NOTICE INVITING SEALED PROPOSALS

NOTICE IS HEREBY GIVEN that sealed proposals or bids for the Downtown Plan Implementation Phase 1A-Harrington Park Number C2215shall be publicly opened, examined and announced on Tuesday, January 20, 2026, at 10:00 a.m. at the San Carlos City Clerk’s Office at City Hall – 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before the bid opening date and time. No Pre-Bid meeting has been scheduled for this Project.

A Class A, Contractor’s License is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications. The scope of work generally includes the rehabilitation of a downtown park including hardscape, landscape, and building improvements; the work includes specialty items such as mass timber canopy.

Bids are required for the entire work described herein in accordance with the instructions to bidders. The Engineer’s Estimate is between $4,000,000 and $5,000,000.

Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the Contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.

The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety (90) calendar days after the date set for opening of proposals.

As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
