainability through greenhouse gas reduction.
The City operates the cogeneration system under the conditions of a permit issued by VCAPCD. Compliance with this permit requires careful operation, testing, and documentation to ensure emissions limits and reporting obligations are met. Maintaining the cogeneration system is therefore critical not only for reliability and cost savings, but also for regulatory compliance and community environmental stewardship.
The system's Guascor engine, Leroy-Somer generator, and Biospark fuel conditioning system require regular, specialized service. The City is seeking a partner with the technical expertise, manufacturer certifications (or equivalent), and proven experience to keep this equipment operating at peak performance. A successful vendor will provide not only reliable scheduled maintenance but also responsive troubleshooting, accurate reporting and documentation, and innovative solutions to extend equipment life and efficiency.
