The scope of work shall include, but notbe limited to, the removal and replacement of existing roofing systems. All work shall beperformed in accordance with the full project plans, specifications, and contract documentsprovided by the District. The Contractor shall furnish all labor, materials, equipment, and servicesnecessary to complete the project in compliance with applicable codes, standards, and Districtrequirements. The Contractor shall coordinate closely with the District regarding site access,logistics, and designated staging areas. All work activities shall be planned and executed tominimize disruption and ensure the safety of students, staff, and campus operations.• Bid and Contract Documents. Bid and Contract documents will be available onor before Tuesday, March 24, 2026, and available ONLY from www.oxnardsd.org.• Mandatory Pre-Bid Meeting. There will be a mandatory pre-bid job walk onTuesday, April 7, 2026 at 10:00 a.m. PT at 1055 South C Street, Oxnard, CA 93030. The Districtmay conduct more than one mandatory pre-bid job walk. Attendance at the entirety of all pre-bidmeetings is required. Any bidder that does not attend the entirety of all pre-bid meetings will bedeemed non-responsive.• Bid Deadline. Bids must be received at the District Office by no later thanThursday, April 23, 2026 @ 2:00 p.m. PT (the “Bid Deadline”).• Submittal of Bid Proposals. Bidders must submit their Bid Proposals to thereception desk at following location (the “District Office”):Oxnard School DistrictAttn: Melissa Reyes, Director, Purchasing1051 South A StreetOxnard, CA 93030(805) 385-1501, ext. 2414All Bid Proposals shall be submitted in compliance with the Instructions for Bidders.• Bid Security. Each Bid Proposal shall be accompanied by Bid Security as set forthin the Instructions for Bidders.DISTRICT OFFICE ENHANCEMENT PROJECTOXNARD SCHOOL DISTRICTSTANDARD SPECIFICATIONSNOTICE TO CONTRACTORS CALLING FOR BIDS00010PAGE 1 OF 2• Contractors License Classification. The District requires that Bidders possess thefollowing classification(s) of California Contractors License at the time that the Contract for theWork is awarded: C-39• Labor Law (DIR Registration, Prevailing Wages). This Project is a “publicwork” subject to Labor Code sections 1720-1861 and other public works laws (including 8 CCR16000, et seq.). All contractors and subcontractors listed on any Bid Proposal must be properlyregistered with the Department of Industrial Relations (DIR) pursuant to Labor Code § 1725.5.Further, this Project is subject to prevailing wage laws. Pursuant to Labor Code § 1771, theContractor receiving award of the Contract and Subcontractors of any tier shall pay not less thanthe prevailing wage rates to all workers employed in the execution of the Contract. Copies of theprevailing wage rates are maintained at the District Office and available to any interested partyupon request. This Project is subject to DIR compliance monitoring and enforcement. Thesuccessful bidder shall post all job-site notices required by DIR regulations and other applicablelaws, including prevailing wage rates, in conspicuous locations at the Site of the Work.• Award of Contract. Contract, if awarded, will be by action of the District’s Boardof Trustees in accordance with the Instruction for Bidders.• Waiver of Irregularities. The District reserves the right to reject any or all BidProposals or to waive, in accordance with any applicable laws, any irregularities or informalitiesin any Bid Proposal or in the bidding.• Inquiries and Clarifications. This document is for informational purposes andshall not relieve the Bidders of the requirements to fully familiarize themselves with all the factorsaffecting the Project and their Bid. Bid Proposal Preparation. All information required by the bid forms must becompletely and accurately provided. Numbers shall be stated in both words andfigures where so indicated in the bid forms; conflicts between a number stated inwords and in figures are governed by the words, except where the figuresrepresent an express, correctly calculated sum. Bid Proposals shall include alldocuments and items required by the Call for Bids, Bid Proposal Form, and anyother information required by these Instructions for Bidders. Partially completedBid Proposals may be deemed non-responsive. Bid Proposals submitted on otherthan the bid forms included herein shall be deemed non-responsive. BidProposals not conforming to these Instructions for Bidders and the Notice toContractors Calling for Bids (“Call for Bids”) may be deemed non-responsive andrejected. Each Bidder is solely responsible for all costs and expenses incurred bythe Bidder in preparing and submitting a Bid Proposal to the District. Biddersshall not, under