The project will have a separate design consultant as well as other financial consultants who will be working on this project. The selected firm will provide overall project management services to deliver the project, including assisting the management of the design consultants, obtaining permitting, and public outreach. The selected consultant may be selected to manage the construction of the project too.

The selected firmwill provide overall project management services to deliver the project, including assistingthe management of the design consultants, obtaining permitting, and public outreach.The selected consultant may be selected to manage the construction of the project too.These services shall encompass and include all work, services, materials and equipmentnecessary to prepare effectively assist the City in project management services asdescribed within this proposal.Project Background and DescriptionIn January 2025, the City of Malibu (City) and surrounding areas were significantlyimpacted by the Palisades Fire which began in Santa Monica Mountains. The fires causedsevere damage and destruction to residential and commercial properties, particularlyareas near Sunset Mesa and in eastern Malibu. On January 12, 2025, Governor GavinNewsom signed an Executive Order N-1-26 to help communities rebuild faster and moreaffordably. The Executive Order suspended permitting and review requirements underthe California Environmental Quality Act (CEQA) and the California Coastal Act for thePalisades rebuilds.As the recovery efforts commenced, the City contracted Woodard & Curran to evaluatethe feasibility of construction of the new wastewater collection system on PCH connectingto Hyperion. The system would serve the waterfront properties along PCH within theareas of the City affected by the Palisades Fire. The new sewer collection system wouldreplace the existing onsite wastewater disposal systems (OWDS) for these properties,which consist primarily of septic tanks and leach fields, and require seawalls forprotection. Woodard & Curran completed the City of Malibu Wastewater CollectionSystem on PCH to LASAN Connection Preliminary Design Report on February 9, 2026. TheReport, which is provided as Attachment C, evaluated the required sewer collectionsystem facilities on PCH to serve the affected properties and provides an overview of theProject implementation cost and schedule and included the following:• Estimated the sewershed flows based on the parcels to be connected to the newsewer collection system within the Project area.• Determined the size and preliminary locations of gravity sewers, lift stations, andforce mains required to connect the parcels and convey sewage to the LASANwastewater collection system.• Identified significant crossings for the sewer system along PCH and evaluatedconstructability.• Provided a preliminary capital cost estimate for the Project.• Provided a preliminary Project implementation schedule.The project’s location and boundaries are shown in the figure below.Figure 1 – Project Area MapThe general information that is encompassed within Figure 1 is listed below:• Approximately 5.5 miles• 464 Parcelso 440 Residential (includes 102 condo units) 146 existing 294 rebuildso 10 Commercial 6 existing 4 rebuildso 14 Existing Public Open Space Parcels• 5 sewershed areas based on existing creek crossings• 10 lift stations• 18 gravity sewer segments• Approximately 20,000 LF of force mains• Estimated Total Project Costs: $125MPermitting, Financing, and Construction StagingThe project is located within the Caltrans right-of-way along the Pacific Coast Highwaywithin the limit of City of Malibu with connection to LASAN sewer at Coastline Drive inthe City of Los Angeles. The project will also utilize the existing wastewater pump stationthat is owned and operated by the City of Santa Monica.The design shall utilize strategies to best minimize impacts to the public within theaffected jurisdictions. The consultant must have expertise with Caltrans District 7 permitsas well as permitting with the City of Los Angeles. The project permitting shall includepreparation and submittal of all required permits to Caltrans, City of Los Angeles, and Cityof Santa Monica.The project is also seeking special financing through a variety of grants, municipal bonds,assessment district formation, and project funding through the State Clean Water StateRevolving Fund program. The selected consultant shall demonstrate knowledge andexperience with these items.Project ManagementThe City of Malibu Public Works Department (Public Works) is inviting proposals fromqualified firms to provide project management support services for the PCH WastewaterProject (Project). The City’s primary objective is to select a Consultant who provides theCity with support services through various project stages. The selected consultant may beselected to perform construction management services.The services to be rendered by the Consultant shall include all services and provisions asdescribed herein, and shall consist of all such services as are customarily rendered whenproviding project management services for a new wastewater collection system. SeeSection 8 for the draft scope of work. A final scope of work will be refined by the City andselected consultant after the selection process has been completed.2. Proposal Submittal GuidelinesThe City requires all proposals submitted in response to this RFQ/P to follow a specificformat. A cover letter shall guarantee that key personnel, or equally qualifiedreplacements, will be committed to perform the required tasks throughout the durationof the contract. A cost schedule shall be included with the proposal submittal.One electronic copy of the technical qualifications will be required with each proposalhaving been signed by the company official with the power to bind the company in itsproposal.Technical Qualifications shall be submitted electronically tompublicworks@malibucity.org, but must be received no later than 4:00 p.m., May14,2026. Proposals may be withdrawn prior to the established date and time. No extensionswill be granted.All Technical Qualifications will become the property of the City of Malibu and will bemade available for public inspection after an award is made or rejected.3. Technical Qualifications/Cost Proposal FormatThe Technical Qualifications shall be organized in the following sections to facilitatereview by the City. Consultants shall adhere to the page limit stated below. If additionalinformation is needed, it may be included in the Appendix. However, due to timeconstraints, the City may not be able to review the items in the Appendix as thoroughlyas Sections a. through f.Technical Qualifications shall be limited to a total maximum of fifteen (15) double sidedpages or thirty (30) single sided pages, all letter size. This total page limit may be splitacross the Section 1 through 3 as deemed appropriate by the consultant. Large formatpages, including 11” x 17” pages, will be counted as two (2) pages.Technical Qualifications shall include the following:a. Cover Letter/Executive SummaryProvide a cover letter/executive summary emphasizing the strong points of theproject team, qualifications, and experience. The cover letter/executive summaryshall include the name, address, telephone number, title and signature of thefirm’s contact person for this proposal, and state that the submittal is valid for 150days. The cover letter constitutes certification by the consultant, under penaltyof perjury, that the consultant complies with nondiscrimination requirements ofthe State and the Federal Government. The cover letter/executive summary shallalso include a statement by the consultant informing the City whether or not theyhave any exceptions with the City’s terms and contract conditions stated in thisRFQ/P, including, but not limited to, insurance and the Agreement for ProfessionalServices, and stating that only those exceptions noted in the consultant’s proposalwill be subject to discussion and negotiation with the City. The coverletter/executive summary shall be signed by a person with the official authority tobind the company. An unsigned proposal or one signed by an individualunauthorized to bind the consultant may be rejected.b. Experience of Firm(s) and IndividualsInclude summary descriptions of the company’s (or companies’) and individuals’applicable experience, and resumes detailing their experience in projectmanagement and specifically in the design of wastewater collection systems,particularly any work of similar nature performed for government agencies.
