Project Description: The County of Erie Manager of Procurement, Erie County Courthouse, 140 West 6th Street, Room 106, Erie, PA 16501, will receive bids electronically via PennBid and open sealed bids on August 14, 2026, at 11:00 am at the Office of the County Controller, Room 107, Erie County Courthouse, 140 West 6th Street, Erie, PA 16501 for the following prime contract: Bid #49 of 2026: Borough of Union City Municipal Parking Lot Storm Sewer Replacement Project (Project #: S-24-E-16-6-1).
Bids are invited for installation of approximately 193 LF of 24-inch HDPE storm sewer; 276 LF of 15-inch HDPE storm sewer; 1-3’x4’ precast concrete inlet; 1-2’x4’ precast concrete inlet; 3 outfalls to South Branch French Creek with duckbill check valves and riprap aprons; abandonment of an 18” VCP pipe and surface restoration including asphalt roadway, concrete curbs, curb-gutters and sidewalks and all vegetative areas
Each bid shall be accompanied by a certified check, bank cashier's or trust company treasurer's check, or approved Surety Company’s bid bond, made payable to the County of Erie in the amount of 10 percent (10%) of the base bid as a security.

The project is being undertaken with CDBG funds from the PA Department of Community and Economic Development (DCED). Attention of the bidder is called to the requirement to submit documentary evidence of “Minority and Women Business Enterprises” (MBE/WBE) and “Section 3 Business Concerns” which have been contacted and to whom commitments have been made. Documentation of such solicitations is to be submitted concurrently with the Bid.
Attention of the Bidder is also called to the Federal, State and County Civil Rights and Equal Employment Opportunity requirements and the Federal Labor Standards Provisions including the requirement to pay prevailing wages under the Davis Bacon and Related Acts.
The successful Bidder will be required to furnish a Performance Bond and a Labor and Materialmen Bond each in the amount of one hundred percent (100%) of the Contract Price. Additionally, the successful Bidder will be required to furnish evidence of Worker’s Compensation and Liability Insurance in the amount as required by the Contract Documents.
Bids may be held by the County for a period not to exceed 60 days from the date of opening Bids. The County reserves the right to reject any or all Bids or to waive any informality in the bidding.