any circumstances, include such expenses as part of their BidProposals.B. Bid Proposal Submittal. Bid Proposals shall be submitted at the placedesignated in the Call for Bids in sealed envelopes bearing on the outside theBidder’s name and address along with an identification of the Work for which theBid Proposal is submitted. Bidders are solely responsible for timely submissionof Bid Proposals to the District at the place designated in the Call for Bids.C. Date and Time of Bid Proposal Submittal. A Bid Proposal is consideredsubmitted only if the outer envelope containing the Bid Proposal is stamped bythe District’s date/time stamp machine at the place designated for submittal of theBid Proposal. The date/time stamp is controlling and determinative as to the dateand time of the Bidder’s submittal of its Bid Proposal. Bid Proposals receivedafter the date and time specified in the Call for Bids are non-responsive and willbe returned to the Bidder unopened.D. Alternate Bid Item(s). If the Bid Proposal forms do not specifically call for thesubmittal of alternate bid item(s) and a Bidder submits alternate bid item(s), theDistrict may deem the Bid Proposal to be non-responsive and reject the same. Inthe event that alternate item(s) are specifically called for in the Bid Proposalforms, any Bid Proposal which does not include bid(s) for the alternate item(s)may result in the Bid Proposal being deemed by the District to be non-responsiveand rejected. In the event that bids for alternate item(s) are specifically called forin the Bid Proposal forms, the Bidder is referenced to the provisions of theOXNARD SCHOOL DISTRICTSTANDARD SPECIFICATIONSINSTRUCTIONS FOR BIDDERS00100PAGE 1 OF 11Contract Documents permitting the District, during performance of the Work ofthe Contract Documents, to add or delete such alternate item(s) with the cost orcredit (inclusive of all direct and indirect costs, supervision, overhead and profit)for such alternate item(s) to be in the amount(s) set forth in the Bidder’s BidProposal for such alternate item(s).1.02 Bid Security. Bid Security shall be in the form of: (a) cash, (b) a certified or cashier’scheck made payable to the District or (c) a Bid Bond, in the form and content attachedhereto, in favor of the District executed by the Bidder as a principal and an AdmittedSurety Insurer under Code of Civil Procedure §§995.120 and 995.311 as surety (the “BidSecurity”) in an amount not less than the stated percentage of the maximum amount ofthe Bid Proposal. Any Bid Proposal submitted without the required Bid Security is non-responsive and will be rejected.1.03 Signatures. All bid forms shall be executed by an individual duly authorized to executethe same on behalf of the Bidder.1.04 Modifications. Changes to the Bid Proposal which are not specifically called for orpermitted may result in the District’s rejection of the Bid Proposal as being non-responsive. No oral or telephonic modification of any submitted Bid Proposal will beconsidered. A written modification may be considered only if actually received by theDistrict ten (10) days prior to the scheduled closing time for receipt of Bid Proposals.1.05 Erasures; Inconsistent or Illegible Bid Proposals. Bid Proposals must not contain anyerasures, interlineations or other corrections unless the same are suitably authenticated byaffixing in the margin immediately opposite such erasure, interlineation or correction thesurname(s) of the person(s) signing the Bid Proposal. Any Bid Proposal not conformingto the foregoing may be deemed by the District to be non-responsive. If any BidProposal, or portions thereof, is determined by the District to be illegible, ambiguous orinconsistent, the District may reject such a Bid Proposal as being non-responsive.1.06 Examination of Site and Contract Documents. Each Bidder shall, at its sole cost andexpense, inspect the Site to become fully acquainted with the Contract Documents andconditions affecting the Work. The failure of a Bidder to receive or examine any of theContract Documents or to inspect the Site shall not relieve such Bidder from anyobligation with respect to the Bid Proposal, the Contract or the Work required under theContract Documents. The District assumes no responsibility or liability to any Bidderfor, nor shall the District be bound by, any understandings, representations or agreementsof the District’s agents, employees or officers concerning the Contract Documents or theWork made prior to execution of the Contract. Bidder is charged with all informationand knowledge that a reasonable bidder would ascertain from having performed thisrequired work, investigation, research, and analysis. Bid prices must include entire costof all work “incidental” to completion of the Work.
