Thesystem serves as a centralized repository for departmental documentation and supportsaccountability, transparency, and adherence to law enforcement standards.PowerReady is proprietary software developed and maintained by PowerDMS by NEOGOV. Alllicensing, hosting, updates, and technical support must be obtained directly from the softwareprovider. The Police Department’s existing policies, training records, workflows, useracknowledgments, and compliance tracking are fully integrated within this system. The platform plays a critical role in supporting accreditation efforts and maintaining compliancewith applicable law enforcement standards. Renewal of the existing software ensures continuityof operations, preservation of historical records, and uninterrupted access to documentationrequired for audits, inspections, and accreditation review.Transitioning to a different system would require extensive data migration, reconfiguration ofworkflows, staff retraining, and could result in disruption to departmental operations andpotential impacts to accreditation status.Based on this information, the City has determined that no other vendor can provide compatiblelicensing, support, or continuation of the existing system.Opportunity to RespondAny vendor who believes it is capable of providing the full scope of services described abovemust submit a written response no later than:2:00 PM CST on Thursday, April 23rd, 2026Responses must include:Commissioners Sam Peebles | Pat Perno | Jamie Warrick | Judy TinderMayor Dave LoweryCity Manager Chris LightfootCity Attorney Amy Myers• Vendor name and contact information• Documentation demonstrating authorization from the software provider• Evidence of ability to provide compatible licensing and support• Experience supporting policy management or accreditation systems• References for similar municipal clientsResponses shall be submitted electronically to:Cory BracyProcurement ManagerCity of Lynn Havenpurchasing@cityoflynnhaven.comIf no responsive submissions are received by the stated deadline, the City intends to proceed withaward to PowerDMS by NEOGOV.The City reserves the right to determine, in its sole discretion, whether a responding vendor’squalifications demonstrate the ability to meet the City’s requirements.Commissioners Sam Peebles | Pat Perno | Jamie Warrick | Judy TinderCity Manager Chris LightfootCity Attorney Amy Myers
